1993 to 2010

Senior Labor/Employee Relations Manager

Responsible for negotiations, arbitration, NLRB actions which include;

charges, representation election and disaffiliation conflict, legal

interventions, labor training and general contract administration. Serve

as the primary Company witness in all labor matters. Change agent to

support company strategic initiatives. Responsibilities include having all

labor and employment expertise in the highest level field HR position.

Recent accomplishments include move from traditional single craft

maintenance to multi craft, transfer of Instrument Repair functions and

employees from USW unit to IBEW unit, chief spokesperson in successful

negotiations with IBEW mill and USW unit at Low Moor, Number 2 spokesperson

in successful main mill negotiations with USW after several years of

ongoing dispute and disaffiliation efforts of local membership to separate

from USW. Created and presented training in employee intervention and

discipline. Managed and executed the locations permanent salaried

reduction in force affecting approximately 20% of the salaried work force.

Planned, developed and executed the redesign of departments for

improvement. Executed temporary curtailment resulting in lay offs due to

ongoing economic downturn in industry.

Human Resources Manager

Advise and served as consultant on HR issues for area location Management.

Planned and implemented strategic initiatives. Participant in strategic

planning process translating the strategic and tactical business plans into

HR strategic and operational plans. Managed Organization Development,

Training, Employment, Recruiting, Labor Relations, Salary Administration,

Timekeeping, Medical Services and Rescue Squad functions. Held primary

responsibility for all Labor Relations activity having not replaced the

Labor position when I was promoted to this position in 2002.

Intense activity during this assignment included multiple salaried

reductions, moves to hourly self direction, changing roles of hourly

positions to take over responsibility of reduced supervision, culture and

organization change. Implementation of new performance evaluation systems

were accomplished during this time. Moves to employee self administered

processes through web based systems affecting benefits administration and

other core HR activity was accomplished. Most significantly serious

breakdowns occurred during 2006 negotiations resulting in location hourly

employees soliciting for disaffiliation from the USW through the NLRB.

This resulted in an NLRB representation election, post election objections,

ALJ hearing, followed by additional post decision/hearing objections. The

representation dispute remains unsettled at this time.

Labor Relations Administrator

Location advisor and administrator for all unionized labor related activity

including contract administration, grievance handling, arbitration, job

evaluation, negotiations, legal review and compliance.
