Contract Recruiter for IT Talent Acquisition
OBJECTIVE:
To pursue my passion of matching qualified candidates with IT contract needs. This expertise is
supported by twenty plus years of successful building of teams in the Government contract arena
where I used full life cycle recruiting techniques to identify hundreds of consultants for 10

Applied Solutions, Inc., Reston, VA 2/2003-12/2009
Employment Manager:
Successfully recruited new employees for DIA Top Secret IT contracts through networking, cold
calling, job fairs and electronic job sites such as DICE, CareerBuilder and Monster. Created
position descriptions that accurately reflect job duties and business requirements. Wrote the
company Employee Handbook outlining the company policies and procedures. Prepared the
formal proposal to successfully attain the GSA Schedule 70. Recently completed the five year
extension proposal. Developed the employee performance appraisal program which enhanced
employee retention. Provide career coaching to candidates/employees to include behavioral
interviewing techniques for client interviews.
NCS Pearson, Arlington, VA 7/2002-2/2003
Contract Recruiter:
Served as a senior member of the Transportation Security Agency contract to implement the
federalization of airport security for 429 US Airports after 9/11. Contract goal was to identify
and hire 34,000 airport security personnel.
Served on the Certification Team for the RED TAG contract to determine the best qualified
candidates for senior airport management positions. Position required a though knowledge of
federal hiring guidelines for effective hiring of candidates for Federal Government positions GS-
07 to GS-15.
Reviewed applications using the X-118 Qualification Standards, ranked the candidates utilizing
KSA’s (Knowledge, Skills and Abilities) developed by TSA. Developed Certification lists of the
most qualified candidates for the final selection team.
Compuware Corporation, McLean, VA 9/1999-4/2002
Technical Resource Manager:
Managed 30+ technical IT consultants assigned to the EDS Immigration and Naturalization
Service’s STARS project. Negotiated Task Order rate increases with a federal agency client.
Successfully negotiated a contract with CSC to provide consultants with client knowledge and
security clearances for the (INS) STARS Project. Expanded the consulting staff from 30 to 65
consultants by selecting qualified, talented applicants and preparing them for competitive
interviews on the National Science Foundation FASTLANE Project. Conducted weekly training
classes for unassigned technical consultants to coach them in interviewing skills, résumé writing
and confidence building.
Keane Federal Systems, Rockville, MD 2/1995-9/1999
Employment Manager:
Successfully recruited and hired 225 technical professionals for IT contracts with 7 federal
agencies and 2 state agencies in a highly competitive job market. This was accomplished in 30
months. Reported weekly recruiting metrics. The majority of these hires were for contracts
requiring Top Secret Security Clearances. Agencies were not used.
Facilitated Behavioral Interviewing Techniques training for IT managers. Trained 150 IT
managers in employment law and effective interviewing skills.
Responsible for career coaching of 125 members of the technical staff to enhance their technical
skills for new Information Technology contracts with the CIA, DEA, INS, Customs Service,
Marshall’s Service, FBI and The State Department.
Responsible for monitoring compliance with federal employment laws: ADA, OFCCP, and
FSLA.

Manager of Professional Services:
Assisted in the design and development of RESTRIEVE, a résumé management software system,
which ASI and other companies used to document the recruiting, affirmative action and
employee information process.
GTE Government Systems, Rockville, MD 1/1985-2/1993
Senior Technical Recruiter:
Implemented a strategy to successfully hire 500 plus software engineers to build information
gathering systems for NSA (National Security Agency), DIA (Defense Intelligence Agency) and
the CIA (Central Intelligence Agency). Successfully completed two OFCCP audits through
careful attention to Affirmative Action hiring practices. Served as the branch expert on ADA
legislation. Served as the branch safety officer committed to OSHA compliance.
Employment Search Firms, San Francisco, CA 4/1980-12/1984
Performed the duties of a search firm recruiter with a target audience consisting of the San
Francisco financial community and the Silicon Valley IT community. Used cold calling
techniques to recruit candidates.
Other employment activities include:
Social Security Administration, Boston, MA--Vocational/Disability Examiner/Supervisor for the
Social Security/SSI Disability program. As a unit supervisor, implemented the federal rules and
regulations in the administration of the SS Disability program. Supervised a case-processing unit
