Hazmed, Inc. (contractor to Army Corps of Engineers) Scott AFB, IL 2008-
2010
. As a Senior Civil Engineer for two years, managed the design-build
process from 35% design to completion of construction for a two story,
52 thousand square foot building for the Squadron Operations personnel
of the Air Force. This $11 million project included numerous design
concerns, demolition, utilities, and site work.
. Reviewed technical documents, reports, and submittals for
completeness, technical adequacy, and compliance with construction
contract requirements through the design review process and
construction activities.
. Prepared modifications to the design-build contract, which included
defining the requirements, reviewing proposals, and estimating and
negotiating cost and time.
. Analyzed construction issues from a technical and cost standpoint.
. Supervised quality assurance activities such as site inspections,
testing, and coordination of utilities construction. This project had
two QA representatives.
. Tracked construction activities including the use of a scheduling
program, weekly site meetings, and evaluation and approval of payment
applications.
. Expedited the progress of design and construction work with the help
and input of Corps personnel; Base Civil, Communications, and
Environmental groups; and military facility users.
. Kept an emphasis on jobsite safety by attending weekly meetings
focused on safety, and reminding the contractor of this most important

. Working on a military base with the Corps has been an interesting,

. As a Project Inspector for six years, monitored demolition of 600
houses and 40 commercial structures to ensure procedures complied with
specifications and safety requirements. A high priority was placed on
safety, an emphasis I had already embraced.
. Coordinated with appropriate entities to make sure environmental
standards were met before and during demolition. These included
environmental managers, consultants, and asbestos abatement
contractors.
. Examined completed worksites for conformity to specifications.
. Met the most important challenge: Getting the work done with minimal
impact on adjacent property owners.
. Took many classes on construction safety and environmental issues.

. As a District Engineer for twenty-nine years (the last 22 years
covering the St. Louis metropolitan area and southern Illinois),
managed numerous construction, maintenance, and environmental projects
on-time and within budget.
. Successfully handled many projects concurrently in various stages,
including construction of new service stations, rebuilds,
modernizations, renovations of existing facilities, remediation of
closed stations, and vapor recovery installations. Project workload
was about $10 million per year.
. Worked with real estate personnel in acquiring property for
construction of new service stations. Prepared estimates for these,
and all projects. Designed and built more than 60 new stations.
(Average cost was $2 million per location.)
. Managed the design and construction of over 550 rebuild,
modernization, and renovation projects. (Cost range was $50 thousand
to $1 million.) The overriding concern was keeping the location
operable while expediting the work.
. Served as a liaison with architects, engineers, permitting
authorities, and contractors during the conceptualization, planning,
and execution of project goals.
. Reviewed construction drawings and specifications, participated in the
bidding process, was involved with the purchasing requirements
(contract requisitions, change orders, and equipment purchases), and
