Work Experience/Qualifications:

1979-1980:

While still attending high school, I was chosen to perform the duties of

mapping and excavating significant archaeology sites within the Lake Oconee

(formally Lake Wallace)

Reservoir. My duties including the attendance of field school, excavations,

plane table mapping of artifacts, features, surface collections and

topographic surveying.

As a result of my experience in archaeology, I have continued to volunteer

my services as a Registered Land Surveyor to the United States Forest

Service, the University of Georgia & Western Carolina University. I have

excavated and mapped portions of the Appletree Campground (2000) for the

USFS under the direction of Dr. Rodney Schnideker, and the abandon town of

Skull Shoals (1999-2003) also for the USFS under the direction of Dr. Jack

Wynn.

1985-2001

Beginning March 1985 I began my internship in the field of land surveying

under the direction of Mr. Bud Richards, North Georgia Land Surveyors, 101

Hospital Street,

Blairsville, GA. 30612. In March 1987, Rochester & Associates P.O. Box 87

Blairsville, Ga. 30614 purchased North Ga. Land Surveyors and I continued

working my way from chain-man, party chief, vice-president and finally

fulfilled the requirements of the State of Georgia to receive State

Registration No. 2653. Beginning September 2001, I began my own firm, Land

Tech Services Inc., located in Hiawassee, Georgia. My firm offered all

aspects of land surveying and development. In the capacity of a Registered

Land Surveyor, I have retraced, mapped and monumented approximately 250

miles of USFS boundary lines in both Georgia and North Carolina. Also

during this time, I began personally developing residential subdivisions.

As a developer, I have purchased and subdivided approximately 800 acres

located in both Towns and Union County. As a developer, I preformed my own

title opinions, negotiated purchasing price, development cost and all other

cost associated with infrastructure and development. The following are

corporations I formed for land development. RAM Properties, RAHB Inc. and

Green Mountain Inc.

Also during this time, I held the office of Union County Surveyor. This

office offered the public a way of resolving boundary line disputes through

the Magistrate Court system with an option of filing in Superior Court. The

role of the County Surveyor is to meet the disputing parties, perform the

necessary courthouse and field research to present along with the disputing

parties testimony to a three-person jury for a decision. Needless to say

this position could be very delicate.

My experience also allowed me to perform forensic surveys for various

attorneys and the office of the District Attorney. These surveys and maps

consisted of vehicle accident scenes and alleged homicide scenes. My duties

were to map specific areas, fields of vision, topography and other items as

requested and present to superior court. In my history as an expert

witness, I have testified in approximately fifty court cases within the

Ninth District Circuit Court. I was also appointed by Governor Zell Miller

to review and comment on the existing variance procedure developed by

Georgia Department of Natural Resources regarding encroachment within the

Buffers of State Waters.

Other Qualifications:

Required by the State Of Georgia to accumulate 15 hours biannually of

continuing education in the field of Land Surveying, mathematics, and/or

boundary law.

Proficient in the Geographic Information System (GIS) and select software

designed for the practice of Land Surveying and Engineering.

Proficient in all phases of title research within municipal governments and

records within the United States Forest Service.

Previous certification in single (piston) engine aircraft.
