Responsible for all geo-technical, structural, drainage, pavement, and

ITS(intelligent traffic system) inspections on $135M design-build project.

Inspected for compliance to construction documents, standard plans and

specifications as well as general and special provisions. Supervised 4

inspectors and testing staff. Project consisted of 2 new bridges and 4

miles of widening (2-3 lanes). Conducted inspections of both precast/pre-

stressed and cast-in-place concrete, drilling and placement of 10' X 65'

drilled shafts, including cross hole sonic logs, 15 mechanically stabilized

earth walls (MSE) as well as installation of extensive drainage and

Responsible for day to day operation of a $6M (annual branch revenue)

engineering, testing and inspection branch. Directly supervised 30+

inspectors, engineers, and administrative staff. Developed and maintained

internal and field quality control disciplines. Provided direct oversight

of all working projects and project managers. I was responsible for

generating annual budgets and for maintaining adherence to corporate

revenue and margin goals. Monitored high volume soils/asphalt laboratory

Detailed work experience:

During construction of Gray Army Airfield Apron I utilized field

engineering experience to design and develop load testing apparatus for

aircraft hold-downs. This device enabled the hold-downs to be tested at 22

1/2 degrees from virtually any opposing attachment point and reduced time

for testing by 50% at a very low bias (<1%). I also developed the quality

management plan for compressive, and most notably, flexural specimen

sampling, transportation and testing. I have 12 years of asphalt placement

and testing experience which includes volumetric and Marshall series. I am

very familiar with the statistical analysis programs for both WSDOT and the

USACE. I have been involved with QCS since it's early years and have

watched it evolve to what it is today and while the operating system is old

by today's standards, I am able to fully utilize it and when fully utilized

it is still a fairly comprehensive tool. It is the absolute center of every

project and mastery of it will make the difference in CCast ratings every

time.

I provided near real time reporting of construction activities through

development of shared access web site which enabled both the contractor and

USACE to view all reported inspections and test results as they took place.

Provided engineering consultation on roadway sections and pervious concrete

applications. Performed extensive geo-technical oversight during

installation of water, storm sewer, and electrical utility elements. Worked

closely with USACE and contractor to monitor compliance with hazardous

and/or contaminated soils removal and disposal. Provided extended scope of

monitoring involving multiple contractors for the installation of plumbing,

HVAC, drywall, substrate preparation (moisture and ph) for flooring.

I am able to both interpret and develop civil, architectural, and

structural plans and specifications and have developed multiple information

gathering and reporting procedures for a variety of clients. I have

composed numerous PowerPoint presentations on topics ranging from

construction services to "best management practices" as they pertain to

construction methods and procedures. In short, I possess a comprehensive

knowledge of construction methods and practices developed through many

years of very diverse project experience. I have extensive experience with

concrete, masonry, soils, structural steel, pre-stressed concrete (both

bonded and unbonded), cold-formed steel and wood framing, gunnite,

shotcrete, spray applied and troweled fire proofing along with precast

concrete. I have designed both Portland cement and asphaltic concrete mixes

to include Superpave and HMA. I am very familiar with FEMA and other

federal/military policies and procedures that pertain to construction and

quality control.

Project History Summary

In the past twenty years I have been fortunate enough to experience a

diverse scope of projects and responsibilities thereon. This includes the

largest infrastructure projects in Washington as well as over ten years

working with and for the USACE on virtually every fiscal years projects on

Fort Lewis (now Joint Base Lewis McChord). My experience with, RMS/QCS and

the three phase process utilized by our government makes me a true asset to

any company seeking to pursue work in that sector. As anyone who has done

work with the USACE knows, project set-up, specifically the QC plan,

submittal register and defineable features of work, will determine whether

or not your project will be given an outstanding evaluation and

subsequently position you for additional work. Unlike private sector work

where quality control attitudes range from superior to simply mandatory,

the role of the Construction Quality Control System Manager in government

work is the "center" that all other things must first and last be in

compliance with.

