Employment History

Quality Assurance Director (QA Director)

12/2000 - 07/2009 MC Assembly Palm Bay, FL

Develop and present for approval, basic organizational structure, staffing plans, Lean principles

and operating concepts required for an acceptable quality assurance program. Determined the

number and types of personnel required for the accomplishment of off-site and on-site quality

assurance and inspection functions according to work schedules, delivery schedules and special

requirements of the Customers. Special requirements included the supervision of 3 FAA DMIRs

(Designated Manufacturing Inspection Representatives); directly involved with FAR Part 21

(Certification Procedures for Products and Parts) and FAR Part 145 (Repair Stations). Directed

the over-all Quality Management System (QMS) as Corporate Director of Quality, which included

facilities in Florida and Mexico. Performed oversight of the development of the Procedures,

Instructions and Forms to bring the Company into compliance with the requirements of ISO9001-

2000 and ISO13485-2003. Also performed was a “gap analysis” of the requirements of AS9100

to ISO 13485 to assess the possibility of the Company expanding their certifications to include

AS9100. Responsible for the Quality personnel performing Incoming Inspection, System Audits,

Returned Material Authorizations, Material Review Board activities, First Article Inspections and

Final Quality Acceptance of product. The performance of these disciplines were accomplished

with a staff of 34 Quality Engineers, Compliance Engineers, Incoming Inspectors and Final

Quality Assurance Inspectors. I am familiar with the Six Sigma concept utilizing Green Belt and

Black Belt certified personnel, but have not worked of a Company that has chosen to incorporate

this process in their business model.

- Provide mission assurance support for payload processing

- Supported Space Shuttle launch operations

- Developed and negotiated a NASA Headquarters Memorandum of Understanding with all NASA

Centers for the processing of Flight Experiments.

- Served as KSC member of the Challenger Accident Data Review Team

- Participated as the NASA Headquarters Observer on the Delta Safety Investigation Board

- Managed the Safety and Mission functions and provided the NASA HQ S&MA GO/NO-GO for

launch on numerous Atlas, Atlas II, Atlas IIAS, Atlas-D Delta, Delta II, Pegasus XL, Scout, Titan II

and Titan IV missions. The staffing for these functions was 58 Quality and Mission Assurance

personnel

- Developed and maintained a strong working relation ship with several Launch Services

- Reviewed and accepted all radiographs (x-rays) on the Space Shuttle External Tank welds

External Tank
