Summary of Qualifications

. Assure projects meet local, state, and federal regulations (NFPA 99,101,

Joint Commission, UBC, IBC, NEC, and UFC-4-510-01) and other applicable

military standards.

. Assure quality and technical requirements are met per plans,

specifications and contract documents and assure contractors quality

control plans, reports and staffing are sufficient to meet contract

standards.

. Assure work is being accomplished according to approved work plan,

specifications and shop drawings.

. Serve as a liaison between contractors and the facility manager (FM) and

coordinate daily with FM and contractor representatives. Work closely

with project superintendents, project administrators, owners, and other

team members from project inception to completion.

. Perform quality assurance management, technical reviews and provide

direction during small and large construction projects for U.S. Army

hospital facilities and outbuildings.

. Review and approve submittals, equipment proposals, progress schedules,

pay applications, specifications and weekly PIPS reports (Performance

Information Procurement System).

. Attend all contractor safety meetings, pre-work meetings, and any other

conferences necessary to perform duties.

. Inspect installed systems to ensure proper operation. Document

deficiencies and confirm deficiencies have been corrected to meet

contract requirements.

. Photograph work in progress throughout the life of the contract.

. Participate in and asses final acceptance inspections and testing on all

contract work.

. Review operation and maintenance manuals, closeout documents,

certificates, warrantees, record drawings and as-builts for correctness.

. Experienced with principles, concepts and practices concerning facility

operations with complicated technical requirements. Also knowledgeable in

facility maintenance/repair/operations and related support functions.

. Experienced in providing contractor oversight and assisting with

solutions when conflicts/disputes arise between MTF and contractors.

. Use computer on a daily basis and interpret data generated by MS Project,

Word, Outlook and Excel.

. Proficient in preventive maintenance procedures/troubleshooting options

(includes oversight of maintenance/repair of installed equipment

specified in contract documents).

. Experienced in inspection, maintenance and repair of HVAC, refrigeration

and other miscellaneous commercial systems.

. Perform on-site project management services to support multiple

SRM/repair requirements/projects. Support includes conducting field

surveys to investigate existing conditions, review project progress,

prepare status reports and briefings, participate in project design and

work plan reviews, assist facility management project support staff in

the identification and prioritization of potential work, facilitate

between stakeholders, perform quality assurance inspections, analyze and

identify project requirements and assist with plans for completion,

assist with and coordinate transition, initial outfitting, prior year

funds and contract change management (modifications to construction task

orders). This support also includes writing/preparing correspondence in

accordance with Army regulations, and copying, distributing and

maintaining records and files for future retrieval. Review preliminary

drawings on proposed changes for adequacy, scope of work accuracy and

installation and warranty period of newly installed and/or retro-fitted

equipment based on contract specifications.

. Plan, arrange and coordinate the design of projects, including

preliminary cost estimates, performance work statements, and

specifications for contracted services. Also resolve conflicts within

design perimeters.

. Manage construction projects and represent the user in design,

modification, inspections, and project approval. Also represent the

medical user at pre-construction, in-process review, and final

conferences on construction programs and guide users towards a specific

course of action.

. Evaluate contractor capabilities based on manpower and materials and plan

project priorities to provide maximum service to various facility

departments. Also take into consideration expansions for future

requirements and plan construction modifications as necessary to

accommodate these requirements. Also consider cost factors and technical

capabilities required to accomplish work. Establish goals and

performance standards to ensure maintenance, repair and construction

initiatives are met.

. Evaluate the condition of facilities to determine repair, renovation,

modernization and improvement requirements including major component

systems. These include water distribution, sewer, electrical, emergency

power generation, heating ventilation and air conditioning systems,

elevators, boiler plant/steam system and fire detection/alarm systems to

ensure continuous operation.

. Provide technical advice to MEDDAC, DENTAC, and MTF services and

department chiefs on matters relating to facilities physical utilities

capacity, lighting and ventilation capability, and structural changes as

required. Also provide input to facility manager regarding plans,

budgets, programs and necessary funding to maintain programs.

. Responsible for assisting with preparing and submitting project approval

documents and scopes of work. Provide timely coordination with hospital

staff and installation/Department of Public Works (DPW)/point of contacts

(POC) to ensure proper design reviews and notification of projects and

utility outages. Also provide engineering and contractor support during

these outages.

. Conduct analysis of reports to identify trends and ensure work is

accomplished in a timely and cost-effective fashion. Correct

deficiencies through contracted personnel requiring funding from higher

headquarters and coordinate with the MAHC FM and clinical staff, DPW and

Corps of Engineers personnel as necessary.

. Interface with various MAHC/WRMC users to ensure government services are

not adversely impacted. Attend and participate in pre-construction,

staff, in-progress review, and other project meetings. Also attend

construction meetings that pertain to projects and participate in weekly

construction progress meetings with on-site contractors performing

construction, user group, and other stakeholders. Provide oral, weekly

report to government officials in order to apprise them of project status

as necessary.

. Perform various administrative tasks including maintaining project

inventory databases containing pertinent data fields (project title,

location, contractor, POC information, project QC representative, dollar

value, and scheduled completion dates for each project). Incorporate

project data from the MEDCOM quarterly Line Item Review Reports, MST

personnel, Facility Manager/Director personnel, and MEDCOM project

integration personnel. Inventory contracts used to compile databases.

Track QA/PM project man-hours and report project data (indicated above)

on a monthly basis.
