COST -- development and monitoring of Owner budget and expenditures; risk
management and contingency analysis; integration of schedules and estimates

released contracts and purchase orders in phase with WBS, etc. Responsible
for Validation of progress billings for 20 sub-contracted construction
packages ranging in value from $6 to $25 million each. Focal point for
implementation of EVMS (Earned Value Measurement) system on project.

Project Controls Manager for the engineering and design of a new pipeline
traversing some 800km in southern Russia. Engineering and design performed
by local Russian subcontractor with my main

their organization and to train a local-hire in planning/scheduling
techniques utilizing Primavera software. Helped subcontractors'
engineering personnel define their project deliverables and to properly
report progress against them. Compiled, analyzed and reported cost,
schedule and progress information to Fluor and Client Project
Management. Upon completion of engineering/design in mid September (99), I
relocated to southern Russia (Krasnodar Krai) for the pipeline construction
phase of the project. In early March (00) I relocated back to Moscow to
work in the Project Management finance and controls group and to support
the Systems and Communications Project Team. Assisted client in some
extremely sophisticated and detailed financial investigations and
disclosures required by host Governmental bodies - this involved seven (7)
intense months after the completion of the project.

Assignment in Kuwait included identification, packaging and recording of
vendor and subcontractor backcharges and obtaining requisite

MANAGER OF DATA ENTRY - CREDIT CARDS
Supervised 45 employees processing $20MM transactions/year valued in excess
of$l billion ($65MM/Day). Managed budgets, scheduling, wage & salary
administration. Converted processing from Tandem to PC-
based system which increased departmental productivity by 20% with a first
year savings in excess of $80,000. Initial employment was to plan and
identify all requirements necessary for company to provide processing at
multiple locations with closer proximity to client bases in order to
provide enhanced quality service to customers. Was asked to take over data
entry section and return it to profit center status (which I did!).
ARAMCO SERVICES CO. - HOUSTON, TEXAS (1983 - 1985)
ADMINISTRATIVE / OPERATIONS SUPERVISOR
Supervised 10 employees handling widely ranging and often unique requests.
Responsible for contract administration, budgets, estimates, subcontract
payment approval and processing. Coordinated relocation of Houston office
to new corporate facility (1600+ employees) including move contract,
relocation scheduling, property release options, budgets, etc. Project was
completed 14% ($30,000) under budget and one (1) month ahead of schedule.
Responsible for construction of and relocation to new offices in Washington
DC for government affairs division which required a seven (7) month
relocation to Washington D. C.
BECHTEL PETROLEUM INC - HOUSTON, TEXAS (1981 - 1983)
EXECUTIVE ADMINISTRATIVE ASSISTANT - REFINING & CHEMICALS
In addition to plethora of personal and corporate activities, developed
operational and financial systems and procedures for departments
activities, interpreted corporate policies and guidelines, developed and
reconciled operating budget. Also acted as general contractor for all
leasehold improvements.
Duties included: budgets and estimates, vendor selection and negotiation,
contract administration, craft scheduling and completion dates, contractor
payment approval and processing. Served as "General Contractor" for
construction of new 790,000 square foot corporate headquarters building
responsible for all interior build-outs. Project was completed 28% ($2.3mm)
under budget and two (2) months ahead of schedule.
