compassionate manner to all residents of Harris County regardless of their ability to pay.
Provided leadership and vision to the management team composed of representatives from all Information
Technology Services organizational areas. Developed procedures to identify risks and to determine what
impact these risks would have to business and clinical operations. Assist the management team in
developing strategies for business continuity based on these risks and helped them document recovery
strategies and procedures in a defined business recovery plan that was scheduled to be reviewed, approved,
and updated on an annual basis. The plan included all Information Technology Services divisions: business,

The Texas Administrative code (TAC 202) mandates that all state agencies have continuity plans for all of
their business functions. The Health and Human Services Commission (HHSC) is also required to comply
with the HIPAA security regulation. I was responsible for the startup and development of a Business
Continuity program for all locations of the organization. Part of my responsibilities included forming a
steering committee of all the agencies of HHSC and coordinating their Business Continuity programs. I am
also working with Texas Department of Health Services to develop emergency procedures to address
catastrophic weather and human created events and pandemics. Some of the responsibilities included
