PROFESSIONAL EXPERIENCE:
Construction Manager/ Resident Engineer ( 2002-Present (
successfully managed public works projects up to 25m. Demonstrated
exceptional organizational, leadership and communication skills with
a history of successfully completed projects either on time on budget
or finished early and under budget. Tasks include client and
contractor interface, development of field management procedures,
scheduling, contract administration and reporting, oversight of
construction costs and schedule, quality assurance, staff management
and responsibility for budget. Proficient in computer programs such
as Primavera Systems, P3 and Suretrack, MS Office, MS Project, Prolog
Manager and other construction management systems. Serves as the
Owners representative during and after construction. Performs
constructability reviews during the design phase. Responsibilities
include chairing weekly coordination meetings, managing the agenda,
meeting minutes and assignment of action items requiring follow-up
with the Client, Contractor, A&E firm, etc. Organizes and maintains
all job reports and tracking logs. Reviews, responds and processes
requests for information, submittals, contractor schedules, change
order requests, contract change orders, progress payments,
contractors and inspectors daily reports, deficient work notices and
safety concerns. Schedules consultants, laboratory testing & reports,
permits, etc.
Estimates, manages, and monitors both hard and soft contract costs
for the Managing Engineer. Provides onsite estimating services for
estimates as well as computerized scheduling support for the
projects. Manages, monitors and enforces the requirements for FERC
(Federal Energy Regulatory Commission) permits, Fish and Game, CEQA
documents, Mitigation Monitoring Plans, Caltrans Permits, DSOD
permits as well as ensures compliance with all local City and County
permits. Developed and implemented a Construction Management Manual
for the Amador Water Agency. Manages both vertical and horizontal
construction. Recent projects include completion of the 9 mile, 22m
'Amador Water System Transmission Project' 2 months early and under
budget. Work included tunneling under the spillway at Lake Tabeaud to
set the inlet structure as well as 2 aerial crossings, 3 underground
stream crossings and 3 miles of roadway pavement. Completed the 7.25
mile, 8m 'Plymouth Pipeline Project' which included the setting of
the Sutter Creek Bridge, 2 aerial crossings, 2 underground stream
crossings and 2 miles of roadway paving. Project completed 3 months
ahead of schedule and under budget. Resident Engineer responsible
for the new construction of the 12m 'Warren E. Thornton Youth Center'
for Sacramento County's Probation Department Work included
construction of two new 30-bed housing units with two classrooms in
each, medical clinic, expanded kitchen, multipurpose room, school
offices, gymnasium and new security electronics. Resident Engineer on
Phase I of Sacramento County's 25m 'Juvenile Hall Expansion Project'.
Phase I completed on time and within budget. Work included the
addition of 90 new beds in three new housing units, additional
classrooms and dayroom facilities, medical and mental health support
areas, food service areas, new visitor center, new security
electronics and new central plant and utilities tunnel.
Project Manager/Superintendent ( 1999-2002 ( Proven leadership,
communication skills, interpersonal skills and sound judgment as well
as detailed knowledge of building codes and industry standards have
resulted in a history of successful, profitable and safe projects.
Project Manager and Superintendent for Westcon Construction, Inc., a
local public works contractor. Projects included work for Sacramento
County, State of California, including the historical renovation of
the State Courts and Library Building, Department of Water Resources,
Union Pacific Railroad, Army Corps of Engineer projects at Beale AFB,
and the City of Sacramento Unified School District. Estimated self
performed work and managed in the field. Constructed wood frame,
concrete and masonry structures worldwide, including
interior/exterior finishes, often under severe time constraints.
Coordinated all construction trades at various national and
international project sites while serving with the U.S. Navy Seabees.
Licensed as a General Contractor with the State of California State
License Board.
Quality Control Manager ( Inspector 1991-1999 ( Managed two design
build Post Office projects, totaling eight million dollars for
Intertex General Contractor from Valencia CA. Managed the Quality
Control Program as well as assistant project manager and
superintendent. Projects completed on time and within budget. Worked
as a consultant for Cal Trans while working for Vali Cooper &
Associates in 1998. Ensured compliance with special provisions,
standard specifications, project plans and standard plans for various
scheduled and emergency Caltrans projects. Monitored materials,
schedules, payments and testing for multimillion-dollar storm damage
repair. Certified with Troxler Nuclear Surface Compaction testing
equipment. Supervised Quality Assurance testing and inspected
grading, granular, concrete, asphalt, per Caltrans Specifications.
Ensured that contractors work was completed according to plans,
standards and specifications prior to approving work and progress
payments. Identified and documented construction activities and/or QC
deficiencies. Maintained communication with Owner, contractor,
property owners and general public during construction to resolve
problems. Maintained Inspectors Diaries detailing contractors work,
progress and inspection milestones and ensured construction materials
were acquired from approved sources. Worked with police, contractor
and local agencies to anticipate and resolve traffic problems and to
develop traffic control plans. Trained subordinate staff. Ensured the
contractor complied with OSHA standards. Developed punch lists and
finalized contract close out items such as O & M manuals, training
and spare parts. Inspected buildings in all stages of construction,
alteration and repair. Reviewed building plans and specifications
for code conformance, and enforced building, plumbing, electrical,
mechanical codes on military bases in Okinawa Japan, Spain and Guam.
Certified ICC Building Inspector.
Instructor ( Taught the Navy's Construction Inspector School and
facilitated the Fundamentals of Total Quality Leadership Class from
1994 to 1996. Certified as Master Training Specialist while working
at the Naval Construction Training Center in Port Hueneme CA. Served
as Engineering School Director and Testing Officer. The eight-week
Construction Inspector School encompassed the sixteen section CSI
format, and instructed students in the role of the Quality Control
and Quality Assurance program for government projects.
Maintenance Chief ( Managed client emergency, urgent, sustainment and
minor repair work requests based on safety and scheduled inspections.
Screened all work requirements with dispatch considering issues of
safety, urgency, health and security. Initiated emergency or service
work calls, prepared work requests and worked with planning and
estimating in the development of more formal, long term projects.
Classified all work requirements based on cost estimates and number
of manhours required for completion and maintained a backlog of
projects with 100% materials on hand. Developed and maintained the
budget which included 28 personnel for the maintenance of 65
buildings, including barracks in Camp Moscript, Rota Spain for the
Navy Seabees. Worked with tenant commands and budgeted for base
contracts. Reviewed and directed shops workload generated by work
orders and assignment of priority based on urgency and need.
Responsible for the carpenter shop, steel shop, electrical shop,
plumbing/mechanical shop, scheduled maintenance, planning and
estimating shop and dispatch. Worked closely with management to
validate the annual budget submissions to ensure proper funding
levels are requested to support current and anticipated requirements.
