Assigned to take over difficult and trouble projects and developed
successful recovery plans that enabled completion of projects on time and
maintain profit margins.
Took over rehabilitation of the Illinois Psychiatric Hospital project.
Project was 269 days behind schedule. Developed and managed recovery
schedule plan that successfully made up lost time and completed the
project within one week of original completion date. Project included
renovation of 14 stories of patient rooms, administrative facilities, and
research laboratories.
Replaced on site project manager of United States Postal Service,
Orlando International Airport facility expansion project that was three
months behind schedule. Authored and actively managed recovery plan,
including negotiating with subcontractor to buy into accelerated schedule at
no additional cost. Recovery plan enabled completion of the project early
resulting in Teng & Associates receiving substantial financial bonus.
Assigned as program and construction manager of Metra Railroad
Randolph Street Commuter Railway Station Renovation . This project
required the coordination and management of the interface between
several public and private entities including Metra Railroad, Northern Illinois
Commuter Transportation District, City of Chicago CDOT, 911 Emergency
Management Center, Qwest Technologies, MCI, Prudential Tower,
Millennium Park, and Excelon Industries . Provided management and on
site representation for the diverse agendas of the shareholders, while
maintaining an accelerated construction schedule that allowed for the
project to be completed one year early. This was achieved while dealing
with a redesign that delayed the project almost a year. Station remained
open and fully operational to over 20,000 commuters daily.
Assigned as owner’s representative for United States Post Office roof
replacement of multiple processing and distribution centers.
Responsibilities included providing on site quality control oversight and
management. The centers operated 24/7 and could not be shutdown or
impacted by the roofing work. Collaborated with each center’s
management supervisors to schedule work, maintain safe work area, and
coordinate phased work plan. Combined total contract values in excess of
$10,000,000.
Became project and team leader for the City of Chicago’s project to bring
the city’s
450 Underground Storage Tanks (UST) into compliance with the Federal
Underground Storage Tank Regulations. Was able to convert the initial
contact into a three year consultant contract. Project included surveying
each site and developing a decision matrix to assist the city in the
management and compliance of the UST regulations. Presented as
Chicago’s representative to International Airport Managers Conference,
“UST Management Program of Compliance and Decision Making Plan.”
The UST decision matrix provided cost to develop budgets that enabled
Chicago to evaluate each site for options either to upgrade or remove the
UST. Provided oversight and design options to the engineering team for
UST upgrades.
Assigned as owner’s representative for Federal Express Chicago
Metroplex. Recruited to address a list of issues that were hindering the
completion of the project. Devised a plan and spearheaded the
implementation of the plan to resolve the issues to the satisfaction of the
owner and contractor. Served as liaison between Federal Express,
designer, contractor, and O’Hare International Airport Program
Management. Coordinated security, construction, and safety issues.
Assigned as on site construction project manager for Living Word
Christian Center, a 60,000 S.F. conversion of WWII torpedo
manufacturing plant into a church, complete with recording and TV studios,
assembly hall, school and administrative offices. Managed and provided
leadership for the day to day construction activities while participating in
the overall master plan for re development of phase II of the project.

This department was the precursor to Teng establishing the Construction
Management Sector. Personally responsible for the authorship and
development of many of the estimating, project management, and
recordkeeping forms necessary to track project progress. Managed staff
that provided contract administration and project oversight for USPS,
Federal Express, and Illinois Department of Mental Health.
Estimator, project and client manager for Verizon and MCI
telecommunication projects. Responsible for competitive bid contracts
including scheduling, subcontractor management, subcontractor
negotiation, contract buy out and project close out. Exceeded anticipated
profit margins by 10 to 14 percent.
