The Garrett County Airport Runway Extension and
Time Management Parallel Taxiway project consists of a 2,000 runway
extension and a complete build of parallel Taxiway A.
Risk Management
Phase I of this project was the construction of the
Project fill for the runway extension and taxiway. 600,000
Documentation cubic yards of material was moved in order to build
Management the fill for the runway. Other work associated with
this project was the relocation of the Airport
Project Rotating Beacon and the relocation of the Automated
Management Weather Observation System (AWOS).
Certification Phase 2 of this project was the installation of a new
runway and taxiway lighting system, installation of
Project new PAPI's (Precision Approach Path Indicators), New
Management Terminal Building, Relocating the Fuel Distribution
Ethics System and complete paving of the taxiways and
runway.

Contracts United States Postal Services - Baltimore Maryland
I was the Construction Manager on four (4) new Postal
Contract Types facilities built in the Baltimore MD area.
Responsibilities included the coordination of shop
Contract drawings, with the A/E and Contractor, Coordination
Language and of RFI's, RFP's, Change Orders, Payment Applications,
Clauses Progress Meetings and submittals with the Owner's
Representative, the Contractor and The A/E Firms.
Standard Each building is approximately 22,000 square feet in
Contracts size with a retail section and an open work space for
sorting stations.
Negotiating
Contracts Lorain County Regional Airport - Lorain, Ohio
This project was divided into two separate projects
Insurance because of funding issues. The first project
consisted of three major items of work. Major item 1
Preparing consisted of installing 78,000 cubic yards of fill
Project material to create a new runway safety area at the
Management Plans ends of the runway. This was done to bring the
safety areas up to new FAA standards. Major Item 2
consisted of installing a new Localizer antenna and
Developing the building to house all of the electronic equipment for
Scope of Work the localizer. The Localizer is the primary
instrument landing system at the airport. Major item
Project 3 was the installation of a new MALS/REIL system.
Budgeting and MALS/REIL stands for Medium-intensity Approach
Cost Estimating Landing System with Runway End Indicator Lights.
The second project was the rehabilitation of the
Accounting runway. Runway was ground to a new profile and then
Fundamentals overlaid with 6" of asphalt. Asphalt was not allowed
to be placed in lifts thicker than two (2) inches.
Quality Control FEMA Assignment in New York City - World Trade Center
Terrorist Attack of September 11, 2001 I worked
Independent on the Debris Removal operation for the World Trade
Technical Review Center. I was a Project Officer working with the
Procedures Construction Management team that was performing the
debris removal from one of the zones. (Initially, the
Controlling area and amount of work was deemed to be too much for
Project Changes one contract so the area was divided into four
sections or zones.) I reviewed all of the
Change Control contractor's force account labor, equipment,
operating expenses and all other aspects of
Project Control performing the debris removal. The contractor
submits his costs to the owner along with his backup
documentation and the owner then reviews the costs.
I then review the costs to make sure that they are in
compliance with FEMA regulations (The Robert T.
Stafford Act) and that they are eligible for
reimbursement under the Act. All work performed
under a Federally Declared Disaster has to conform to
this Act to be eligible for reimbursement from the
Federal Government. .
FEMA Assignment in Puerto Rico and Florida. I was
the Debris Coordinator for the clean-up efforts after
Hurricane Georges (Puerto Rico) and Hurricane Irene
(Florida). The assignment in Puerto Rico lasted
almost 1 year and the assignment in Florida lasted 3
months. Because of my work during the recovery
operations from Hurricane Georges, FEMA revised the
Debris Program. I was asked to be part of the team
to revise the program and assisted by proofreading
the changes that were made and to see how these
changes could be implemented into the program. That
is how the Debris Management Teams came about. I
also wrote the After Action Report for the Debris
Removal operations in Puerto Rico. This paper was
presented at a meeting that was held in Puerto Rico
with the Infrastructure Division Director. Another
part of the job was the review of the contracts that
were being used for the debris removal operations.
This was a review of the contract to make sure that
the contract conformed to FEMA guidelines as set
forth in the Robert T. Stafford Act and that
reasonable costs were being charged for the debris
removal operations. Contracts were not approved or
disapproved, the applicant was informed if the
contract was within the guidelines or not and if the
contract was not within the guidelines, what action
was required to correct the contract. Also performed
audits of the applicant's records and verified that
the work that was done as per the contract
specifications. Worked closely with the applicant to
ensure that their record keeping system clearly
identified the eligible costs associated with the
debris removal operations.
Relief Sewer Projects in Erie Pennsylvania. I was
the Resident Engineer on 7 Sewer Projects for the
City of Erie. Projects consist of installing new 36"
Diameter Sanitary Sewer lines in the city and
modifications to the lines at the headwork of the
Waste Water Treatment Plant. The depths of the new
lines varied from 15 feet to over 30 feet. Duties
included attending all meetings with the contractors;
scheduling the testing of the concrete work,
backfilling operations and asphalt work; supervising
other inspectors in their day to day operations;
preparing estimates for the work performed; monthly
progress reports to the owner; and taking care of the
general files for all of the contracts. The United
States Army Corps of Engineers monitored this
project. They came to the project and reviewed all
records and performed safety inspections of the work
in progress

Pa.
Ohio Turnpike Commission, Gate 15 Toll Plaza
Renovation. Inspector but I was the project engineer
for the building because Project inspector
responsible for the inspection of the Staff Building
and the utility and communication lines to the toll
booth facilities. The office building was a 3,500
square foot building and 11 tollbooths of about 250
square feet each. The project was made more complex
by the specifications that stated each tollbooth
would be an independent unit. By that, each
tollbooth will have its own power source,
communications, heating and ventilating system. All
wiring to the tollbooths had to be underground with
spare conduits for future electronic equipment to be
installed under another contract. The existing toll
plaza had to remain in operation during the building
of the new facilities.
I-271 Express Lanes - Cedar Road to Wilson Mills
Road, Cuyahoga County, Ohio. Project inspector
responsible for the new bridges for the express lanes
as well as the rehabilitation of the existing
bridges, installation of the concrete barrier wall
and for the full depth asphalt pavement. On this
project I also checked the surveyor's layout for the
bridges and checked the grades for the proposed
roadway. I was also involved with the drainage work
on this project. I worked closely with the State of
Ohio Project Engineer keeping him informed of the
daily operations that were being performed. (Most of
his time was spent in meetings with the state
engineers.)
S.R. 7 and U.S. 22 Bypass, Ohio Department of
Transportation, Steubenville, Ohio. Functioned as
lead inspector on 1.5 miles of four-lane highway.
Responsible for the inspection of three new bridges,
from the foundations to the deck placements. I was
also involved with the inspection of the cantilever
retaining walls as well as the tied back walls. (This
wall is over 3,000 feet long and at the highest point
is over 120 feet high.)
Beaver Valley Expressway, S.R. 60, Pennsylvania
Turnpike Commission New Castle Pennsylvania. Project
inspector on the construction of twin 1700' long
steel girder structures, with T type piers on deep
foundations across the Mahoning River Valley south of
New Castle, Pennsylvania. Involved in all facets of
the project.
1988 - Painting Inspector for AWK Consulting
Engineers
Performed the duties of Lead Painting Inspector on
the Highland Park Bridge in Pittsburgh, Pa. This
structure is the second longest structure in the city
of Pittsburgh.
