Human Resource and Organizational Management Experience

. Re-wrote 15 year-old employee handbook to implement HR policies and

reviews as goal oriented).

Leadership, Supervision and Management

. Led staffs from 11 to 1000 (through 17 directors and staff elements).

. Set strategic objectives and interim objectives for strategic plans.

. Oversaw master plans, including land use and concepts for future

construction.

. Reduced EEO complaints at Fort Hunter Liggett from 25 (for staff of

150) to 1 in two years.

Training Experience

. Training, development of plans and programs for both individuals and

collective groups.

. Developed evaluation and assessment methods.

. Assistant Professor of Military Science (APMS) with daily use of

platform teaching skills.

Budget Control

. Terminal responsibility for budget of two Army installations (22 and

70 million dollars).

. Pay, maintenance of facility, improvement and development program

. Exercised final decision over use of discretionary funds.

. Five years in command, five budgets executed without excess spending

or loss of revenue, while the Army was using installations for cash

flow to the theater of combat.

Facility Management and Planning

. Comport policy to local conditions - e.g. decision for greater

security concerns in Caribbean region and use of police rather than

contract guards with zero sum shifting of budget funds.

. Led real property planning process resulting in new child-care

facility construction in 2009.

. Planned for natural and man made disasters and gamed possibilities -

realized in tropical storm in 2004 and neighboring oil storage

explosion in 2009.

. Eliminated a difficult Congressional "construction moratorium;"

construction proceeds today.

. Officer In Charge of the Emergency Operations Center supporting the

Chief of the Army Reserve (CAR) in weeks following 9/11.

. Represented CAR in Continuation of Operations planning in the wake of

9/11 in DC area.

. Persuaded reduction of excess property declaration (give away) from

330,000 sq ft to 70,000 sq ft at Fort Hunter Liggett.

Understanding Complex Organizations

. Responsible for organizations designed to achieve strategic

objectives.

. Involved in concept development at Department of the Army level.

. Participated in capabilities based planning methodology working group,

Defense Planning Scenarios and a working group required by Defense

Planning Guidance.
