Assistant Resident Engineer/Construction Inspector
As assistant resident engineer and construction
inspector was responsible for a broad range of
construction management servicers for Caltrans on
this $75mm project involving the realignment of SR 99
in Merced County. Some responsibilities included the
overview and inspection of earthwork activities (one
million c.y.d of import/borrow), PCC paving of the
north bound and south bound lanes including shoulder
paving (40,000cyd) and all items associated with the
approximate 6mi of AC paved frontage roads on this
project.
Assistant resident engineer duties included assisting
with contract administration and documentation,
resolving quality compliance issues, tracking daily
construction progress, managing the SWPPP Program for
this project, and coordinating/directing Caltrans
Field Surveys to eliminate potential delay claims on
this fast track project for the Department of
Transportation, State of California.

Engineers Production Facility (Great Plains Gasification
Project) (unique construction), Beulah, North Dakota
- $2 Billion Project constructed to process a natural
gas product from on site lignite coal. This project
was one of the largest construction projects in the
United Stated during this time period. Senior
Civil/Mechanical Contract Engineer/Subcontracts
Support Manager. Managed $20MM master pipe rack that
distributed all product resources through-out the
plant. This contract was one of the most critical
contracts on the project since the pipe rack
completion effected the master schedule and targeted
date for first fire and gas production on the
facility. Managed/administrated/ inspected all
structural steel construction, piping construction,
earthwork in and around the pipe rack, and was
promoted to subcontracts department hydrostatic

