Tibetan autonomous region, providing engineering and project management

services for private financiers desiring to promote education and

healthcare in poor, rural areas of China; assisted by the Poverty

Alleviation Bureau and Bless China International (BCI). The Poverty

Alleviation Bureau was formed under the Vice Governor's Office of Diqing

Prefecture (Shangri-la) to raise the standard of living in their

prefecture's regions of abject poverty. BCI is an international, non-profit

organization (NGO) working in Yunnan province to promote higher medical

standards and education.

. Project Manager for the construction of elementary schools and medical

clinics in remote mountain Tibetan villages having no infrastructure

and typically only assessable by trail.

. Responsible for overall project planning and implementation as well as

the hands on duties of site selection, building design, drafting and

awarding of contracts, scheduling, building inspection, final

acceptance and payment.

overcoming communication barriers met in working with simple village

leaders; assisting them in overcoming resistance to change and

acceptance of projects coming with national modernization programs.

. Furnished certified civil and structural designs to architects,

designers, and builders who were required by the local building

department to obtain a professional engineer's stamp prior to issuance

of a building permit.

. Civil design work included comprehensive site development, including

the layout and design of sewer and water services; and the

design/inspection of public roads, private drives, and commercial

parking lots, including the associated design of drainage works: catch

basins, storm sewers, culverts, swales, and dry-wells.

. Structural design work included RC foundations; RC and landscape-block

retaining walls; heavy timber beams, columns and connections; shear

walls; custom wood trusses and bracing; light steel or aluminum

frames, and wood pole structures.

. Performed forensic inspections on all kinds of damaged or failing

building elements and civil structures resulting from varied natural

forces and catastrophes, furnishing certified reports documenting the

findings and outlining recommendations for remedial action. (e.g.

consulted with representatives of a lumbermill in Plummer, Idaho,

regarding the structural integrity of long-span steel members and

bolted connections supporting pulp storage depots damaged in a fire.)

Also provided expert structural consultation to a law firm, assisting

in preparation for a legal dispute concerning a structural design

failure, preventing the case from reaching trial and incurring legal

Construction Quality Control Manager 2 years management

Marine Corp Mountain Warfare Training Center Coleville, California

Managed the Quality Control Program for a 12-million dollar expansion

project to the MCMWTC, a Marine Corp base in the Sierra Nevada mountain

range providing training in rock climbing and repelling, cross-country

skiing, mountain warfare strategy, and cold weather survival skills.

. Worked directly with the resident officer in command (R.O.I.C.), the

project manager, and the project foreman to execute all aspects of

quality control inspection and testing, recording and reporting,

coordination and communication.

. Managed team of concrete and grout testing technicians, structural

steel weld inspectors, and HVAC and electrical inspectors.

. Hands on responsibility for on-site inspection of reinforced-concrete

foundation construction, masonry (CMU) wall construction, structural

steel erection, and timber frame roof construction.

. Upkeep of inspector/technician reports and as-built drawings, plus the

upkeep and weekly issuance of reports communicating QC and safety

violation/resolution logs, and quality assurance (QA) records from

offsite testing lab reports.

Beginning in the Structural Engineering Division, my duties included the

seismic design of RC bridges, the seismic inspection and retrofit of URM

historic buildings, and the structural design of RC facilities for the

Tillman and Sepulveda wastewater treatment plants. After which, rotating

into the Streets and Stormwater Division in accord with City policy,

valuable experience was gained in roadway design and inspection, and the

associated design and inspection of drainage works.

. Worked with team of engineers to inspect all city bridges after the

Loma Prieta earthquake for damage, identifying bridges requiring repair

or retrofitting.

. Awarded degree of Shodan by Benny "the Jet" Urquidez; taught as a mixed

martial arts instructor at the internationally acclaimed Jet Center in

Van Nuys, California. Afterwards trained serious adult fighters down in

Imperial Beach, California, through a variety of group instruction

courses, including: kickboxing, men's mixed martial arts, women's self

defense, and a hand-to-hand combat course designed especially for the

Navy Seals and Border Patrol Agents in the region.
