Overview
Over thirty five years experience in the construction and engineering
fields including power, petrochemical, refining, manufacturing, and pulp
and paper projects of all sizes.
Expertise
Experience covers grass root projects and revamps, simultaneous multi-
units; contract types have included lump sum, cost reimbursable, cost
plus with fixed prices, and a variety of incentive approaches.
Developed a new business unit for EPC company in power generation;
responsible for business development and operations; this included the
development of opportunities, contract negotiations, development of
partnering teams to undertake EPC contracts and to oversee execution
of project contracts. (2,650 megawatts completed; additional 1,750
megawatts contracts were won but due to industry turndown the projects
were not completed).
Responsible for project management, construction and start-up of all
AQCS and new generation projects for the fossil fuel division of
Progress Energy. This position required team restructuring and adding
additional resources to the organization. Existing contracts were all
renegotiated and several new projects contracted which are now
successfully underway.

FL
Project Sponsor - Nominal natural gas fired 500 megawatt combined cycle
power plant consisting of two General Electric 7FA gas combustion turbines,
two Nooter/Eriksen HRSGs, and one General Electric D11 reheat steam
turbine.
S & B is responsible for overall management of the projects as well as
purchasing and construction. Detailed engineering, construction support,
and start-up/commissioning management will be provided by Bibb& Assoc.,

Hines Energy Complex Power Block 3 Project for Progress Energy in Bartow,
FL
Project Sponsor - Westinghouse 501FD combustion turbines, 2 Nooter/Eriksen
supplementary fired heat recovery steam generators with SCR and CO
catalyst, a Siemens Westinghouse HE steam turbine, and duel fuel (natural
gas and light liquid fuel); Power Block 3 is to be integrated into existing
Power Blocks 1 and 2 with consideration for additional future power blocks;
S & B is a joint venture partner with Bibb and Associates, and has overall
project management, purchasing, and construction responsibility.
CHP Project for Cinergy Solutions, Inc. (Acting On Behalf Of Green Power,
LP) in Texas City, TX
Project Sponsor - Engineering, procurement, and construction project
associated with a combined cycle cogeneration power block; installation
includes:
Three General Electric PG 7241 (FA) natural gas-fired, gas turbine
generator sets (GTG's)
Three Deltak heat recovery generators (HRSG's)
One Dresser-Rand extraction back pressure steam turbine generator set
(STG)
Generator step-up transformers (GSUT's)
Associated ancillary equipment
Each HRSG has a guaranteed fired output of approximately 825,370
pounds/hour, 1,600 PSIG at 1,0240 F; at the maximum-fired condition, each
HRSG produces approximately 1,100,000 pounds/hour of steam; approximately
half the steam flow from supplemental firing the HRSG's with "55 pound fuel
gas" from the host complex; a SCR system was installed as part of each HRSG
to reduce nitrogen oxide (NOx) emissions from the project; the steam
turbine reduces high-pressure steam to nominal delivery pressures of 480
PSIG and 150 PSIG at the steam turbine outlet; engineering/procurement of
engineered items was subcontracted to Burns and Roe, with overall project
direction/management and all construction activities and remaining
procurement by S & B; construction activities were approximately 1.2
million work hours.
Project won the Associated Builders and Contractors mega project category
for project of the year in 2004.
McIntosh Unit 5 Combined Cycle Conversion Project for the City of Lakeland
in Lakeland, FL
Project Sponsor - Combined cycle facility; the thermal island equipment
provided by Siemens-Westinghouse and installed by S & B includes a 120 MW
steam turbine generator-axial flow and a triple pressure-1, 800 PSIG/1050o
F. Nooter/Eriksen HRSG with SCR; balance of plant includes an 8-cell
cooling tower, circulating water pumps and piping to condenser, closed
condensate cooling water system with Titanium heat exchanger, and a 300
foot concrete stack; a multi-story control room/shop/warehouse building
will also accommodate the unit; project estimated to take 400,000 work
hours with work force peaking at approximately 350.
Addition for Alstom Power to American National Power's Texas Combined Cycle
Gas Plant in Midlothian, TX
Project Sponsor - Mechanical construction and equipment installation of
this 500 megawatt addition; contract scope of work included installation of
2 single shaft KA24-1 CTG/STG units and auxiliaries, a fuel gas system with
compression and preheat, de-mineralized water, feed water and condensate
systems, main and station auxiliary transformers, and approximately 45,000
feet of alloy and carbon steel piping systems.

Phenol 3 Unit for Shell Chemical Company in Deer Park, TX
This $188 MM EPC petrochemical grassroots project that produces 500 MM
pounds per year of phenol and 300 MM pounds per year of acetone in full
operation; over 2 million work hours were expended to complete the project
on time and under budget with no lost time injuries; new utilities
supporting the unit include a 3 cell 400,000 GPM cooling water tower,
300,000 pounds per hour 650 PSI steam boiler, and a spent air incinerator;
construction work force peaked at 1,360.
Project won the Associated Builders and Contractors
mega-project category "Project of the Year" for 1999.
Delayed Coker Unit/Gas Plant for Lyondell-Citgo Refining Company, Ltd., in
Houston, TX
Low pressure, low recycle Delayed Coker unit with gas plant processing
45,000 barrels per day; TIC cost was in excess of 400 million dollars;
project exceeded 4.1 million work hours, with peak manpower of 1,700;
recordable rate for project was 0.86, with no lost time incidents.

commissioning, and start-up engineering.
Joint Venture Project for USI Chemicals and Tenneco Inc., in Deer Park, TX
Project Engineer assigned to project that included installation of Phthalic
Anhydride unit and Two Ethyl Hexanol units with all supporting facilities
to the grass roots complex; responsible for scheduling, estimating, cost,
subcontracts, and design liaison during this 5 million work hour project.

Project Engineer with responsibilities that included addition of 4 new
reactor lines and associated systems on existing methanol plant expansion
responsible for scheduling, estimating, cost, subcontracts, and design

FCCU Revamp for Koch Refinery in Corpus Christi, TX
Project Engineer assigned to project to replace existing management;
project peaked at approximately 700 direct and 50 indirect employees;
approximately 240,000 pre-turn around work hours and 360,000 turn around
work hours.
Gas Plant Expansion for Shell Western E & P in Sheridan, TX
Project Manager responsible for adding 2 units to existing complex; project
averaged 40 indirect, 350 direct, and 50 subcontract employees; duration of
project was 6 months with a 14-day outage.
Various Plants for USI Chemicals in La Porte, TX
Project Engineer for project which included installation of LDPE Plastic
Plant, Acetic Acid Plant, Vinyl Acetate Monomer Plant, and Catalyst
Plant; project consisted of 4.5 million work hours; responsible for
scheduling, estimating, cost, subcontracts, and design liaison.
HDPE Plastic Plant for Phillips 66 Company in Pasadena, TX
Project Engineer on an assignment that included installation of 2 HDPE
plastic plants with 10 extruder lines, materials handling systems, storage
systems, and all support systems; project required approximately 2.5
million work hours.

Project Controls Engineer responsible for scheduling and cost under multi-
plant installation; contract for approximately 2 million work hours.
