International Recruitment
My various appointments with US and UK development consultancy firms and
the EU itself, give me over 15 years' substantial experience in the
recruitment of international consultants forming part of EOI's and
proposals for USAID, DfiD, EU and several Foundations and Organizations.
Starting in 1995 I, through the Consultant Database Roster of the European
Commission, recruited several technical assistants to be seconded to
various government departments in South Africa and in addition also
recruited local staff for every PMU.
Appointed in 1999 as Team Leader for the EU Technical Assistance
Consultancy Programme, I acted as the official Procurement Service Provider
(PSP) whereby over 400 local and international consultants had to be
procured, covering all sectors of the European Commission's development
programme in South Africa. This project ran for 3 years.
Familiar with the interpretation of ToR and able to assess the kind of
expertise required. Also knowledgeable on a variety of international
consultancy firms as well as their particular fields of expertise. Au fait
with negotiating fee rates and conditions of contracting as well as the
grading of consultants. During the period 1999-2002, I was also appointed
as procurement expert for SCOPE, an Education Sector Programme funded by
the Government of Finland whereby local and international consultants were
procured.
As the head of the Business Development Unit at ECIAfrica (DAI Africa), I
recruited consultants in all practise areas of development, covering entire
consultant staffing needs for proposals funded by USAID, DfiD, EU and other
donors, giving me over ten years experience in understanding ToR, doing
research on subject matter in the particular practise area, searching
recruitment databases, the tailoring of CV's, selecting relevant corporate
capability statements and the contracting of consultants. I also trained
junior recruiters in the recruitment cycle, the completing and verification
of EBD's (USAID) and the tailoring and formatting of CV's.
Proposal Management
I am well experienced in the process of proposal coordination from the
early stages of tracking, the EoI-stage up to proposal stage. Knowledgeable
on setting up "incubators" between office practise area staff, possible
subcontractors and consultants as well as assigning responsibilities and
timeframes between the proposal writing team, monitoring and managing the
proposal writing stage up to submission. Well experienced in compliance
editing and facilitating the proposal review process.
Procurement and Tender procedures
Well experienced in the modalities set by USAID, DfID and the EU regarding
procurement and tenders (MOBIS, IQC's, direct contracting, closed
competition and international open tendering).
Database Management
Ample experience in consulting databases and internal recruitment
management systems as well as keeping them up to date. Have also proved
training to junior recruiters regarding the loading of resumes and optimal
search techniques.
Procurement of Goods
Seven years experience (EU/DFID) in the procurement of goods required for
development projects. Familiar with the entire procurement cycle as well as
USAID Rules and Regulations (FAR and AIDAR).
Contracting
The drafting of contracts formed part of my daily activities for nearly
five years. Familiar with the content of a sound contract as well as USAID
and EU rules and regulations regarding contracting.
Compilation of budgets
More than ten years experience in the compilation of budgets for PMU's,
individual technical assistants and proposals. Budgeting for individual
consultants and assignments consisting of a number of experts formed part
of my duties over these years. (monthly, quarterly and annual budgets
representing programme expenditure)
Vetting of claims against contractual obligations and remuneration of
consultants
Nine years experience in vetting invoices from consultants, authorising
advances, validating claims (fee rates, air travel, invoices etc). Familiar
with allowable and unallowable costs (EU, DfID & USAID) regarding the
payment of consultants.

Working for myself assisting a handful of consulting firms in finding
suitable consultants to form part of project proposals, conduct mid-term
reviews and end of project reports for various donors and governments.

HEAD : BUSINESS DEVELOPMENT UNIT
Head of the Business Development Unit, responsible for developing new
business, tracking of opportunities, local and international recruitment of
proposal and project staff, proposal coordination and management, including
compliance editing and final submission. Responsible for the management of
the proposal tracking system, arranging of "incubators" between practice
areas, possible subcontractors and consultants to discuss upcoming
opportunities, assigning responsibilities for proposal writing and setting
internal deadlines during the proposal writing stage.
I was solely responsible for the recruitment of staff for all proposals,
including the "tailoring" of CV's relevant to particular proposals. I
drafted ToR in consultation with Practise Area Managers for the hiring of
consultants and conducted interviews and negotiated contract offers. I was
also responsible for selecting relevant company corporate capabilities to
be included in proposal submissions as well as keeping the company
corporate capabilities up to date.
As the head of the Business Development Unit I oversaw the work of a
Proposal Coordinator, Proposal Editor and Administrative Assistant, who was
responsible for keeping the recruitment management system up to date.

TEAM LEADER FOR EU TACP & TECHNICAL ASSISTANT PROCUREMENT EXPERT FOR SCOPE.
I acted as Team Leader for the EU Technical Assistance Consultancy
Programme (TACP) and Procurement Expert for SCOPE, an education sector
programme, funded by the Government of Finland. The EU Technical Assistance
Consultancy Programme involved the procurement of local and international
consultants in all fields of development co-operation in South Africa. I,
in consultation with project staff at the EU Delegation drafted ToR for
assignments, located, short listed, contracted, mobilized and remunerated
experts to do a number of work i.e. mid-term evaluations, end of project
reports, financing proposals and surveys for all the development programmes
funded by the EC in South Africa. The same applied for the SCOPE Programme
funded by the Government of Finland.
During this period I procured and contracted over 400 local and
international consultants, compiled budgets for all assignments, made
logistical arrangements in order to mobilize experts, remunerated experts
and overlooked the work done by consultants (ensured that reports adhered
to the ToR received).

LOCAL ADMINISTRATOR
I was responsible for the identification of T/A's through the EAC's
Consultants Database Roster to be seconded to various government
departments. After their engagement I was responsible for contract
administration of these experts, arranged visas and work permits and
assisted in finding accommodation for everybody posted in South Africa. It
was my duty to compile respective budgets to cover local expenditures by
experts. I set up Programme Management Units, recruited local staff,
procured office space, office equipment and other items needed to
successfully run these units. I authorized all payments and reimbursables
as submitted by Technical Assistants in accordance with their respective
contracts.
I was responsible for the establishment of administrative procedures.
Keeping an imprest account for all TA staff formed part of my daily duties.
I was responsible for the processing of payments of all expenses incurred
by the various programs. Other functions included arranging missions and
processing travel orders. I also handled leave applications for TA staff.
