Responsibilities:

Organizing, scheduling, and maintaining information among customer (SOS

internal divisions), vendor (the system integration contractor), and

county stakeholders including:

. Organization and maintenance of the project library

. Documentation management, including tracking documents in progress,

version control, and archiving

. Documentation quality assurance, including incorporation of edits from

multiple authors/reviewers and ensuring format consistency.

. Maintaining/updating PMO databases (risks/issues using MS Access,

action items, deliverables schedule).

. Creating user guides/manuals for project-specific processes, i.e.,

WebEx (meeting planning/management), SharePoint (navigating, version

control using checkout procedures, using the team calendar), submitting

risks/issues, and others.

Key accomplishments:

. As part of the procurement team, edited/proofread/published the VoteCal

Request for proposal and eight subsequent addenda; the RFP was

acknowledged by the Office of the Chief Information Officer (OCIO) as a

standard-setting RFP for business-based state procurements.

. Creation of the SharePoint VoteCal project site, used chiefly for

document collaboration, the project repository, and calendaring of

events; this work included moving project repository from server-based

to SharePoint-based.

(Applications Analyst, California Department of Mental Health (DMH), June-

October 2007

Responsibilities: Technical lead/project manager responsible for creating

the -Doyle/Medi-Cal (SD/MC) County Provider Billing Manual. The Manual,

used in 58 California counties, includes policy and procedures, HIPAA

compliance information, and also functions as a training manual.

. Worked with subject matter experts (SMEs) and DMH stakeholders to

provide definitions of claims processing requirements and the business

rules on which they are based.

. Reviewed and documented SD/MC claims processing procedures, including

process flow diagrams and step-by-step procedures for submitting,

correcting, deleting, and replacing claims.

. Ensured all procedures were written and reviewed for HIPAA compliance

(i.e., transaction code sets).

. Coordinated and conducted workgroups via WebEx for County MHP staff and

DMH stakeholders to review content and ensure user requirements are met

(i.e., ongoing JADs as manual content was added).

. Managed the document review process to ensure consistency, accuracy,

and readability.

(System Analyst, California Department of Mental Health (DMH), Void/Replace

Project, August 2006-June 2007

Responsibilities: For the Void/Replace Project (enhancement to the Short-

Doyle Medi-Cal system), worked with the development team and subject

matter experts to achieve the following:

. Identified detailed business requirements; verified requirements with

stakeholder meetings (JADs) held regularly throughout the project. From

the baseline business requirements, gathered functional and technical

requirements.

. Created the System Requirements Specification document deliverable;

managed the approval process through DMH management.

. Analyzed and refined requirements to create the System Test Plan,

including the requirements traceability matrix and test scripts.

Performed UAT testing; worked with developers to resolve defects.

Key accomplishments: Created, delivered, and gained approval of the System

Requirements Specification document and System Test Plan.

(Senior Technical Writer, Eclipse Solutions, Inc., (CA-MMIS) Assessment

Report Project, May-August 2006

Responsibilities: With the Eclipse project manager and a team of subject

matter experts, managed the California Medicaid Management Information

System (CA-MMIS) Assessment Report for delivery, including

reviewing/editing, rewriting, and quality control. The report, a detailed,

multi-volume/multi-author document, is a technical assessment of the CA-

MMIS application (the California Medicaid claims processing system, known

as Medi-Cal). It provides technical findings and recommendations in terms

of feasibility, capacity, performance, scalability, and risk.

Key accomplishment: The CA-MMIS Assessment Report provided the initial

basis for evaluation and assessment of the proposals submitted to the

Department of Health Care Services in response to a Request for Proposals

for prime vendor for the Medi-Cal contract, ultimately awarded to ACS.

(Business Analyst/Documentation Specialist, IBM/OAO Technologies, Child

Welfare Services/Case Management System (CWS/CMS) Re-hosting Project,

October 2005-March 2006

Responsibilities: Gathered requirements, wrote, peer reviewed, and secured

customer (California Department of Health Services) approval for service

management documentation. The deliverables (based on ITIL Service

Management best practices, required by IBM) included a Disaster Recovery

Management, Incident Management, Problem Management, Change Management,

Help Desk Procedures, Capacity Management, and Configuration Management.

Work products included process flow charts and entity-relationship

diagrams for each document.

(Senior Technical Writer, EDS, CA-MMIS Subprojects, February-October 2005

Responsibilities: Wrote, peer reviewed, and managed approval process for

SDLC project phase documentation required for enhancement projects for the

California Medicaid claims processing system (CA-MMIS). Maintained PMO

documentation, including project team directory, meeting agendas and

minutes, and logs document repository; coordinated documentation process

and version control with team (reviewers, programmers and managers);

attended and scribed planning/presentation meetings; submitted documents

to the California Department of Health Services for approval.

Key accomplishment: Senior technical writer on the EDS team that wrote an

assessment of the impact of the HIPAA-mandated National Provider

Identifier (NPI) on 43+ CA-MMIS subsystems.

(Project Coordinator, Business Process Automation (BPA) Project, California

Office of the Secretary of State, September 2004-March 2005

Responsibilities: Communication liaison between the SOS project team and

the systems integrator vendor. Scribed/transcribed all project meetings

(10+ per week); maintained Project Repository (intranet) including

project team directory, meeting agendas and minutes, and logs; processed

team staffing paperwork through SOS approval channels; and acted as

liaison between vendor teams and SOS project management.

(Technical Editor (on-call contractor), Jones & Stokes, October 2002-

September 2004

Responsibilities: Writing, editing, formatting, quality control, managing

approval process, and distribution of compliance documentation related to

the California Environmental Quality Act (CEQA) and the National

Environmental Policy Act (NEPA). Work products included biological

assessments, environmental impact reports/statements, habitat conservation

plans, and cultural resource assessments.

(Technical Editor/Project Coordinator, CalPERS, Contribution Reporting

Responsibilities: As technical editor, managed SDLC project documentation

production, approval, and delivery. Work products included project

planning documents, JAD documentation (requirements, use cases), and a

system architecture white paper. As project coordinator, arranged

logistics for 100+ JAD sessions and acted as scribe/co-facilitator,

created and distributed agendas/minutes for all project meetings,
