Director of Facilities Planning and Construction (2000 – 2010)

System-wide department director leading project management teams in managing

large multi-project capital improvement programs for the University of Houston Main

Campus, UH Clear Lake, UH Downtown, UH Victoria, UH Sugar Land System

Center and other UH Campuses in areas from overseeing all aspects for the

development of proposals for contracting of services, in assisting user groups in

reviewing contracted services, project budgeting, developing designs, project

estimates, project management, A&E selection to post construction occupancy.

Coordinated interaction with numerous City and Government agencies regarding

easements, real estate or leases space issues. Assisted in lease agreement services

from negotiating terms and conditions to assuring State requirements were met.

Acknowledged for award winning projects and service.

Initiated the development of UH Main Campus Design and Construction

Guidelines.

Member of the emergency response team for UH campus. Trained in the

National Incident Management System (NIMS), which provided a proactive

approach to guide campus departments at all levels of government or

HCA HEALTHCARE CORPORATION - GULF COAST DIVISION

Director of the Facilities Services Group (1994 - 2000)

Division-wide Facilities/Plant Operations Director responsible for supporting 22

hospitals and their Facility Directors in areas of the development of proposals for

contracting of services, regulatory issues, general safety & life safety inspection

issues, preventive maintenance, technical training, capital budgeting and cost

containment. Senior Operating Manager directing and facilitating the strategic

planning, project design, production drawings, estimating, scheduling and

construction management of projects.

• Initiated and developed the Facilities Services Group to provide an in-

house support service department, rather than outsourcing, which led teams of

licensed professionals in developing proposals for physical plant services and in

providing full architectural and engineering documentation services from a

projects conception to post occupancy. This service resulted in saving the

division $5.6 million annually.

• Led in proposal development for securing contracts for over 1,200 projects.

• Designed and coordinated the construction for Columbia Kingwood Medical

Center - Garden of Kingwood, a 50,000 s.f. of esthetically serene hospital mall

space with an indoor park theme complete with flowing water fountains and

ponds, sounds of song birds and other natural woodland effects. The project was

featured in the September 1997 issue of Buildings Magazine, Armstrong Custom

Concepts (a flooring product literature brochure) and other periodicals. Also,

award posted on Mannington Carpet’s computer Web Site. This project won

several awards by the aforementioned companies.

Director of Plant Operations - Rosewood Medical Center (1990 - 1994)

Recruited from The Methodist Hospital, located at the Texas Medical Center, to direct

the Plant Operation Services department for Rosewood Medical Center, which was a

175,000 s.f. hospital with 231 beds. Established written plant operation policy and

procedures, developed computerized PM plans and managed or solicited for various

contractual services all physical plant operations, security, grounds keeping,

maintenance, biomedical equipment, new construction/renovations projects and

staffing. Introduced a series of productivity and performance improvements, process

reengineering, and cost reduction initiatives that significantly improved overall

departmental operational efficiencies.

• Led the department’s total automation process. Analyzed and selected

software, built database, which scheduled PM’s for hospital’s physical plant

equipment and support services functions.

• Implemented outsourcing of biomedical equipment servicing, trimming

costs by 15% while ensuring quality maintenance and regulatory compliance.

• Improved employee response time by 75% through the implementation of

improved communications system.

• Was the hospitals safety officer responsible for records and JCAHO

documentation.

THE METHODIST HOSPITAL - HOUSTON, TEXAS

Assistant Manager of Building Services (1988 - 1990)

Promoted to the Support Services Division, to manage 1.7 million s.f. of hospital

areas housekeeping and other services. Responsibilities over waste management,

housekeeping supplies, grounds-keeping, pest management, payroll management,

and special VIP projects.

• Prepared proposal for and negotiated contractual terms for medical waste

program, saving The Methodist Hospital over $250,000 annually while improving

efficiencies.

• Implemented a waste recycling system through equipment purchases.

(Prior to any present “Green” or LEED initiatives.)

Special Projects Coordinator and Staff Architect (1985 - 1988)

Designed and coordinated the construction for several high profile projects as part of

the Facility Modernization and Development Program.

• During years of service, managed the contractual procurement for 96

projects totaling 240,000 s.f. and co-led a management team through design,

construction and subsequent moves of equipment and furnishings into the new

patient tower and professional office building.

Assisted in the design of large commercial projects. A responsible team member for

the design, construction documentation, presentation and technical drawings of high

office buildings and a prison rehab facility.
