Defense Logistics Agency (DLA) – Enterprise Help Desk, Network, Telcom and End User Support

The Defense Logistics Agency is the Department of Defense's largest logistics combat support
agency, providing worldwide logistics support in both peacetime and wartime to the military
services as well as several civilian agencies and foreign countries. DLA employs about 26,000
employees. Mr. Grenville manages an engagement including Enterprise Help Desk, End User
Support, Network Administration Support and Telcom Support for DLA at its Susquehanna (PA),
Warner Robins (GA) and Corpus Christi (TX) installations.
Role/Responsibilities
As Program Manager, Mr. Grenville is responsible for Contract Management, Subcontractor
Management and Resource Management across all project sites. Mr. Grenville regularly meets
with Contract Office Representatives for each installation to review project progress and metrics

Diverse Technologies Corporation was contracted by GeoDecisions to assist in implementing the
Southeastern Pennsylvania Regional Counter-Terrorism Task Force (SEPR-CTTF), a new,
innovative, real-time communications strategy for the proposed Law Enforcement Justice
Information System (LEJIS). When complete, the LEJIS project will create web services-based
links between local police department crime records; county court records; state-level probation,
parolee, and homeland security systems; and federal-level law enforcement data warehouses,
enhancing the ability of law enforcement officials to prevent crimes and respond to incidents.
Role/Responsibilities
The Quality Assurance Team is responsible for reviewing and controlling the quality of project
deliverables submitted by the Project Integrator according to the requirements established by the
Prime Contractor and the LEJIS Steering Team. The Quality Assurance Team is also
responsible for ensuring and controlling the quality of a coherent Requirements Traceability log
produced by the Project Integrator.
As Quality Assurance Team Lead, Mr. Grenville is responsible for reviewing deliverables from the
Project Integrator as well as deliverables generated by his QA Teammate. Mr. Grenville
produces and reviews test scripts and quality assurance reviews of Project Integrator

