I have been responsible for multiple thousand environmental projects
ranging from simple Phase I ESAs to more complex site characterizations and
evaluations of downtown areas of cities and industrial properties. The
following list was chosen to provide a comfortable breadth and width to my
experience and capabilities in a short amount of space. Please note that
the list is not all-inclusive.
List of Project Experience:
> Contamination Screening Evaluation Reports for SR 429 Extension and
"Maitland Boulevard Extension" projects in Orange County, Florida for
the Orlando Orange County Expressway Authority. Two contamination
site screening reports that significantly overlapped, encompassing
over approximately 50 miles of alternative roadway corridors through
vacant, agricultural, and heavy industrialized areas. Concerns
included historic landfills, historic and existing gas stations, and
over 60 current/historic plant nurseries. A high number of landowner
interviews provided significant contamination information within these
projects. Recommendations were made for further investigation of
numerous areas of potential concern.
> Phase II ESA and site remediation for 50+ acre Department of Defense
facility in Asheville, North Carolina. Site was found to have had a
historic landfill permit for a single calendar year - no-one
associated with site knew anything about a landfill. Performed
detailed Phase II ESA to identify areas of "resin" impacted soils and
groundwater contamination around 500,000 square foot site building
formerly used to manufacture automobile mufflers. Performed Phase III
groundwater contaminant characterization around on-site permitted
landfill overlooked by seller's consultants. Identified 13 chemical
constituents of concern in on-site groundwater; seller's consultant
did not perform proper analyses for constituents of concern and
"missed" the contamination. Excavation type remediation removed
multiple hundreds of cubic yards of "resin" contaminated soils.
Property was purchased by client at a $5 million reduction and
exclusion of the contaminated landfill area.
> Remedial Investigation and Feasibility Study for an Aiken, South
Carolina electrical high voltage testing equipment, fuses, and
insulators manufacturing facility. The site included two sludge
settling ponds, a former cyanide treatment system for treating
discharge to the settling ponds, a 5,000-gallon AST related
Trichloroethene spill, and a former drum storage area. Performed
extensive environmental drilling, sampling, data analyses, report
preparation, and negotiations with the South Carolina Department of
Health and Environmental Concerns. Site was removed from the South
Carolina CERCLA listing.
> Phase I and Phase II ESAs on approximately 10,000 acres of mainly
agricultural property overlying a potable groundwater source actively
being pumped by Southwest Florida Water Management District. Two
historic landfills were found that previous consultants had missed.
Phase II ESAs of the landfill areas did not reveal any significant
contamination issues and the property was successfully transferred to
Southwest Florida Water Management District.
> Interstate 4 Contamination Screening Evaluation Report. Conducted
environmental contamination screening for potential contamination
sites along an approximately 45 mile stretch of I-4 from SR 528 in
Orange County to SR 472 in Volusia County, Florida for the Florida
Department of Transportation (FDOT). This highway corridor stretched
through downtown Orlando and had over 500 potential contamination
sites. Contamination risk ratings and recommendations for further
studies were provided to FDOT.
> Underground and aboveground fuel storage tank upgrades for Southern
New England Telephone. Prepared tanks specifications, construction
management, and oversight of tank removals and installations.
Obtained soil and groundwater samples and various required tank and
dewatering permits. Prepared technical tank removal and installation
reports and as-builts plans for tank installations and removals.
Petroleum contaminated soils management including soils screening,
excavation oversight, confirmation sampling, soils disposal
characterization, hazardous materials transporting, and disposal at
Southern New England Telephone facilities where soil contamination was
encountered, in association with underground emergency generator tank
upgrades.
> Vapor extraction system installation, monitoring and maintenance at a
New York City Police Department with gasoline vapor intrusion issues
from a former leaking underground fuel storage tank. The logistics of
this project were difficult, drilling in a busy and narrow alley, and
then the VE system had to be placed on the roof of a 6-story building
using a crane in downtown Manhattan.
> Air sparging, vapor extraction, and groundwater pump and treat
remediation system installation, maintenance, and monitoring.
Obtained environmental wastewater and air discharge permits.
