WORK EXPERIENCE:
Business Development Manager, Brown and White Inc, Tucson AZ 04/2009-
01/2010
Established a business development and estimating department structure.
Working to improve this small construction company's federal contracting
capability, have briefed and established a rapport with the Small Business
Liaison Officers for Boeing, Raytheon, L-3GSES, Unisys, and Perot Systems.
Represented the company at numerous small business administration meetings
and have begun liaising with US Customs and Border Protection, US Army
Corps of Engineers and various base contracting officials. At the same
time, have served as the temporary IT manager, establishing new contracts
for IT services, including an upgrade to server, software and capability
and a separate vendor contract for web site development. Wrote and
delivered the winning proposal's technical volume for the largest
government contract ever won by this company, a $16+ million parking lot
for Fort Bliss Texas. The last thing I did for Brown and White Inc, was win
a Multiple Award Construction Contract in support of the USMC at Yuma MCAS.
This base, plus 4 OY contract has the potential for up to $60 Million over
the life of the contract. With that award, this small company has reached
its bonding limit - $200 million and cannot pursue new contracts,
consequently my position has been vacated/cut and I was laid off.
Consultant and Prospective Program Manager, AllWorld Language Consultants
(ALC) Inc, Rockville MD 1/2009-3/2009
Led proposal development for the Bilingual Bicultural Advisor/Subject
Matter Expert Program. Rewrote the entire proposal from a previous version,
to include a Socio-Economic Plan with wide-ranging scope and initiatives.
RFP has been withdrawn and program no longer up for bid subsequent to
proposal submission.
Program Manager, Global Maintenance and Supply Services, Task Order #2 LSA
Anaconda, Balad Iraq 10/2007- 12/2008
Specifically selected from the over 50 members of the Program Management
Bench (current and future ITT PMs) to save a failing $79 Million program.
Deployed to Iraq, overcame multiple personnel problems to include gangs,
employee violence, substandard production and a failed organizational
structure. Successfully served as the primary interface with customers at
the unit, Brigade, and component HQ level and completely turned around all
aspects of the program. In the end, production was up, first pass yield
went from a consistent 48% to 97%, employee retention doubled and the
supply measures were at 98 % for inventory accuracy, 99 % for
reconciliation and 100% for property book accuracy. Led the final option
year negotiations, saved over 200 jobs and finished with the final contract
value at $155Million, more than double the value at the start of my tenure.
Manager, Development and Assessment, Program Management Center of
Excellence, Colorado Springs CO US 7/2006- 10/2007
Placed in a developmental assignment in recognition of outstanding
performance and potential. All aspects of Program/Project Management and
the ongoing initiatives have been within my purview. Interface with all
four Business Areas and all of the Centers of Excellence, direct support of
Communications Information Systems as well as responding to the immediate
needs of Senior Staff critical tasking has provided valuable insight into
the corporate machinations of ITT. First opportunity to truly excel came
about with an assistance visit to the European Business Operations Center
(EBOC). The result was a detailed report that has garnered praise from the
senior staff. Earned a VBSS Green Belt with a project on Program/Project
Phase-In Standardization. Subsequently this project has become a Corporate
Policy and Standard Practice with a subsection of the Program Execution
Manual now comprised of artifacts developed during the project.
Deputy Program Manager, Fort Bragg LSS, ITT Systems, Fayetteville, NC
US 7/2005 - 6/2006
The Logistics Support Services Contract touches everything that arrives at
Fort Bragg NC. It has a Transportation element, Material Maintenance
Division, and a Supply and Services element. Since arrival, I have been
heavily involved in metric development, inventory accountability,
implementation of a new automated system for tracking maintenance; parts
requirements and inventory; developing tracking mechanisms for container
management and in the preparation for our re-compete proposal development.
During the reconstitution efforts for various units at Fort Bragg I was
intimately involved in the tracking and oversight of all functions working
with the maintenance management staff to ensure resources and funds were
made available to enable the material maintenance division to meet
production requirements. I quickly assimilated into a diverse program and
the management of about 1,000 people who emulate a combat support
battalion's function. Rounding out a fantastic leadership experience was
the opportunity to facilitate the ongoing development of the Automated
Logistics Information Management System (ALIMS).
Chief Operating Officer, REEP Inc. dba OSS, Fayetteville, NC
US 10/2004 - 6/2005
Managed Corporate Operations. Helped win largest contract the firm ever had
and then successfully managed it to the point that the government expanded
the contract from $10.7 Million to $35.5 Million. Successfully over saw the
training of over 53 Bilingual Bicultural Advisors. Led the stateside
support of translation contract supporting HQ NATO deployed forces and
requirements in Iraq. Helped support numerous US Army Special Operations
Command Contracts; directly worked with Pentagon and senior command staffs
on numerous contracts. Helped improve the IT capability of the
organization; Led the way on security actions that improved processing of
clearances; Prepared the company for classified operations, and enabled
classified processing. As an integral senior team member, prepared and
wrote proposals and led contract negotiations. Managed a direct staff of 4-
6 personnel and indirect reports of 50-70.