Program Manager / Quality Assurance Manager, Aug 2003 –

Diverse Technologies Corporation is contracted by the Commonwealth of Pennsylvania to
design, build and manage the next-generation architecture for the Pennsylvania Justice Network
(JNET) for the Office of Administration (OA). The Justice Network services over thirty thousand
law enforcement practitioners and homeland security personnel across Pennsylvania, is built on a
‘J2EE’ platform (Java 2 Platform, Enterprise Edition), and enables Pennsylvania courts, law
enforcement, corrections, probation and parole, public safety agencies plus federal homeland
security agencies to gain quick access to criminal history, judicial, corrections and parole
information, as well as driver license photos and demographic information. JNET also provides
an automated state-wide notifications system to automatically inform subscribing Users of
criminal justice and public safety events such as wants and arrests as soon as they are executed.
Role/Responsibilities
As Program Manager, Mr. Grenville was responsible for resource management, dependency
management, project resource & skills leveling, managing project task schedules, and project
change control. Mr. Grenville regularly met with Executive Management to ensure that
expectations were satisfied and that program priorities were addressed in the right order and by
the appropriate skill-sets. Mr. Grenville was responsible for recruiting and screening candidates
to fill vacancies and was responsible for managing all sub-contractors and sub-contractor
agreements on the project. Mr. Grenville worked with client staff to manage and ensure efficacy
of project management and development life cycle processes and standards. Mr. Grenville was
directly involved in developing winning contract proposal content for both DTC’s contract awards
for the PA JNET contract in 2003 and 2009. In 2009, Mr. Grenville also played a key role in the
development and presentation of the BAFO (Best and Final Offer) presentation for DTC.
As Quality Assurance Manager, Mr. Grenville managed the Configuration Management Team
and Testing Team on the Pennsylvania Justice Network. The Configuration Management Team
coordinated software releases with system-wide impact, and administered source code version
management tools and governing processes. The Testing Team was responsible for the
consistency of functionality across JNET applications according to system and User
requirements. Mr. Grenville owned a leadership role in the development, advancement and
implementation of JNET’s software development process, release management process, and
commercial-off-the-shelf (COTS) software evaluation process. Mr. Grenville suggested and after
Client approval, selected and incorporated automated software testing and test case-
management software into JNET’s software testing procedures, improving time-to-delivery of
solutions up to 30%.
Pennsylvania Department of State – State Uniform Registry of Elections (SURE)
Quality Assurance Lead April 2009 – December 2009
The Pennsylvania Department of State, State Uniform Registry of Elections is the registration
system used to administer 10 million voters across 67 counties in support of the election process.
The system handles election set up, voter application processing, precinct management, poll
book generation, absentee balloting, management reporting and correspondence generation.
DTC was contracted to provide Tier Two (Help Desk) support to the system, as well as to convert
the SURE system from a Microsoft Access-based solution to a fully functional enterprise .NET-
based environment supported by SQL 2005.
Role/Responsibilities
As Quality Assurance Team Lead, Mr. Grenville was responsible for validating all software
deployments, for defining and managing software testing plans, and for regularly reporting on
project progress and system health to the Director of SURE and the Deputy Secretary of State.
Mr. Grenville was responsible for defining project scope on a build-by-build basis, and conducted
requirements gathering and clarification meetings with the SURE Director, power users and
subject matter experts. Mr. Grenville supported and reported directly to the SURE Program
Manager in support of budget and deliverables management. The project was delivered on-time
and on-budget, with significant improvement in the features and User experience of the solution.
Mr. Grenville played a key role in the development of DTC’s 2010 re-bid for the support and
maintenance of SURE.
US Naval Supply Systems Command (NAVSUP) - Naval Supply Information Systems Activity
(NAVSISA) Human Capital Strategy
Project Manager / Analyst October 2008 – May 2009
NAVSISA contracted DTC for requirements gathering, validation and technical expertise to
develop a data repository and presentation solution for Human Capital Strategy (HCS)
information. The goal was to provide users of the repository (NAVSISA Management) with the
best possible tool to store and communicate information related to workforce planning. This
solution was delivered on-time and on-budget in an oracle environment, using .NET technology to
develop a web-based user interface to present management data from an Oracle data layer.
Role/Responsibilities
As Project Manager, Mr. Grenville was responsible for ensuring that DTC staff was focused on
developing and completing project deliverables on-time and on budget, meeting the requirements
and expectations of NAVSISA Management. Mr. Grenville regularly met with NAVSISA
Management to ensure that contract requirements were being satisfied and that Client priorities
were addressed in the right order, by the appropriate skill-sets.
As Analyst, Mr. Grenville was responsible for eliciting and documenting requirements, functional
solution design and interaction with the data layer. Mr. Grenville also built and developed User
Manuals for the solution and walked through those manuals with NAVSISA Management and
other User staff. Mr. Grenville also managed scope by identifying and documenting User-
requested enhancements throughout the project.
Maryland State Police - Statewide Computer-Aided Dispatch and Records Management System
Subject Matter Expert, Systems and Data Exchange & Integration August 2007 – March
2008
The Maryland State Police (MSP), in partnership with the Governor’s Office of Crime Control and
Prevention (GOCPP), and other State law enforcement agencies, undertook a statewide
technology modernization initiative. This multi-agency effort conducted a joint evaluation of
commercially available public safety software solutions for subsequent statewide implementation.
The primary objective of this effort was to seek and identify commercial-off-the shelf (COTS)
products and related services that best meet the operational and technical needs of the State
agencies participating in this initiative.
Role/Responsibilities
As a subcontractor to Nortel Government Solutions, Mr. Grenville provided subject matter
expertise and functional/analytical project support on a Maryland Consulting and Technical
Services (CATS) project for the Maryland State Police. Mr. Grenville also provided key functional
and analytical services for the project team such as analyzing and documenting project
requirements, drafting content for Needs Assessment, RFI and RFP documentation, and
assisting the prime contractor and client in identifying and selecting industry leaders in
CAD/RMS/AFR solution providers.

Quality Assurance and Communications Team Lead, Nov 2006 –

Diverse Technologies Corporation has teamed with SMART Business Associates to design, build
and manage PDE’s EdPortal project solution known as the Education Hub. The Education Hub is
built with Aqualogic portal technology, and will enable 700+ school districts to share resources
and information, improve communications, access best practices, and leverage their collective
purchasing power all through a single sign-on experience. By leveraging tools offered in the
Education Hub such as Collaboration projects, cross-community search, and personalized
application integration, redundant efforts will be eliminated throughout Pennsylvania as school
districts develop solutions to similar needs across districts, ensuring limited resources and time
are better coordinated and utilized.
Role/Responsibilities
As Quality Assurance Team Lead, Mr. Grenville is responsible for the definition, documentation

