Background:
Extensive project management experience successfully managing costs,
schedule, risks, personnel, subcontractors, and project stakeholders, who
included industrial customers, municipal authorities, and environmental
regulatory agencies. Specialized project/program management experience in
the design, procurement, and construction, and commissioning of major
domestic and international municipal and industrial turnkey projects
serving a broad range of industries and utilizing a myriad of technical
processes. Project management experience was preceded by responsible
positions in project engineering, sales, and marketing.
Experience:
. 1996-2010: Senior Project Manager with N.A. Water Systems (a Veolia Water
Solutions & Technologies company), Moon Township, Pennsylvania.
Responsible for managing the design, procurement, construction, startup,
and testing of design/build water/wastewater projects for municipal
governments and industrial customers. Duties include development of
schedules and budgets, client liaison, directing multidisciplinary and
multi-corporate design/build teams to meet technical objectives and
milestone schedule dates, change management, internal and external dispute
resolution, development of construction bid packages, and negotiation of
contracts. Duties also included preparation and presentation of project
proposals and plans to prospective clients.
Representative projects include:
- A green field $43M, 1.5 MGD (million gallons per day) municipal advanced
wastewater treatment plant for Rockland County Sewer District No. 1,
Orangeburg, NY. Responsible for leading the design/build consortium to
accomplish project goals. Required continuous relationship management
of the multiple stakeholders, including state environmental regulators,
local municipal authorities, contracted operators, design engineers, and
construction contractors.
- A green field $89M, 66 MGD municipal surface water treatment plant,
producing drinking water for Tampa Bay Water Authority using a
design/build/operate/finance approach. Responsible managerial
involvement from the initial request for proposal, through contract
negotiations and project execution, to project acceptance. Project
delivered on time and $1.8M under budget, meeting all technical
requirements.
- A green field industrial wastewater treatment plant for Samsung
Electronics do Brasil, Manaus, Amazonas, Brazil. Company's third
project with Samsung. Sole PM to complete the project on time, gain
client acceptance, and receive full payment, despite a demanding client,
difficult international shipping considerations, and weather issues
affecting construction.
- Two municipal brown field, design/build wastewater treatment facilities
with operating components. Brought in at end of construction to salvage
deteriorated relationships with municipal authorities and operators and
solve difficult technical issues hindering startup and testing.
Successfully managed stakeholders and project issues, receiving full
payment and gaining unqualified final acceptance.
- Several multi-million dollar brown field, design/build, water treatment
projects for industrial waste water, process water, and boiler feed
water for Dow Chemical Company, Praxair, Amoco Chemical, Bethlehem
Steel, CDR Pigments ("zero discharge" project), and others. All
projects had an operating contract component, meaning there were
essentially two clients to manage and satisfy: owner and operator. All
projects were delivered on time and under budget with unqualified client
acceptance.
. Prior to 1996: Positions held with Pittsburgh regional firms including
Rust Engineering, ICF Kaiser Engineers (now Hatch), McNally Wellman, and
Samsung Heavy Industries.
- Project Manager responsible for developing technical specifications,
project estimates, project schedules, and proposals for turnkey and
equipment-only flat products facilities for international steel
customers.
- Project Manager responsible for managing design engineering,
procurement, construction, and commissioning of a series of turnkey bulk
storage and handling facility projects for the coal mining and cement
distribution industries.

administration.
