Subject Matter Expert providing senior level intelligence analysis to the
Weapons of Mass Destruction Branch, Current Operations, Department of
Homeland Security. Provide strategic level, inter/intra agency, state and
local coordination support, and represent the DHS on the Interagency
Modeling and Atmospheric Assessment Center (IMAAC) to ensure it can meet
the exceptional quality and demand of modeling operations in response to a
hazardous atmospheric release. Primary facilitator for the operational
coordinated efforts in response/preparation for an incident requiring a
Federal coordinated response. Represent the IMACC Program Manager at
various working groups, meetings, exercises and other senior relevant
meetings. Assisted in developing the IMAAC Concept of Operations (CONOPS),
Standard Operating Procedures (SOP), and Continuity of Operations Plan
(COOP). Reviews and provides input from Human Intelligence (HUMINT),
Signal Intelligence (SIGINT), and Open Source Intelligence (OSINT) derived
products with respect to Weapons of Mass Destruction (WMD) and Chemical,
Biological, Radiological, Nuclear, and High Yield Explosives (CNRNE).
Utilizes secure communications devices up to Top Secret/Sensitive
Compartmentalized Information to distribute and brief inter and intra
agency points of contact (POCs) for current or potential WMD/Bio-defense
threats. Leads internal collaboration producing requests for information
(RFIs) through multi-agency intelligence channels and for the National
Operations Center (NOC), as well as other federal agencies. Provide
expertise for the realization of terrorists, extremist groups and other
individuals that may be associated with political, sociological, and
economic issues for potential links and intent regarding domestic and
international WMD and CBRNE. Reviews and provides recommendations to
Memorandum of Agreements (MOAs) and Memorandum of Understandings (MOUs)
regarding program transitions and inter/intra agency response to
significant incident occurrences. Collaborates with senior military
officers assigned to NORTHCOM and the Defense Threat Reduction Agency
(DTRA) for managing incident response planning and to identify DHS OPS
equities in WMD response programs. Provided recommendations to the
Department of Homeland Security Secretary's H1N1 Decision Support Matrix
gathering subject matter experts (SMEs) and directing them to provide
recommendations for indicators supporting threat level identification of
the H1N1 influenza disease spread among the American public. Co-developed
the Operational Planning Intelligence Group in support of the H1N1
Operational Planning Team and for other public health related matters.
Supported the H1N1 Operational Planning Team by providing recommendations
for indicators of disease spread while corroborating with the intelligence
community (IC) for public information accuracy.

aircraft for surveying atmospheric release of radiological and nuclear
material. Primary technical lead authorized to request activation of the
Interagency Modeling and Atmospheric Assessment (IMAAC) in the event of a
suspect atmospheric substance released in the atmosphere. Analyzed various
sensitive secure portals for collecting relevant information requiring SME
input developing product for briefing to senior leadership. Provided
analysis of Human Intelligence (HUMINT), Signal Intelligence (SIGINT), and
Open Source Intelligence (OSINT) derived products, monitored and collected
Chemical, Biological, Radiological, Nuclear and High Yield Explosives
(CBRNE) relevant topics/incidents requiring technical assessment for
National Operations Center (NOC) and senior DHS Leadership. Identified
capability gaps in assessments and intelligence products to include open
source intelligence (OSINT) analysis, independent evaluation of
biotechnical, microbiological, vaccine/immunological related, genetic and
chemical information. Primary analyst used to assess the Eastern
hemisphere's Biological Warfare (BW) apparatuses for dual-use capabilities
and bio-derived agents. Monitored, assessed, and composed intelligence
reports on states with BW program histories. Monitored Asian region
potential production of weapons of mass destruction (WMD) and various
biological research, commercial, and distribution activity for potential
dual use application. Drafted Intelligence Information Reports (IIR) for
major intelligence agencies' objectives involving biological, nuclear, and
chemical issues. Monitored commercial export/trade of nuclear materials
and visitation of prominent political dignitaries in countries of interest
and developed WMD focused intelligence reports. Drafting intelligence
reports involving socio-political activity within an Asian country in
response to an intelligence agency's requests for information (RFI) and was
responsible for developing intelligence analysis of an Asian country's
pharmaceutical Research and Development efforts in the biotechnology
industry for potential dual-use application into National Intelligence
Assessments (NIA). Lead the division's individual target analysis
synthesizing Intelligence Information Reports (IIRs) on various WMD, CBRNE,
and socio-political issues under tight deadlines. Developed assessment
criteria involving leadership decision making process with regard to
sociological and political backgrounds in the Middle East to include
statistical analysis profiling terrorist behavior for predictive analysis
tools. Utilized enhanced methods of analysis for intelligence using
cutting edge analytical software through competing hypotheses and evidence
marshaling as it relates to the intelligence cycle, applied it on real life
assignments for three major intelligence agencies and their research
department. Authored assessments of chemical and biological weapons (CBW)
countermeasure technology and R&D in countries of interest. Evaluated,
assessed and drafted analysis reports on personalities, existing
technologies in target countries, and country overviews/infrastructures for
dual use capabilities leading to biological weapons (BW), as well as their
proliferation.
