Advisory / Consulting / Coaching

• Advised and assisted management and employees on the interpretation of complex laws, rules

and regulations related to staffing and recruitment, position classification, salary setting,

background checks, FLSA, training and HR automated systems.

• Served as regional special placement program manager. Provided technical advice and

coordination to managers and employees on special hiring programs and affirmative action

initiatives that enabled managers to meet affirmative action goals.

Supervision / Employee Development

• Supervised, hired, advised and counseled up to 20 employees on HR work activities to improve

program effectiveness and or organization productivity. Evaluated and reported on employee’s

progress and issued performance appraisals.

Special Project: Assigned to assess and improve the performance of low functioning, unproductive

problem employees who were transferred to my department (Human Health Services). Created special

work assignments to identify skill sets and document performance. Determined whether employees

needed training, or termination. Results: Developed a team of effective and productive employees.

Received a cash award for performance.

• Special Project: Served as technical expert and assessor to executive panel members on the

first National Leadership Development program which selected candidates for a managerial

career development program. Developed and implemented criteria to evaluate and select

candidates. Ensured candidates complied with program guidelines for successful placement in a

managerial position. Interfaced with managers to obtain feedback on rotational training

assignments. Documented the program’s success via routine reports to the HHS Director.

Training / Performance Management

• Special Project: Independently developed survey materials for 5K staff as the regional training

officer, and conducted the first regional training needs assessment. Analyzed data over a 6

month period to identify regional TQM training goals and objectives. Set up TQM courses and

recruited employees to attend. Results: Region implemented TQM in their agencies.

• Developed team award criteria for 30 staff; implemented a program to rate peers for team

monetary awards. Results: Improved staff morale.

Position Management

• Conducted desk audits, developed position descriptions, and classified positions to determine

correct pay, grade level and position / organization title for technical, management,

administrative positions at all levels of experience.

• Led HR compliance review teams at both HHS and SSA, determined areas of procedural and

Recruitment / Information Systems
