CAREER HISTORY:
Oregon Department of Transportation, Salem, OR (2008 - Current) state-
wide agency providing safe and efficient transportation systems
encompassing highway, bridges, railways, public transportation and
licensing.
Chief Human Resources Officer, ODOT, Salem, OR (Feb 2008-current)
Reporting to the Agency Deputy Director, I am responsible for the HR/LR
function for the second largest state agency in OR with 5,000 management,
engineering, union and non union employees located throughout the state.
With a budget of $4.5B the agency provides highway maintenance and
construction; planning and engineering; motor vehicle licensing; motor
carrier regulation; and coordination with federal and local government
projects. I manage 50 direct and indirect employees with an annual budget
of $5M providing the full range of HR/LR services for the agency. I am a
member of the agency's executive staff and the statewide HR Steering
committee.

Vice President, Human Resources, SPX Product Solutions Division, Kalamazoo,
MI. (2004-2008)
As business partner, reporting to the Division President, I was responsible
for the development and implementation of HR/LR strategic initiatives
across five distinct business units with a presence in the US, Europe and
Asia. These businesses represented approximately $1B in sales with an
employee population of 3500 non union and union employees staffed across 40
manufacturing and distribution facilities. I managed 30 direct and
indirect reports. I also served as a member of the Corporate HR steering
committee with responsibilities for Health Benefits Planning and HRIS
initiatives with a dotted line report to the SVPHR for SPX Corp.
*Directed organizational change efforts, building a learning culture
focused on Lean Six Sigma and leadership excellence.
*HR Lead on Due Diligence and Integration for all divisional merger and
acquisition initiatives (U.S.& Int'l).
*Responsible for Integration and Turn Around of three acquired businesses.
Led restructuring and consolidation initiatives resulting in cost
savings of $10m.
*Resolved 5 year legal battle with UAW, resulting in a first contract and
the withdrawal of a $3M ULP charge.
Director, Human Resources, SPXContech, Kalamazoo, MI (2000-2003). Reporting
to the Business Unit President, I directed the HR/LR function across ten
domestic and international facilities covering 1500 non-union and union
employees. I managed 15 direct and indirect reports. As the Human
Resources leader for this $500m Tier 1 automotive components manufacturer,
I had responsibility for the development and implementation of all HR/LR
strategic initiatives.
Human Resource Consultant, Battle Creek, MI, (1999-2000) provider of HR
services.
HR/LR Consultant. As an independent consultant, I provided strategic
advice and process design work in the areas of OD/OE, Change Management,
Talent Assessment, Pay for Performance, Training and Development, and Labor
Negotiations. Clients included Ingersoll-Dresser Pump, Borg Warner, Indian
Cycles, St.Gobain, and Prince Machining Co.

Kellogg Company, Battle Creek, MI, (1994-1998) a $6.5B market leader in
consumer products.
Director Human Resources, Supply Chain (1996-1998). Reporting to the Vice
President, Convenience Foods Operations and the Vice President, HR-Kellogg
Co., I served as HR business partner for the $1B Convenience Foods Division
operations unit. Responsible for nine (9) union and non-union
manufacturing facilities with
approximately 2000 employees. Directed five (5) HR managers and HR support
staff. Served as Chief Spokesperson in all labor negotiations for the
Division.
* Led division-wide organizational change initiative creating a High
Performance Workplace.
* Developed and implemented an Individual Developmental Planning process
tailored to meet succession plan
requirements. Utilized a core competency process and introduced a 360-
degree feedback tool.
* Responsible for all labor relations strategy and negotiations across
three (3) distinct businesses involving (4) international unions.
Director Industrial Relations, Convenience Foods Division (1994-1996).
Reporting to the Vice-President, Operations and Engineering for the
division, I served as strategist and chief spokesperson for all labor
negotiations in a multi-plant/multi-union unit. I was also responsible for
union avoidance strategies for the non-union facilities. Developed HR/LR
objectives and directed policy and program implementation for salaried and
hourly manufacturing employees across the division. Responsible for people
and organizational development processes.
*Served as Leadership Team member and HR liaison in creation of $1B
division of Kellogg Company. Successfully integrated HR and LR policies
and programs.
*Reduced "Cost of Goods Sold" through introduction of "Pay for
Performance" system for all factory employees.
*Successfully implemented the first "High Performance/Team Based" factory
organization providing an estimated 20% improvement in quality and material
utilization.
*Introduced a "Mutual Gain Bargaining" model into the collective bargaining
process resulting in a 60% reduction in grievances and agency charges.
* Key team member in the acquisition and integration of new businesses.
Responsible for HR Due Diligence efforts. Provided comparative analysis and
costing of compensation and benefit programs and collective bargaining

Mrs. Smith's Frozen Foods Company, Pottstown, PA (1984-1993), a $500
million frozen foods subsidiary of Kellogg.
Director, Employee Relations (1990-1993), Reporting to the Vice-President
of Employee Relations for Mrs. Smith's, I was responsible for the
development and implementation of the company's labor relations strategy
covering six (6) manufacturing facilities represented by four international
unions. Served as chief spokesperson for all negotiations. Managed three
plant HR managers in all matters relating to labor/union relations.
Responsible for arbitration advocacy and agency compliance (EEO /OFCCP).
*Devised and implemented "skill based" pay system for greenfield site
enabling factory operations to surpass expected productivity curve by six
months. Program served as key component in facility's continuous
improvement process.
*Developed and instituted new staffing and recruitment model at greenfield
site utilizing salaried and hourly team interviewing processes coupled with
job fit assessments. Reduced new hire turnover by 50%.
