• Growing the business base in rocket motor integration and technical services.
• Program Manager for Athena Launch Vehicle program in partnership with Lockheed Martin

Vice President, Air Force Programs, 2007-2009
• Program Manager of Minuteman Propulsion Replacement Program, producing 8 sets of three
solid propulsion stages each month on schedule and under cost targets through program
completion. Exceptional program performance resulted in award fee ratings of 100%, 99%,
and 100% in last three six-month periods.
• Managed other key Air Force related programs, including Propulsion Applications Programs,
motor development programs for AFRL, MM sustainment, and aging and surveillance for all
Peacekeeper stages and two of three MMII stages for RSLP.
• Annual sales totaled over $200 million with substantial profit content.
Vice President, Promontory Operations, 2001-2007
• Led an organization of over 1500 persons responsible for all production operations and
plant maintenance. Plant facilities cover 19,800 acres with 535 separate buildings.
Responsible for products generating over $500M revenue annually.
• Implemented lean manufacturing principles throughout operations; including 5S and
visual workplace, pull processes, value stream mapping, supply material inventory reduction,
standardized work and focused improvement events. Due to results, system was adopted
across the Corporation.
• Safety improved dramatically. OSHA recordable rate reduced by 58% in first three years.
Lost time rate was reduced by 89%. Safety performance continued to improve to all-time low
incident rates.
• Quality performance demonstrated continuous improvement with a 44% reduction in
defects per work hour over first three years, sustained. Achieved ISO 9001 and AS 9100
certifications.
• Successfully increased Minuteman rocket motor production rate from one per month to
sustained eight per month while reducing per motor cost by over 51%.
• Implemented kanban system, reducing work in process inventory by over $500,000 and
sustaining high level of production.
Director, Test Services, 1998-2001
• Led a group of 100 technicians and engineers operating one of the nation’s leading rocket
test facilities. Test activities include live firing of the Space Shuttle solid rocket motor,
strategic and commercial motors and extensive dynamic and structural testing.
• Maintained leading safety record and high level of quality with over 98% data success.
• Aggressively pursued new test business with over $800,000 in new contracts in 2000.
PROGRAM MANAGER, CASTOR 120 COMMERCIAL ROCKET MOTOR, 1995-1998
•Managed all program activities for development, qualification and flight success of new
commercial rocket motor used as main stage for Lockheed Martin Athena I and Athena II
vehicles and Orbital Science’s Taurus launch vehicle.
• Turned initial financial losses into 15% profit on production contracts.
Project Engineer, Castor 120 Development Program, 1991-1995
• Defined design requirements and verification test plans for largest monolithic solid rocket
motor in the world, at that time.
• Technical interface with customers, including Lockheed, McDonnell Douglas, Orbital
Sciences, Martin Marietta, and Boeing.
Early Career Experience, 1982-1991
• Active duty Air Force Officer from 1982 to 1986. Primary experience in activating Space
Shuttle launch pad at Vandenberg AFB.
• Program Manager with Thiokol composite products group from 1986 to 1988.
• Joined United Space Boosters, Inc. as SRB integration manager from 1988 to 1989.
• Manager of Facilities and Tooling engineering at Thiokol from 1989 to 1991.
