Project Manager (Contract)

Clients include Electric Energy, Inc. and Midwest Electric Power, Inc.
For Electric Energy, Inc. (A 1,086 MW coal fired independent power
producer):
. Project manager or engineer for the evaluation and implementation of
SO2, NOx, mercury and particulate emission control technologies,
including FGD, SCR/SNCR/SOFA, dry sorbent injection and precipitators
or fabric filters.
. Project engineer for the procurement and installation of a powdered
activated carbon (PAC) mercury emissions control system. Coordinated
installation of pilings, pile caps and combination
storage/distribution silos for the PAC system.
. Provided project management support to the client's and lead
contractor's field personnel during the major overhaul of two (2)
Combustion Engineering tangential fired boilers. The work including
installing new cross over steam headers, economizer back-pass and
hoppers, and rebuild of air pre-heaters.
. Provide technical oversight of repairs made to various plant APC
systems.
. Owner's project manager for the rebuilding of six (6) electrostatic
precipitators during planned outages over a three year period.
. Project manager for the construction of a coal combustion by-product
management facility. The project was brought on-line with total costs
10 percent less than budgeted. Provided leadership in the RFP,
negotiation and contract award process.
For Midwest Electric Power, Inc. (A 250 MW gas fired IPP):
. Construction site manager for development of the Joppa Gas Turbine
Site. Project included relocating and installing three used Frame 7B
gas turbines along with two new GE Europe Frame 6B gas turbines. The
work included installation of the generator step-up transformers,
auxiliary power system and supporting switchyard. The 264 MW plant
was built on a fast-track basis over a 10-month construction schedule
from initial site development to commercial operation.
. Construction site manager for balance of plant work including new lube
oil coolers, evaporative coolers, cathodic protection and O&M building
and paving.
. Construction site manager for major overhauls by General Electric of
the three Frame 7Bs gas turbines. Provided direct interface with GE
representatives on technical and commercial contract issues.
. Site manager responsible for all aspects of the operation and
maintenance of the Joppa Gas Turbine Site. The duties included hands
on operation of the generating units and management of the maintenance
program.
. Develop and update periodic reports of various operating statistics
for the two owners of the CTGs. Interface with owners' representatives
as needed to provide information on demand.
. Review administrative, operating and maintenance procedures and make
recommendations to maintain compliance with regulatory and industry
requirements.
. Generate documents for the procurement of materials and contracted
services for the maintenance of the site. Negotiate with contractors
as required.
Wahlco, Inc., Santa Ana, California
Various Positions, 1994 to 1997
. Performed sales, estimating and on-site project management functions
for electric power plant projects across the United States.
. On-site project manager for conversion of existing flue gas
conditioning systems to the Wahlco design.
. Consultant focusing on electrostatic precipitators developing
procedures and methods to improve collection performance.
. Spearheaded re-build of fire damaged ESP for Electric Energy, Inc.
during a nineteen day forced outage. The successful completion
allowed the Owner to bring the unit back on-line earlier than planned
at the peak of the summer season.

General Manager, 1984 to 1994 (FSA was acquired by Wahlco in 1992)
. FSA was a niche EPC focused on providing field services, engineered
upgrades and construction services for electrostatic precipitators and
FGD systems. The markets were the electric power industry and heavy
industry, primarily cement.
. Performed equipment assessments, developed the repair or upgrade
strategy, prepared the proposal and cost estimate, negotiated the
contract with client and managed the projects on occasion depending on
work load.
. Responsible for generating sales during the company's embryonic period
in the mid-1980s. Drove sales from <$1.0MM to >$18MM (today's
dollars).
. Key player in FSA's sale to Wahlco.
