. MSI is a government consulting firm with primary focus on research and
evaluation, and economic growth for domestic and international clients of
USAID. Provide assistance and support to the Operations Group with
government projects and grants from U.S. government agencies specifically
USAID and State Department. Manage Human Resources (HR) programs and

Leader and Strategic Partner
. Develop and oversee long-term human resources strategy responsible for
programs and integrity associated with supervising the Human Resources
record keeping functions and Human Resources Information System
(HRIS).

HR Employee and Technical Champion: Evaluate and advise on the impact
of the long range planning of new programs and regulatory action that
impact employees. Plans, programs, formulates, and reviews the
development analysis, submission and execution of multi-year, long and
short range programs and budgets working within International
Development programs and budgeting system, within USAID plans,
program, budget and execution system for Development and related
programs or the integration of all AID resources into USAID programs.
Provide recruiting, human resources expertise and consultation to both
management and employees. Review sessions with customer to discuss
cost, schedule, and technical performance. Establishes design
concepts, criteria and engineering efforts for program research,
development, integration and test. Develops new business or expands
the product line with the customer. Coordinate the preparation of
proposals, business plans, proposal work statements and
specifications, operating budgets and financial terms/conditions of
contract. Analyze plans and maintain program competitiveness and legal
compliance. Provide expertise in the development of resource
requirements and the management of those resources for various
programs. Supervise, direct, manage, train and mentor Administrative
Assistants including temporaries. Oversee submission of reports to
comply with government regulations to include EEOC reporting, OSHA, I-
9 Compliance or E-Verify and other agencies. Create employment offer
packages and handle new hire orientation.
Change Agent: Handle all employee issues and solutions. Manage and
handle internal conflicts. Employee Relations, conduct Harassment
Training, Policies and Procedures development and enhancement, and
other duties necessary to adhere and comply with government
regulations.