Project Experience

Quality Control/Senior Compliance Inspector Seminar II Project

Responsible for all inspections including geotechnical, structural, MEP,

pre-stressed concrete (post-tensioned) for 5 six story CIP concrete

buildings at The Evergreen State College. Developed and implemented complex

quality control program for 2.5 year long project providing all third party

testing, inspection and shared access distribution of same. Project

included 24 post-tensioned slabs and extensive architectural concrete

Project Manager Tacoma Narrows Bridge

Managed all third party QC testing and inspection for the new Tacoma

Narrows Bridge. Provided geo-technical, asphaltic concrete paving, as well

reinforced concrete inspection and testing services for $1B design / build

project. Supervised all dedicated inspection staff and monitored testing

for compliance / rejection criteria. All testing and inspections were done

to WSDOT standard plans and specifications as well as GSPs and contract

documents.

WSDOT / Sound Transit Light Rail C-630 $180M Sea-Tac Washington

I provided project management, on-site laboratory, and inspection services

for a design/build project consisting of 2 miles of cast-in-place, post-

tensioned, elevated guideway and track on grade, as well as a new airport

station and three 4 lane bridges, two of which were entirely cast-in- place

deck on trap girders, and the other was multiple duct, bonded system, post-

tensioned trapezoidal girders. There was a total of 4 miles of new multi-

lane roadway and 275,000 cubic yards of imported fill as well as 22, 10 ft.

diameter drilled shafts from 35 to 65 ft. in depth. I provided all geo-

technical inspections including cross-hole sonic logs. Supervised staff of

5 inspectors and 2 lab technicians as well as performing all of the

inspections for the post-tensioning. Developed and implemented complex

QA/QC program maintaining compliance with WSDOT standards as well as

specifications set forth by IBT(engineer of record) and Sound Transit. This

project was WSDOT compliant but without WSDOT QV, other than final audit.

This was a challenging environment due to the fact that the Port of Seattle

was my client, the light rail portion belonged to Sound Transit and the

bridges were funded by WSDOT. I developed a reporting system that

interfaced with the Port's software yet provided full access to Sound

Transit and WSDOT. I generated document templates that incorporated all

three entities requirements without duplication and utilized Microsoft

Sharepoint as a centralized point of contact.

Sound Transit Light Rail C-510 $165M Seattle Washington

I provided project management and all structural testing and inspection

services for conversion of twin bore bus tunnels to light rail, from South

Seattle to Denny Way. Implemented complex Quality Control program which

included testing of concrete, shotcrete, structural masonry, NDE for SMAW,

FCAW, and thermite rail weldments as well as extensive Holiday testing of

rail boot. Performed and/or supervised all required inspections of

structural elements. Developed real time reporting procedures which enabled

contractor and Sound Transit to view inspection and testing reports as they

were generated. I also conducted constructability and field engineer work

plan reviews to create very proactive approach to testing requirements

which resulted in significant positive impacts to schedule and

profitability. Received letters of commendation from both contractor and

Sound Transit which resulted in being awarded another segment of light rail

without regard to pricing.

Sound Transit Light Rail C-755 $ 255M Tukwila, Washington

I provided project management and all structural testing and inspection

services for 4.5 miles of elevated guideway and 2 miles of track on grade.

I supervised 4 full time inspectors and testing staff as well providing

oversight of complex quality management program. Inspected drilling and

placement of rebar and concrete in 30+ drilled shafts which included cross-

hole sonic testing and correlative concrete curing program. I also

performed rebar inspections of all reinforced concrete elements which

included columns, beams, bents, and precast guideway sections. I also

developed correlative concrete curing program utilizing maturity meters

(time/temperature curve) and Sure Cure protocols. Performed inspections of

all post-tensioning of segmental guideway and developed tensioning log and

procedure for elongation calculations that was adopted by Sound Transit for

other projects. Maintained on site testing facilities which included soils,

concrete, and NDE for structural steel elements.

I 405 Bridge Deck Overlays California Department of Transportation

Provided on site and batch plant inspection and testing services for $16M

microsilica concrete overlays on nine bridge decks. I performed inspections

during the removal of existing concrete and the repair and preparation of

the rebar and substrate prior to placement of new overlay. I developed near

real time reporting utilizing Sharepoint which enabled both client and

contractor to access inspection reports and testing results as they were

generated. Worked closely with concrete supplier to monitor air, slump and

temperature, both on site and at batch plant, to maintain conformance

during 100 + degree placement temperatures resulting in no rejection of

concrete.
