Facility Manager – Community Based Out-Patient Care (CBOC)

Direct facilities management operations of a 40-bed nursing home, 8 administrative facilities, and 7 CBOC facilities

totaling 184,635 square feet of leased space. Oversee cross-functional staff of 6 addressing engineering,

administration, housekeeping, Bio-Med engineering, and safety functions. Hold full P&L accountability for $4M

operating budget. Administer and maintain space-planning guidelines. Procure capital equipment, oversee fixed

asset register and prepare monthly depreciation reporting. Maintain complete compliance with OSHA regulations

and ensure safety of residents and staff through continuous testing and maintenance of equipment and systems.

Project Management / Acquisition:

• Organized and directed team of architect project managers and trade workers on $600K construction of new

clinic to ensure completion of building on time and in accordance with VA specifications. Result: Achieved

savings of $36K though skillful expense control, proposal development and contract negotiations.

• Negotiated procurement of 10,000 square feet of property for expansion of outpatient clinic. Managed contract

and reviewed all plans and guidelines to ensure complete compliance with VA policy and federal regulations.

Supervised construction trades. Result: Completed $500K project on time and 5% below budget.

• Led construction management affairs for the renovation of Pueblo Living Center (nursing home), a 300K project

that included estimating and producing specifications, leading design and engineering teams responsible for

proposal development and determining final contract award.

Facilities Management:

• Pioneered OD initiatives for Southern Colorado Health Care System focused on incorporating efficiency

and safety improvement programs that achieved EEO / Affirmative Action regulations and enhanced labor

relations.

• Designed and directed leasing management programs and contract negotiations for all facilities including

janitorial services, snow removal and construction projects.

• Assessed and monitored utility equipment installation of highly stable voltage, heat, cold-sensitive

equipment, and life support, and grounds upkeep to ensure maintenance of organizational standards.

• Managed infrastructure development, including all site work, mechanical and electrical compliance, and

documentation of corrections to be implemented or programmed prior to final inspection and funding.

Award-winning, 1,200-acre resort featuring world-class Casino is owned and operated by the Oneida Indian Nation.

Director of Construction

Oversaw and directed all aspects of project management and development strategy to coordinate all facets of

construction valued at $300M. Worked in collaboration with 20 engineers. Recruited, scheduled and supervised all

building trades and field crews. Selected architects, interior designers and project management firms.

• Authored and implemented policies and procedures to streamline and expedite final completion of

construction projects according to specifications within budget and on time.

THE UNITED STATES ARMY CORPS OF ENGINEERS, Pittsburgh, Pennsylvania • 1997-2001

The USACE is a federal agency and a major army command made up of some 34,600 civilian and 650 military

personnel, making it the world's largest public engineering, design and construction management agency.

Division Chief of Physical Support

Recruited by the USACE to plan and direct annual and long-range operations management for $20M floating plant

and to ensure maintenance and repair of 23 locks and dams across 5 states. Supervised 90 engineers and teams

of trade and craft workers. Evaluated new projects under construction and recommended improvements to

capitalize on program resources. Controlled and allocated $10M operating budget.

• Liaised with EEO Commission to effectively settle complaints, and achieved/surpassed every requirement

in accordance with consent decree (consent order).

• Negotiated favorable solutions to questionable labor practices, and discriminatory merit/award programs

that significantly improved labor relations.

• Received the “Army Achievement Medal for Civilians,” the top EEO award granted for Federal Service.

221ST SUPPORT BATTALION, Wiesbaden, Germany • 1994-1997

Chief of Utilities Management

Core leadership role in managing multi-site operations for division and leading cross-functional team of 116 multi-

disciplined engineers; technicians and subcontractors. Scope of responsibility included maintenance, repair and

servicing of electrical, mechanical, and sanitary systems for military training complexes, 2700 housing units,

shopping centers, recreation areas, office facilities, food service facilities, airfield and railroads.
