symposium on Competency and Culpability issues and a final

recommendation report to the Director of DHS on the practice of

waiving juveniles into the adult criminal justice system.

. Co-developed and directed a residential treatment program

specializing in the care of male adolescent offenders. A state

contract for the service was awarded in 1993 and continued

through 2009.

. Committee member of focus group responsible for changes to

Michigan Mental Health Code in 2004 related to restraint and

seclusion in residential care.

. Created and delivered presentations in various media formats to

local and statewide professional and community organizations on

numerous topics related to the needs and care of at-risk youth.

. Member of management bargaining team. Twenty years experience

in negotiations, contract implementation, and grievance

resolution.

. Worked with area residential directors to develop a tri-county

training consortium to improve the scope and quality of training

for direct care staff.

various agency service units, assisting in compiling agency self-
