City, MO
HAKC operates 1,900 public housing units in 16 developments and provides
rental assistance subsidies to 7,500 households under the Section 8 Housing
Assistance Payment Program with a $70 million budget..
I was recruited to plan, orchestrate, and manage all aspects of accounting,
finance, grants, treasury, audits, financial reporting, budgeting,
inventory and internal control. Directed Fiscal management programs by the
implementation of new processes and procedures in financial operations,
accounting, budgeting, grants, and reporting for the HUD/GAPP requirements.
Selected accomplishments:
Upgraded lock-box services and automated the rent collection process with
an electronic environment which produced a 50% reduction in manpower,
banking fees along with having same day information.
Implemented 100% electronic employee payroll by using direct deposit and
payroll cards, reducing 95% of the reconciliation costs while improved cash
and fraud controls.
Directed and implemented a new PC based integrated financial system to meet
new regulatory requirements which provided significant improvements to
financial management and more effective financial reporting to senior and
field personnel.
TREASURY MANAGER, 2001-2008, UNITY, Lee's Summit, MO
Headquarters for a $60 million organization with three areas of service;
telephone call center, publication of magazines, and educational programs.
The 1,400 acre campus serves over 2 million customers annually.
Recruited to oversee cash management, including short and long term
investments. Directed relationships with banks, investment managers and
endowment advisers. Responsible for property, liability and employment
insurance programs including risk management, pension and property tax
administration. Worked with the Development Team, reported to the CFO and
produced $2.5M of savings during my tenure.
Selected accomplishments:
Implemented new credit card services including E-Commerce to meet a growing
market, enabling greater customer sales and lowering interchange fees by
20%.
Managed RFP processes for Investment, Endowment and Pension Fund Managers
which decreased annual fees by more than 25% on $60 million of investments.

improving funds availability and generated additional income of over
$100,000 annually which resulted in 50% staff redeployment and 50%
reduction in bank transaction fees.
Renewed annual worker's compensation, property and liability insurance
policies with new vendors producing accumulated savings of over $400,000 in
three years.
Rolled out a new supplementary contribution retirement plan (401k).
Coordinated the RFP process, plan design, investment options and
educational meetings, while achieving an 81% participation rate for a
secondary and voluntary plan.
Identified overvalued property tax parcels and engaged consultants and
reduced tax assessments producing a 65% reduction in tax expense of
$225,000 annually.

A $1.3 billion investor-owned utility serving 1 million customers in a four
state area with generation, transmission and distribution of electricity
and natural gas.
Administered cash management and forecasting, bank relationships, short and
long term credit borrowings, short-term investments, financial analysis,
investment performance reporting, filing of income, property, sales and use
taxes. Coordinated the long-range financial planning and modeling, annual
budget and rating agency submissions. Oversaw accounts payable of $100M,
payroll of $12M, and financial, income and sales tax audits.
Selected accomplishments:
Improved the long-range financial forecasting and budgeting process to
evaluate $90 million plant investment options for optimal capital
structure, financing and cash flow.
Significantly reduced accounts payable processing 25% with electronic funds
transfer for routine tax payments and implemented purchasing cards and
monthly electronic statements.
Overhauled cash and treasury management by implementing additional services
which increased cash control which reduced daily maintenance operations by
approximately 40% and renegotiated lines of credit saving over $100,000 per
