EXPERIENCE
EDWARD XAVIER JUNIA, EH&S Consultant/Attorney, Washington, Utah 2004 -
Present
Following the reorganization of Lafarge North America (see main body of
experience below) and the eventual buy out by Lafarge SA (Paris) I entered
into a non-employee contract with Lafarge to provide various EH&S
consulting, legal services and other business consulting services with
regard to new projects, regulatory requirements, government, community and
public relations throughout North America. I provide similar services to
other clients. In addition, I formed a real estate brokerage and obtained
a Utah Broker's License and to provide executive level real estate services
to select clientele. The following are some of the projects undertaken:
. Assisted client in preparing response and lobbying with regard to
significant USEPA proposed regulation.
. Developed community, business, government and public relations
programs for permitting $250+ million expansion to cement plant,
obtained community, legislative and regulatory support and obtained
permit with no delay or opposition.
. Currently Leading efforts of Indian Tribe to utilize its lands for a
major mining/manufacturing facility.
. Conducted study of EH&S program and staffing needs of client to
develop world class programs, performed comparative analysis and
benchmarking with acknowledged EH&S leaders within and outside of
client's industry, created gap and needs analysis and recommendation.
. Assisted in several Air Permitting efforts for new/expanded
facilities.
. Prepared Global Climate Change Report as to impact on client's
business, presented it to CEO & his staff.
. Developed legal process program for major hazardous waste fuel
project, retained & managed local counsel.

LAFARGE NORTH AMERICA, Southfield Michigan 1992-2007
In 1992 I joined Lafarge North America (LAF) at its Systech Environmental
Corp. subsidiary, as VP Regulatory Affairs (EH&S, Government Relations and
Legal Services). I was involved with Systech providing strategic direction
and guidance since that time until April of 2007 as executive or Board
Member.
LAF is the largest construction materials business in North America and
Systech is a resource recovery business that transforms wastes into fuel
and raw materials for the construction materials industry. In 1994 I was
promoted to VP Environmental Affairs (essentially the same role as at
Systech) for LAF's Cement Group to develop its EH&S program and became a
member of Systech's Board. I was subsequently promoted to take on
additional responsibilities and eventually was named President of Mineral
Solutions, Inc., (MSI) another of LAF's subsidiaries in late 1999. MSI
was a business that acquired responsibility to manage fly ash from coal
fired power plants, using as much ash as possible as a cement
substitute/additive, then to find other beneficial uses that met regulatory
obligations and finally to manage landfill disposal sites for non-useable
material. All along I served as a mentor to LAF's curent VP Environment
and Government Affairs that I orginally hired into my staff.
LAF's parent, Lafarge Group of Paris (LFRGY), one of the largest
construction materials companies in the world, decided to take charge of
LAF following a major international acquisition. LFRGY replaced virtually
the entire LAF North American senior management team during this period.
Further, in 2001 it decided to integrate MSI into LAF and eliminated MSI as
a stand alone company and my position as MSI President. Below is a summary
of the positions I held at Lafarge North America in order from when I first
joined LAF' companies at Systech. I can provide excellent references from
my MSI Chairman and other Board members, my other bosses at LAF, my staff,
and colleagues from LAF.
Board Member, Systech Environmental Corp. - 1994-2007, Xenia, Ohio
I joined Lafarge at this subsidiary in 1992 and have been involved with
company since that time until April of 2007 as executive or Board Member.
I provided guidance and strategic direction to company since 1994 as an
inside then outside Board Member. See detail on my role at Systech below.
Vice President, Land Management and Legal Consulting - Lafarge 2001-2003
Fulfilled assignment as vice president of land management and legal
consultant reporting to senior vice president and general counsel. (This
was a temporary assignment following LAF reorganization and consolidation
of MSI into Lafarge Cement Division to earn time related benefits.)
Conducted study of company's real estate management practices and prepared
and presented report to new LAF CEO and executive staff. Acted as
consultant to company with regard to legal, environmental and government
relations matters.
. Formed task force representing tax, legal, public affairs, five LAF
construction materials regions, five LAF cement regions, and its
gypsum division.
. Defined land management function.
. Identified various approaches to land management.
. Identified breadth of land management issues by LAF division & region.
. Benchmarked with other major corporations that have large land
holdings and industry competitors.
. Studied services and products available to manage real property
assets.
. Issued preliminary report and met with stakeholders at levels up to
senior management (Region Presidents) to gauge reactions.
. Prepared final consensus report of task force members, issued major
recommendations, including organizational structure and staffing, real
property database, and the development of policies and procedure to
follow regarding real property transactions.