Facilities, Vancouver, WA. SEH America. This $700MM
Facility was constructed to produce high quality
silicon wafers and compete on the world market for
Raymond Kaiser the high demand for silicon wafer silicon conducting
Engineers, Inc circuit boards for the ever growing high tech
industry. As Sr. Contracts Engineer, I managed,
administrated, and inspected all exterior pipe rack
systems, site set process systems, site piping,
roadways, fencing, landscape, precast concrete panel
construction, interior piping construction, interior
piping system tie-ins, foundation construction for
all 3 master buildings, construction of the
industrial waste system area, and earthwork
activities. I was responsible for all construction
management/administration including inspections,
daily reviews, schedule compliance, change order
reviews and final estimates/negotiations. Managed all
punch list, startup, plant commissioning and closed
out the project.
1987-1990 A.C. Transit Facilities Construction,
greater Bay Area, CA. This program was developed to
update and upgrade A.C. Transit bus maintenance,
parking, and business administrative facilities to
current and into the future. The total program was
budgeted for $150MM and to include 5 facilities. I
managed, administrated, and inspected 3 of the 5
facilities as Site Construction Manager/Owner
Liaison. Each facility included managing site
earthwork, concrete paving, underground utilities,
environmental remediation ($5MM on my sites),
complete building s construction (maintenance
building, fuel island, administrative building, and
P.T. Parking Structures. Managed/inspected all
concrete operations, building construction
operations, building electrical, plumbing,
mechanical, mechanical equipment settings,
architectural construction, landscape construction,
specialized computer rooms construction, and
interfaces between all county, state, and federal
agencies when performing major environmental
remediation on each site. Completed all sites within
their respective budgets and within the time line
milestones as dictated in each contract. Managed all
special equipment training and demonstration classes
for the new building facilities equipment areas. Also
performed warranty enforcement as Warranty Manager
for 1 year after completion of all projects at
special request of A.C. Transit Senior Management.
1990- Oakland Hills Fire Storm-Area Manager Managed
the cleanup and restoration of over 500 owner lots
damaged by the Oakland Hills Fire Storm. ICF Kaiser
Engineers was selected to be the project manager for
the clean-up of this large area in the Oakland Hills
Project List that was impacted by a large fire storm sweeping
through the area and burning most dwellings, cars,
Raymond, Kaiser and most of everything else to the ground. I managed
Engineers, Inc. the Hiller Highlands Area and the areas above the
Caldecott Tunnel area and most of the high country
lots. The City of Oakland was very pleased with the
aggressive cleanup program that ICF Kaiser Engineers
and their subcontractors pursued to a successful end.
1991-1993 BART Walnut Creek Parking Structure -
Resident Engineer/CM for 4 story 1,500 stall Post
Tensioned Parking Structure located on Ygnacio Blvd
in Walnut Creek. This station is parallel and right
next to the BART tracks in Walnut Creek and
surrounded by multistory buildings. Managed
design/build contractor from beginning of contract to
begin of punch listing. Also managed expansion of
parking lot and bus service (Intermodal Bus Facility)
at the same location.
1994-1995 Robinson Mines, Ely, Nevada/Magma Copper
Mine - New Construction -$600MM Construction. Senior
Construction Contracts Engineer - Managed earthwork 2
million cubic yards cut/fill, all site buildings
(mining assey, mining change building, truck
maintenance building, truck wash structure), 250 Kv
main feeder service to site and mine lines
distributions (15Kv drops), and plant roads
construction including a man made waste storage lake.
1995-1996 PG&E Facility Emissions Retrofit -Project
- Hinkley, CA. Retrofit PG&E's largest gas
compressor engines and mod facility to meet State of
California new emission standards. Managed
(Construction Manager/Supt) the rebuild of the plants
largest compressor engines (largest in the world)
with new turbines, after-coolers, computerized
control panels, air compressor start station, water
cooling towers, demo contaminated towers,
installation of new electrical source and control
wiring, and train PG&E staff to use new state of the
art systems. This was an engineer, procure,
construct, and manage contract with PG&E to provide
them with a turn-key delivery of a new state of the
art emission control system for their plant
compressor engines.
1996-1997 Speaker Properties Seismic Retrofit of 6
Story Building After Loma Peralta Earthquake -
Install approximately 200 unique design flexible
attachment brackets and cut out/full penetration weld
replacement column and beam sections. As
Construction Manager/Supt., managed all subcontract
forces supporting demolition of interior finish
column drywall boxes, flame cut/remove quake damaged
structural steel sections, replace cut outs with
new full penetration welded plates and install new
flex beam haunches capable of moving during an
earthquake without fracturing. All retrofit done
during night shift. This building was always occupied
Project List during the day. Worked around all active offices
and cleaned up nightly. Project on time, on budget
and exceeded owner expectations. Directed field work
force, managed contract administration, managed
change order evaluations, overview and management of
ongoing inspections. Responded to and made final
corrections during owner final punch listing.. ...
1997-2000 BART TSD (Transit System Development)
Group Projects - Resident Engineer over projects
varying from $1M to $3M through-out the BART System.
Construction of 60 new storm water transfer pumps and
piping systems through-out all underground locations
including the Trans Bay Tunnel. Most of this work was
performed during the night shifts under system shut
down to avoid safety issues with live track.
Construction of underground fire phone systems system
wide, (2) two bus transit intermodals (Freemont
Station and Richmond Station ), new bus pads and
station parking lot improvements at El Cerrito
Station. As Resident Engineer managed all
documentation, schedules, weekly meetings,
engineering/contractor interfaces, general public
project contact, and other items as required by BART
Construction Procedures. All projects completed
within budgets and met their scheduled goals.
2000-2001 General Construction Project Manager/N.V.
Heathorn, Inc. - San Leandro, CA. Bid and managed
schools projects (including U.C. Berkeley Lab
Build-out). Managed a high visibility louver
construction project for BART at the San Francisco
Vent Structure (SFV) and Oakland Vent Structure
(OKV). This project was to install new ventilation
louvers, electrical tie-ins, and control wiring
/commissioning of (2) two new 25'x25' louvers over
the live track of BART during operating hours. This
was the first time a contractor was ever allowed to
work over the top of live trains moving at 80 mph
through the Trans-bay Tube. Acting General

Contractor contract. Construction Manager finishing up contract
assignment s at this city college to aid the City
College Construction Superintendent in on-going

$17M - Construction manager responsible for site
overview/management/administration of 17 prime trade
contractors assigned portions of constructing the new

