Lead engineer for various hurricane and flood protection projects involving
design of levees, floodwalls, and canal improvements using USACE criteria.
Performed a geotechnical engineering study for a marsh restoration project
on the Louisiana Gulf Coast involving construction of containment levees
and hydraulic fill in accordance with LA DNR criteria. Managed the
geotechnical investigation and design for a USACE project raising
approximately 15 miles of Mississippi River levees. Performed geotechnical
design for approximately 30 miles of flood protection levee enlargement in
South Texas. Prepared geotechnical reports and foundation (shallow and
deep) engineering recommendations for new construction of casino and mid-
rise hotels; ethanol refineries; single and multi-family residential
development; pipeline and cable installations; stormwater ponds, pump
stations, and sewage treatment plants, military facilities, airport

DSA (Division of State Architect)-LEA Engineer, and Laboratory Manager for
the Sacramento Division Office: Joint P&L responsibility for Sacramento
Division. Laboratory responsibilities included equipment calibrations,
equipment/supplies purchasing, training of laboratory technicians,
oversight of AMRL and CCRL participation, staffing of technicians and
sample pickup drivers, tracking of lab profitability, engineering review of

environmental site assessments for new construction of school and hospital

hillside) development, canals and small dams, and forensic investigation of
distressed structures in Northern California (see Project List). Performed
engineering analysis for laterally loaded piles, slope stability,

Directed a field inspection program for North America's largest micropiling
project ($60 million bid item). Supervised a staff of ten State and
consultant engineers inspecting marine and land-based micropile
construction activities during round-the-clock operations. Developed
internal policies to ensure comprehensive documentation of construction
activities and adherence to the construction contract. Provided
construction management services including monthly pay and materials-on-
hand estimates; coordination of pile load testing activities; written
correspondence to Contractor petaining to technical, administrative and
claims issues; and preparation of change orders.
Geotechnical Project Engineer, California Department of Transportation,
Office of Geotechnical Services, San Diego and Sacramento, CA (6/98 -
7/01)
Prepared geotechnical reports and engineering recommendations for
repair/maintenance of existing freeways and bridges and new freeway design
and construction in San Diego, Orange and Imperial Counties. Developed
scope of work for geotechnical investigations, determined rock and soil
properties, conducted site reconnaissance and boring layout, installed and
monitored geotechnical field instrumentation, analyzed field and laboratory
test data, determined bearing and settlement characteristics of subsurface