Performed construction management and As-Built specification
verification for extensive million dollar groundwater remediation
system installed on the ground floor of a multi-level New York City
municipal parking and vehicle repair facility. Maintained, monitored,
and performed the reporting for this system.
> Trouble shooting and remediation system repair at a New York City
Police vehicle repair facility. The groundwater remediation system
was not performing to specifications. Additional site investigation
revealed that one of the groundwater recovery wells had apparently
been installed in the trunk of a buried vehicle, reducing available
groundwater flow! System alterations were made, a new well was
installed, and the groundwater pumping specifications were met.
> Phase I and II ESAs, site petroleum soil contamination
characterization and remediation at a large Phoenix, Arizona
electrical component manufacturing facility as part of client's sales
agreement. Performed fast turn-around on site remediation which
satisfied buyer's consultants and lender enabling the property
transfer.
> Phase I and II ESAs for two manufacturing facilities in Puerto Rico.
Phase I ESAs revealed potential for environmental contamination
impacts at both facilities. Phase II ESAs revealed no detectable soil
or groundwater contamination impacts. One facility was expanded to
encompass adjoining property and a second, existing facility was
purchased, more than doubling the size of existing operations.
> Historic evaluation of abandoned foundry in Shelton, CT. Phase I ESA
and additional historic research performed prior to sampling for
contamination concerns relative to the City of Shelton acquiring this
"Brownfield" type property prior to the Federal Brownfield Laws. Only
low levels of metals contamination were detected and the property was
acquired.
> Performed Level C PCB remediation activities at United Technologies,
Inc. facilities in Connecticut. Removed PCB containing oil and
performed confirmation sampling within various large machining
equipment, often with confined space entry necessary.
> Performed landfill characterization and assessment for former Pyle's
Pit Landfill in Altamont, Florida. Developer client wished to develop
a medical complex on the only remaining open land in the site
vicinity. Historic documentation revealed some 50 drums of toxic
chemicals buried within the landfill. Extensive document research and
interviews were performed along with regulatory agency meetings and
negotiations. The drums were not formally identified or documented on
the portion of the landfill to be developed - it is highly suspected
that the drums fall under a portion of landfill previously developed
by a local municipality, down-gradient of the site. Per the Florida
Department of Environmental Protection, Client was permitted to
develop property without any liability related to the drums or
landfill. (Economic issues have stopped the site development process
at this time.)
> Asbestos. Performed asbestos pre-removal inspections and "clearance"
air sampling for Atlanta Public Schools.
> Lead-based Paint. Managed asbestos and lead-based paint assessments
for commercial and residential facilities including sampling the paint
and soils surrounding the structure.
> NRCS Assessments. Performed and managed the preparation of multiple
NRCS Property Acquisition Assessments for the Natural Resource
Conservation Service in multiple states.
> NEPA Assessments. Performed NEPA assessments for medical facilities
seeking federal grants in Atlanta and southern Georgia. Historical,
Demographics, Contamination, Public Utilities, and other sources
investigated to determine impact of proposed medical developments.
These projects obtained Findings of No Significant Impacts and have
gone forward with the development procedures.
> Gas Station Assessments and Remediation projects.
> Preliminary geotechnical evaluation to identify areas of limestone
outcropping, unsuitable soils, pits, mines, and landfills for a large
study area encompassing sections of Citrus, Hernando, Levy, and Marion
Counties, Florida. Geotechnical evaluation performed as a preliminary
study to aid in roadway alignment selection for extension of the
"Suncoast Parkway".
> Coordinated geotechnical exploration project for expansion of Orlando
International Airport (Florida). Designed boring and laboratory
analyses plans for approximately 1,000 soil borings, most between 30
and 50 feet in depth. Visually verified laboratory soil test results.
Coordinated drafting and report preparation, which detailed the
availability of approximately 7 million cubic yards of available fill
material.
> Preliminary "Fatal Flaws" analysis for the Florida Overland Express
high speed rail line extending from Miami to Orlando to Tampa,
Florida. Soil Conservation Service Soil Maps, USGS Geological
Publications, Aerial Photographs, and Quadrangle Maps were assessed to
determine areas unsuited for railway construction.
