• Professional Engineer (P.Eng.) with a Bachelors Degree in
Mechanical Engineering and a Masters Degree in
Environmental Engineering. Completed both degrees in six
years with Honours and full scholarship, while working full
time and supporting a family of six.
• Over 30 years of broad based international engineering
experience, grounded in management and project engineering
practices. Worked in Fortune Five Hundred Company and for
over 20 years have successfully run my own Engineering
Company.

environmental technology, to energy audits, indoor air
quality, on-site planning/design, resource/project/policy
development, project management, innovative energy
technologies and environmental assessments. Specializing
in environmental health and appropriate policy and
procedures.

EXPERIENCE HISTORY:
1989 – PRESENT: PRESIDENT: HIGH WATER HOLDING (HWH)
HWH is an Environmental/Ecological Engineering Company established in 1989. HWH
specializes in engineered environmental strategies for the 21st Century, using innovative technology
to create, develop, and manage sustainable projects that foster environmental stewardship.
Our speciality is using environmental and client assessment to create and implement projects that
produce employment and wealth without degrading the surrounding environment. We do this using
proven technology, applied research and networking. This ambition requires excellent

communication skills both written and verbal. Proposal writing, budgeting, community and
government liaison are also required.
Partial list of recent projects:

Project Management for energy and building renovation of the
Princeton Club of New York. This project in New York City
involves design, project management, installation and
commissioning of a Co-Generation system, a redesigned HVAC
system and a major revocation. Jeff is responsible for the LEED
certification of the entire construction project. This contract
is with Chandler LLC on Greenwich Ct.
Design of Energy Efficient Residential Homes and Commercial
Buildings using building science to maximize indoor air quality,
lower the embodied energy, and reduce maintenance and operating
costs. To utilize available governmental incentive grants and
innovative technology to reduce project costs.
Indoor Air Quality (IAQ) Testing and Problem Solving. Work with governments, industry and
private parties to eliminate situations that cause IAQ problems. The use of testing equipment to
measure real-time concentrations and prepare samples for lab investigations. To provide expert
information on various protocols to reduce IAQ problems through source elimination, separation
and ventilation. Jeff has published documents for Canadian Mortgage and Housing Corporation in
the field of IAQ.
Energy Analysis for Major Fish Processing Plant: This contract
involved various types of energy audits and computer modeling
e.g. energy in, energy out and fuel costs. Required the use of
computer simulation to determine energy and dollar savings using
various technologies e.g. active solar and thermo transfer. This
project will identify this client as an Eco-Efficient business.
Forest Stewardship Council representative from Nova Scotia during the policy development and
implementation stage.
Oil Spill Clean-Up for various clients using Risk Based
Corrective Action (RBCA) and provincial standards.
Project Investigator, Researcher, Manager and Engineer for various Environmental Health
problems / projects. Work includes problem evaluation, testing and get-well strategies.
Manage the design, budget and installation of a hybrid
geothermal heating and cooling system for a historic and
landmark church. The geothermal system was powered by a field
of deep column standing wells with a projected depth of 1800
feet.
Manage design, construction and finances for new energy
efficient and healthy houses. These projects included
coordinating custom builders, interior designers, energy
engineers, MEP engineers, acoustical engineers, pool designers,
landscape architects, project architects, environmental
engineers, lighting consultants, town building officials, septic
installers, wetland scientists, hostile neighbors and material
providers.
Project Developer, Designer, Engineer and Manager for a fishing museum/office building.
This project used energy efficient building techniques and alternative energy supply systems.
This project will be part of the Commercial Building Incentive Program, which supports
Canada’s commitment to lower CO2 admissions as outlined by the Federal Government. Project
including building modeling and simulation. Project value 1.5 million dollars.
Phase I and Phase II Site Assessments for lending institutions to facilitate sale of commercial
businesses. This work requires both office and field experience.

Technical advocate for individuals requiring engineering
expertise to move forward with legal disputes with governments.
This work includes: on-site testing, reporting and project
methodology
Environmental Assessment for a gravel pit and stone quarry. Successful completion of
application for an approved site from the Department of the Environment.
Project and Specialized Engineering for various building
projects e.g. septic system design packaged treatment systems,
soil investigations, environmental assessment, building code
approvals and indoor air quality issues.
Design and Management of hillside terracing for grape and small
fruit production. This project involved: construction on a 25%
+ slope of dams, micro hydropower placements and roads.
Project Management using project costing and engineering design
to renovate commercial buildings and marine facilities.
Hydrologic Monitoring and Groundwater Modelling for a major fish
processor. This project involves both data collection and
engineered solutions for the use of groundwater for fish
processing. This work is directed toward the company and the
Government.
Erosion, Sedimentation and Development Plan for a private developer in the Inverness area.
His development covers over 75 serviced lots.

Teaching on First Nations with the Community College system. Jeff has taught the National
Energy Conservation Association’s course on building science. This course intends to introduce
and teach various methods of construction and energy utilization.
1984 TO 1989: LYCOMING TEXTRON, STRATFORD CT.
ENVIRONMENTAL ENGINEER: Administered and oversaw compliance with Environmental
Legislation, i.e. Resource Conservation and Recovery Act, Clean Water Act, and National Ambient
Air Quality Standards etc. Jeff developed a database to track all chemicals imported into the plant
using material safety data sheets (MSDS). This program was needed because of Sarah Title III. Jeff
conducted weekly inspections of the entire plant including indoor air testing, chemical/metal
abatement, water and oil separation, PCB transformers, and water testing and noise levels. Jeff was
responsible for the successful testing for an Aquatic Toxicity permit and carried out some field and
lab work in preparation of environmental impact studies.
PROJECT ENGINEER: Worked on both development and production of gas turbine engines.
Jeff was responsible for the combustor section of the T-800 engine, the most important contract to
Textron in recent years. Also responsible for problem solving, keeping very tight schedules and
working within a budget. This position required the coordination of different engineering
disciplines both in meetings and individually. Additional experience; vendor assistance in parts
and repair, customer correspondences, program advancement, test planning, FAA interfacing and
supervision. This position required security clearance.
FACILITIES ENGINEER: Development of a plant wide preventive maintenance program for
lifting devices and motorized vehicles. Conducted safety inspections and created a computer
database for government owned hardware. Established in-house testing procedures for various
plant functions and hardware e.g. hoists, slings, ventilation and air quality. This position required
direct supervision of union and non-union personnel. Received official acknowledgments of merit
from United States Department of Defence for excellence.
