Played a key role in obtaining, maintaining, and successfully completing
multimillion-dollar government contracts that met customer
requirements/specifications, while managing all engineering, facilities and
safety functions for a 102-building operation in a high explosive (HE)
manufacturing environment.
Designed and implemented a real-time, computerized x-ray system to ensure
product quality and meet/exceed throughput for the production of a
company's safety fuze, avoiding the need for government re-qualification.
Completed the Talos Autofire Shipboard Countermeasure program in ten months
and under budget. Redesigned a defense product specifically designed for
the Egyptian Navy, established procurement requirements, performed buyer
negotiations and functions, created the manufacturing line, and set up
quality processes.
Successfully developed and implemented a plant-wide ISO 9001 quality
management program with standardized TQM procedures for all manufacturing
processes along with vendor, administrative, and operational support
functions. Recognized with a Total Quality Management/CARE Program Award.
Achieved 100% acceptance on more than 250,000 units after identifying and
redesigning a problematic quality procedure that had been neglected by
three previous contractors. Retooled and changed the process to produce a
qualified (Signal Flare) product in a span of 2.5 months for a project that
had previously been unsuccessful.
Directed 36 vendor quality programs across eastern Tennessee; conducted bid
and pre-award reviews, technical package reviews, and on-site inspections
of specific manufacturing and quality processes; and provided quality

I was assigned to the Northrop Grumman Corp. (NGC)Training and Mission
Support IPT's, assuring adherence to all applicable CCOM procedures, as
well as AS9100 and ISO 9001:2008 requirements, via continues periodic
audits on both IPT's and there sub-contractors (supplier oversight to
statement of work of L 3 Comm., C2 and AAI). Utilize audit results in
congruent with my review of student critiques, WISCRS, etc., to establish
Supplier Assessment Management System (SAMS) ratings required by Supply
Chain Management (SCM) to establish supplier ratings.. With the use of
standard quality tools, I flowed production system's to enlighten all of
possible deficiencies inherent within the process, allowing for discussion,
engineering, testing and change towards improvement and cost reduction. A
direct result and success of this is evident in the recent upgrades of CCOM
procedures U2-0617 (Scenario Development and Maintenance) and U2-0620
(Scenario Configuration management) and buy-in of both Training and Mission
Support IPT's. I continually interface with both IPT's, sub-contractors
and the customer (US Air Force) via status meetings, Problem Resolution,
etc., a member of the overall team with Quality representation and input.
Involved as Quality Representative to witness of new or enhanced
hardware/software implementation to the Mission and Maintenance Trainer
(MMT). Perform as secondary (back-up) to the Quality Engineer assigned to
Supply Chain Management (SCM) overseeing our sub-contractor (AAR),
assisting with Receiving Inspection of Government material and Repairs from
both NGC and contractors. Reviewed C of C's and C of CC's to assure
Purchase Order compliance and initiating DIR's in the IEDB for

Pyrotechnic Specialties Inc. (Byron, GA) 2005-2008
Engineering Manager: Led all engineering functions (a 102-building
operation) for this pyrotechnic manufacturer with a primarily government-
based clientele. Managed 35 direct employees and held indirect supervision
for 250 others. Established production lines, resolved issues/problems,
reviewed quality data (SPC), and implemented process improvements to
maintain productivity and quality. Managed multiple manufacturing
programs, including various flares, safety fuses, and high explosive (HE)
products. Wrote manufacturing and quality procedures. Served as the
primary contact for government contracting offices, quality
representatives, safety representatives, and engineers from the Armed
Forces and primary contractors (ATK, General Dynamics, and others)and
Subcontract Management. Reviewed, implemented, and monitored government
contracts; organized bids and managed pre-award surveys. Wrote, submitted,
and monitored requests for deviation (RFD) and engineering change proposals
(ECP) for government contracts. Organized and oversaw First Article
Acceptance Testing (FAAT) and Lot Acceptance Testing (LAT). Worked with
vendors to ensure quality of pass down requirements as well as on-time
delivery of materials (procurement)(Subcontract Management). Maintained a
safe work environment. Resolved a critical defect in the production of a
Trip Flare product by developing a Poke-Yoke inspection jig utilizing
SolidWorks software to inspect for the critical defect. Also established
process controls for the quality production of the unit's packaging

Program Manager, 2003-2005: Managed the Talos Autofire Shipboard

Promoted into this position to handle over $400 million in parts
procurement duties, including identifying material requirements, developing
vendor sources, negotiating contracts and procurement agreements, and
coordinating the distribution of all materials.
. Revitalized an underperforming parts procurement/supplier program by
selecting new vendors, negotiating contracts, and coordinating materials
control/distribution activities.