Senior Military Analyst, COLSA Corporation, Huntsville, Alabama
US 2/2003 - 9/2004
Developed and managed the Program Protection Assessment program to oversee
and verify contractor compliance with Security prescriptions. Lead analyst
supporting integrated contractor and government security agency concepts
for program protection initiatives supporting the Ground Based Mid-Course
Defense Joint Program Office. Primary planner/analyst assigned to develop,
coordinate and validate physical security prescriptions at multiple sites
and as part of the development of a new, sea-based radar system.
Responsible for contractual compliance reviews of prime and sub-contractors
working on the Ground-based Mid course Defense (GMD) Program. Managed,
identified, and tracked the publication of critical classified program
information supporting the entire program. A0s the security compliance
lead, provided analysis and technical security support for multiple
contractual negotiations. Reviewed Engineering Change Proposals as part of
the contracting process and facilitated reductions in cost to the
government amounting to over $4 million. Developed and implemented a GMD-
wide for Protection Assessment Review and Observation Visit (PAR/OV)
program. Implementation includes multiple government agency and contractor
coordination for subject matter expert augmentation and scheduling and
focus coordination. Augments Organizational Division on investigations,
reviews agreements (MOA, MOU, ISSA, and BSA) and supports various
government offices for cost estimates and forecasting for program
protection of GMD systems.
Program Manager Central Asia and Kosovo, WW Inc, Andover, Maine US
3/2002 - 12/2002
Deployed to Uzbekistan and then Afghanistan under austere conditions.
Managed 50 personnel as overall program manager, with another 28 indirect
reports under a local hire contract. Ensured personnel were deployed to
tactical and non-tactical positions with appropriate equipment and
intelligence briefings. Garnered new positions via face-to-face
coordination with tactical and staff users, brought over $1 million in new
business to the company. Attended staff briefings and Intel updates to
ensure proper placement and identification of linguist requirements.
Interfaced with government representatives from the tactical end user to
the flag level commanders. Interfaced with various Afghan national
government officials on several occasions ISO missions. After Leaving
Afghanistan was assigned to FRY of Kosovo. Lead a split team of
interpreters supporting the NATO and UN mission in Kosovo. Primary
responsibilities were to act as go between with the Staff, interpreters and
Corporate HQ. Actively built new proposal to compete for continuation of
existing $6+ million contract. Staffed and submitted proposal for $250
million contract for Balkan Theater support.
Project Manager, Sensormatic Electronics Inc, Pearl River, New York
US 6/2000 - 9/2001
Successfully managed over $1.25 million worth of electronic security roll
outs in 45 states within the first 10 months of employment with Sensormatic
Electronics. Greatly enhanced inter-office coordination by through the use
of printer IP address for printing contracts remotely between the NY Sales
office and Regional offices. Served as the AUTO CAD subject matter expert,
coordinating architectural drawing modifications to incorporate security
designs. Worked directly with architects and construction site supervisors
to ensure proper installations. Directly supported sales activities with
customer interface during Senior Sales Representative meetings.
Special Tactics (ST)Combat Control Officer, Various stateside and overseas
locations 7/1980 - 8/2000
Managed a staff of 33ST operators as the Director of Operations for a 2,000-
man group. Directly supervised the Medical Operations Branch staffed with
a senior Physician's Assistant and a Nurse Practioner. Managed the
Standardization and Evaluation Section that ensured the tactical training
and medical standards of pararescue operators complied with all medical
protocols for triage, treatment and transport of casualties from
tactical/contingency situations to established medical facilities for
follow-on care. Followed the treatment, recovery and rehabilitiation of
injured/wounded ST operators thru all phases of care; resulting in either
return to duty or other military status disposition. Coordinated and
oversaw the management of Flight Records and maintenance of Flight Status
for 2,000 tactical operators. Developed and coordinated an ambulance ride
along Program that maintained the EMT-P certification and national registry
for over 600+ Pararescuemen. Was a part of the initial development and
establishment of the Special Operations Medical Training Facility. Then
provided inputs that established and validated the medical standards of
treatment to be provided by all Special Operations Medical personnel.
Successfully demonstrated improved contingency operational capability
through use of Commercial and Government Off-the-Shelf Information
Technologies while deployed for contingency operations. Successfully
coordinated use of air and ground space for special operations tactical
ground and airdrop, airland and aerial gunnery operations. Served as
liaison to Qatari, Bahraini, and Kuwaiti Air Forces, successfully
integrating US, and Coalition air operations, achieving 100 percent safety
and sortie reliability. Deployed on multiple contingencies and led Middle
Eastern contingency as director, rescue coordination center and ST Liaison.
Part of the initial cadre that established SOCCENT FWD HQ in the Middle
East. Rewrote strategic plan for a thousand-man group of 12 non-collocated
organizations that averaged a 180 days/man deployment rate, and a budget of
over $30 million. Developed new vision statement, defined core competencies
and redefined mission statement. Successfully energized operational
integration of Special Tactics Forces with other service counterparts, as
well as successfully competed for larger budget allocations under U.S.
Special Operations Command. While deployed in support of Bosnian
Operations, coordinated use of Italian Air and Ground space for special
operations ground tactical training, low level flight and airdrop
operations. World-wide responsibilities, short notice contingencies
taskings, budget inputs, research and development requirements and
validation, and management of a high demand low density force were
accomplished with no mission failures, 100% reliability.