President, Mineral Solutions, Inc., (MSI) Lafarge Subsidiary 1999-2002
Promoted again within LAF to become president of this wholly owned business
subsidiary. Established overall direction of business, developed
organization, led business growth opportunities and set goals and
objectives for business and staff. Interacted with LAF executives and staff
to reorganize MSI from three operating companies into one. Accomplished
record year in 2000 in sales, volumes, revenue, EBIT, and EVA. In 2001,
further reduced SG&A by $2,000,000, added four new contracts increasing
volumes by over one and a half million tons, and began to integrate MSI
into LAF's cement operations. Exceeded financial targets in 2000 and 2001.
Results included business growth of over 25%, cost reduction of over 25%,
and record earnings.
. Established positive relationships with both outside and inside
Directors of MSI to facilitate MSI development.
. Set and achieved clear and measurable goals and objectives for RONA,
EVA, growth, expenses, and acquisitions.
. Revised relationship with parent company, LAF, and contracted for
specific services as part of reorganization.
. Reorganized business into one company from essentially serving as a
holding company of five acquisitions.
. Reduced overhead by 20%, worth $2,000,000 per year savings.
. Staffed new organization and coordinated personnel selections with LAF
to staff MSI with both LAF & MSI talent.
. Eliminated non-performing assets, selling contracts and assets that
were destroying value, resulted in reduced capital investment, better
RONA and EVA.

Vice President Business Development - Lafarge Cement Division - 1999
Promoted to lead efforts to seek new business opportunities across the
spectrum, from better sites within existing business lines to new locations
and markets. Conducted studies of potential acquisitions and developed fact
finding programs to determine all information regarding targets. Served as
lead negotiator on site acquisitions and development of new business
opportunities. This position was created for me and was an outgrowth of my
work in the EH&S and legal areas to broaden my business experience.
. Led one of several taskforces formed by LAF to study a LFRGY proposal
that LAF acquire the North American assets of an international
business previously acquired by LFRGY.
. Established expansion plans for desert southwest and gained executive
support and approval for new Greenfield development that would have
been the first such development in North America by the industry in
about 20 years, leveraged cement division plans with LAF's
construction materials division to create synergistic opportunity,
gaining valuable support from executive team and Construction
Materials Division executives.
. Developed industry task force of three of the world's largest
competitor cement companies to negotiate with a major US City
regarding riverfront development, casino development and relocation of
three river front cement terminals.
. Established community support where there was originally strong and
vocal opposition to the relocation of those terminals.
. Achieved agreement with the city on nine acre terminal property in
heart of downtown riverfront which resulted in deal worth over
$40,000,000 from initial offer of $4,000,000 while keeping business
operating.
Vice President Environment and Government Affairs - Lafarge 1994-1999
Promoted to develop and direct Lafarge's North American Cement Operations
environmental programs. Provided legal counsel to United States Cement
Operations. Represented North American Cement Operations in trade and
government relations. Represented North American Cement Operations in
public forums and to media. Developed and managed United States Cement
Operations real estate program. Responsible for managing environmental
affairs and legal matters, real property, government relations, and
programs. Served on Systech Board of Directors and championed Hazardous
Waste Fuel Strategy for Lafarge.
. Took charge of government relations, developed structure and process
for government relations, increased PAC participation and set tone for
rest of company's government relations programs.
. Led company's efforts to reform trade association and elected to serve
as chair of executive committee.
. Resolved significant outstanding regulatory matter that threatened
$150,000,000 of contribution to EBIT.
. Took penalties to near zero from period prior to my taking this
position when proposed and paid penalty amounts were in seven figures.

Joined Lafarge North America to develop and direct Systech's EH&S and
regulatory programs. Assured compliance with environmental regulation of
facilities and partner plants, conducted legal work in resolution of
regulatory matters, directed public and community relations efforts,
participated in public hearings, national regulatory development, lobbying
and press meetings. Provided general legal counsel on other non-EH&S
matters. Coordinated regulatory and legislative efforts with partners and
customers. Provided counsel and coordination to and with cement companies
that were customers of Systech.

accountabilities to establish environmental programs. Promoted to Director

Government Relations Projects to my area of accountability. Developed and
implemented, written safety, health and environmental programs, risk
management programs and created self insured retention and workers'
compensation programs. Substantially reduced accident frequency and
severity, created safety objectives for all divisions, initiated industrial
hygiene process, etc. Designed and procured risk transfer programs.
Instituted a managerial approach to obtaining insurance programs to cover
$100,000,000 of liability coverage and $500,000,000 of high risk property
insurance. Represented company at trade associations and before government
regulatory authorities.

Developed safety and health program for the company and presented plan to
board of directors where it was accepted and endorsed by the board and
