Planned, scheduled and coordinated the detailed engineering and
procurement and construction coordination for the phased start-up of
the third Phase of the current Landfill and ensuring no interruption
of service.
Managed the preparation of a comprehensive project scope document
including PFD's, P&ID's, plot plan, equipment layout, pipe routing,
equipment specifications, tie-in schedule, a project schedule and cost
estimate for the installation of a revamped TiCL4 recovery system.
Responsible for upfront construction planning and direct / indirect
cost estimating the organization and direction of construction and
field related activities for direct hire and subcontracts forces for
the installation of a Waste Heat Boiler. Knowledge of all phases of
construction operations relating to field activities of engineering
and supervision disciplines, construction technologies and jobsite
management. Major activities includes the development of the overall
EPC schedule after the feed phase and interfacing with engineering to
ensure the implementation of constructability and reviewing
engineering and procurement schedules to ensure compatibility with
construction schedules.
Managed the detailed engineering, procurement and construction
activities for the replacement of two (2) Incinerators with larger
equipment, this project had to be installed without interrupting the
plant operations. Major activities includes interfacing with
engineering to ensure the implementation of constructability;
reviewing engineering and procurement schedules to ensure
compatibility with construction schedules; evaluating physical site
conditions; analyzing milestone schedules and completion dates;
reviewing and analyzing local labor availability and practices, and
other factors pertinent to the construction phase

Provided project management, planning coordination, leadership,
professional expertise, and administrative disciplines need to support
and maintain control of the ECS Warehouse project at Fort Polk, La.
The project was 87 days behind schedule, going into L. D.'s and the
working relationship with the Army Core of Engineers was non-existent.
In the short time I was on the project the working relationship with
the CORE was improved greatly and the project completed to their
satisfaction.

Reporting to the Senior Project Manager had night shift
responsibilities to provide direction and leadership for construction
execution. Including the following: Responsible for contractor safety,
construction execution through direct field interface with
contractors, reviewing/updating/coordinating schedules, including
intermediate milestone compliance, ensuring on time turnaround
completion, enforced specification requirements, established levels of
acceptance, supported construction completion and interim acceptance,
and coordinated client start-up. Replaced Project Manager as required.

Strategic Petroleum Reserve, United States Department of Energy West

Project Manager
Project Manager reporting to the Director of Engineering and the
Procurement Subcontract Administrator for the Western Division. Acted
as the Subcontractors Technical Representative (SMTR). Provided
leadership and management to the Capitol Improvement Program for the
Department of Energy (DOE). Was responsible for data collection and
evaluation process for the Capitol Improvements Program for two (2) of
the Strategic Petroleum Reserve (SPR) sites. Responsible for the
management of design (AE) and administration of all projects
constructed by private contractors in any area under the jurisdiction
of the SPR. Supervised invoicing to client, developed project budgets,
resolved human relation issues, and provided general administration of
the contract. Chaired meetings and conferences with SPR personnel,
consultants, and contractors, related to all aspects of the
construction projects planned and underway. Collaborated with SPR
officials in the planning, budgeting, design and construction of
projects authorized by the DOE. Assisted in setting annual or long-
range work plans and schedules in house and/or for contracted work.
Developed overall goals and objectives for the program management
division, and planned for and recommended long-range staffing needs.
Replaced the Director of Engineering and Construction as required.

Provided technical support to the Project Manager. Responsible for
maintaining Project control systems, including logs, budget,
accounting records, CPM schedule update and inspections. Reviewed
submittals, reviewed and coordinated Change Orders, and Request for
Information (RFI's) and recommends technical solutions. Interpreted
complex drawings and specifications, preformed daily inspections,
daily job reports, punch lists inspections, participated in CPM
scheduling and invoice reviews.