Caltrans Regional Maintenance Office - Assistant
ProWest Resident Engineer for this facility construction
Constructors, package. This project entailed the construction of a
PCM new 6500 square foot regional maintenance building
including all electrical systems, mechanical systems,
structural framing, roofing, exterior & interior
finish activities, and exterior landscape/irrigation
& parking area for new employees. Managed and
inspected field work, produced daily manpower and
equipment tracking reports (including any contractor
claims), inspected all building and site construction
activities, reported and documented all contractor
claims and disputes associated with this work to the
Resident Engineer via daily reports and verbal
communications.
I-5 Approach Bridge Slab Replacements - As Assistant
Structures Representative provided daily reports
tracking all labor, equipment, subcontractor, and
site construction activities. Daily reports also
tracked all contractor claims and disputes. Assisted
with processing of monthly billings and office
administration/documentation for this contract. Much
of this project was performed at night and required
Nolte supervision of traffic control at each of the 24
Associates, Inc. construction locations located on I-5 State Freeway.
Inspected all work to be in compliance with Caltrans
Contract Plans and Standard Specifications.
Mormon Slough Bridge Route 99 - This $1.5M project
consisted of the widening of an existing concrete
bridge structure and in-fill of the center of the
freeway to allow lane widening in this area to
fulfill future 4 lane carrying capacity. Assistant
Structure Representative responsible for office
administration, monthly progress billings, contractor
correspondence, field management &
construction-inspections. Overviewed/managed all
bridge construction operations (bridge demolition,
pile layout, pile driving operations, false work
foundation preparations, false work installation,
concrete forming, rebar staging and placing, concrete
placing, thin lift poly concrete placing, curing,
stripping, cleanup, and site final cleanup. Also
assisted the Resident Engineer with roadway
construction activities. Reviewed and managed SWPPP
requirements with the contractor through-out the
project. Also provided construction progress photos.
Mission Ave. Freeway and Interchange Project -
Merced, CA. As Assistant Resident Engineer on this
$100M construction project, I managed contract
Nolte Assocates, documentation, contractor correspondence, survey
Inc. scheduling and disputes, SWPPP Project Requirements
Sacramento & and weekly inspections including managing all
Madera, CA documentation, daily reporting of equipment,
manpower, subcontractors, and disputes or claims, and
interfaced between the contractor and the resident
engineer on critical issues as assigned by the
resident engineer. Inspected all daily concrete
placing operations and managed the contractor and his
work forces on a daily basis for a total of over
40,000 cyds placed. Managed and inspected asphalt
placing operations and provided detailed daily
reports indicating compliance or noncompliance with
Caltrans drawings and specifications. Provided
detailed construction photos of all weekly operations
to aid in disputing any claims or issues that may
arise at a later date in the contract.
Sultana Freeway and Interchange - Atwater, CA - As
Assistant Resident Engineer managed, overviewed,
inspected earthwork, excavations, concrete prep
operations, and Site SWPPP Inspections. This was a
$30M freeway project.
I-205 Freeway Widening and Bridges Replacement - This
was a $100M construction project in Tracy, CA. I was
requested on an emergency basis to step in and assist
the Resident Engineer to get approximately $8M in
change orders caught up and processed into Caltrans
change order format for review in Fresno, CA. I
interfaced with the Resident Engineer on a daily
basis for a period of 6 weeks and collected,
organized, and typed all documentation into Caltrans
acceptable change order formats. Also by request of
Caltrans, took over contractors work forces on a
force account basis and worked for a month getting
all 12 miles of this project and the 12 or so bridge
sites into a condition that yielded this project a
Number 1 Rating (highest score in the system). I
worked with the contractors SWPPP Manager and other
contractor management and work forces on a daily
basis to achieve complete compliance on this project
that was initially failing to comply to SWPPP
Contract Requirements. Managed all documentation,
photography, and daily contractor directions for this
period of time.
Westside Freeway Interchange Route 99 - Atwater, CA -
On this $30M freeway/interchange project, I managed
and inspected several aspects of the project. As
Assistant Resident Engineer managed, inspected,
reported (daily documentation) tracking of manpower,
equipment, subcontractors, change order/force account
activities, assisted with progress billings on a
monthly basis, managed SWPPP activities along with
the Resident Engineer, and filled in, where needed,
Nolte Assocates, as daily inspector for earthwork, all roadway
Inc. concrete activities, underground construction
Sacramento & activities, electrical installation activities, and
Madera, CA overall site management and liaison services between
contractor and Caltrans inspection forces.
Generated/Managed final punch list of all site
construction activities to its completion for each
phase of construction. Also assisted in the
management of subcontractor erosion control
construction installation activities.
Wildwings - Development - Woodland, CA $100M -
Provided construction management services on the
first phase of the Wildwings Golf Community Project
that began in 2003. This project consisted of
constructing Phase I lots for 77 single family
dwellings, an access roadway from State Highway 16
onto the site, 4.5 miles of off-site gas main, a
water supply and distribution system, a sewage
collection system and treatment plant, a raw water
distribution system, curb, gutter, sidewalks,
roadways, electric service, telephone service, street
lighting, and complete community developments.