The Pennsylvania Department of Labor & Industry awarded American Management Systems, Inc.
a contract to design and build a replacement for their Unemployment Compensation Tax Services
(UCTS). AMS was already engaged with L&I on a related project as part of the L&I "UC
Roadmap" modernization effort, called UC RAMS (Registration and Account Maintenance
System). On UC RAMS, AMS was responsible for designing, developing, and integrating the
Account and Ledger Setup and Maintenance Services (ALSMS) portion of UC RAMS with two
other subsystems. It was planned that the UC Tax Services (UCTS) system would replace
legacy systems with .NET and Advantage: Gen based technology. The project vision included
cashiering, accounting, rates and appeals, debtor services and audit and compliance functions.
Role/Responsibilities
As a senior business analyst on UCTS, Mr. Grenville supported the delivery of subsystems
through requirements building and analysis, business process analysis and development, and
systems software and process design. As a member of the Project Management team for UC
RAMS, Mr. Grenville created processes and tools for gathering and maintaining statistics that
tracked progress toward project milestones and success criteria in incident resolution and
application testing. Mr. Grenville managed and facilitated the project change control process, and
he tracked and managed the development, review and delivery of Project Work Products to the
Client.
Commonwealth of Pennsylvania – Department of Public Welfare, Program Management Office
Operations Team Lead; Senior Business Analyst June 2002 – Apr 2003
The Pennsylvania Department of Public Welfare Office of Information Systems (OIS) awarded
Momentum, Inc., and its subcontractor, AMS, a contract to ensure consistent and ongoing
enterprise management and coordination from its information technology (IT) investments. The
Department of Public Welfare, OIS administers an IT portfolio of over 60 major IT initiatives with
annual expenditures over $100 million dollars. The Program Management Office (PMO) serves
as a critical business entity to balance, execute, and support key strategic and tactical initiatives
of the Department through the implementation of key program management principles across the
IT portfolio.
Role/Responsibilities
As Operational Lead, Mr. Grenville elicited client requirements and expectations for PMO
standards, processes and tools; identified and defined best practices to support PMO standards,
processes and tools; identified and defined the client work environment and culture to PMO

Ohio Support Enforcement Tracking System (SETS)

Ohio supports a state-administered, county-run child support program. To support the county
and state child support business practices, the Statewide Child Support Enforcement Tracking
System (SETS) project was implemented in phases across Ohio’s 88 counties. While the State
of Ohio is responsible for systems integration and development of the application’s code, AMS is
responsible for the business functions related to SETS, including project management, planning
and quality assurance, conversion, implementation, user support, help desk operations, and
training. Additionally, AMS has provided team members on the design, development, testing and
implementation teams. AMS assisted Ohio in achieving FSA’88 and PRWORA federal
certifications.
Role/Responsibilities
Mr. Grenville lead design teams to interpret federal and state child support legislation, identify
system requirements, perform impact analysis and adapt requirements to the current system
(requiring understanding of COBOL applications), identify specific modifications and additions to
system programming for incident resolution, develop business processes and workflows for
system and software modifications and additions, and clearly communicate requirements, impact
analysis, and necessary adaptations through detailed design documentation to an audience of
varying knowledge levels, ranging from end users to executive management. Mr. Grenville gave
presentations on two subsystems (Enforcement and Income Witholding), for federal auditors
during the PRWORA certification process, and prepared two other presentations (Locate and

Child Support Enforcement System (PACSES)

AMS is responsible for designing and developing the Pennsylvania Child Support Enforcement
System (PACSES) for the Commonwealth of Pennsylvania. The PACSES project includes the
transfer, design, development and implementation of a statewide child support enforcement
system for the Commonwealth of Pennsylvania. The project includes a transfer of the STAR
(Santa Barbara NECSES) system to a UNISYS platform including significant
changes/enhancements to the systems base functionality.
The overall project scope includes: validation of requirements, definition of required modifications,
and preparation of a General System Design, preparation of a Detailed System Design,
development, testing, automated conversion, training, implementation support, central and local
hardware installation and integration into the statewide telecommunications network. Statewide
implementation is complete, and PACSES is considered one of the premier child support
enforcement systems in the United States.
Role/Responsibilities
Mr. Grenville participated in issue resolution sessions, the design and system testing of
programs, application screens, batch programs, common routines, change controls, and forms.
He performed as functional lead on Locate issues before the end of his tenure on PACSES. Mr.
Grenville also managed and performed code migrations between the Development, System Test,
and Test for Production mainframe environments for the project.
