. Managed the due diligence for ten combined cycle Greenfield sites in
Northern California, eight of which I brought to FPL Energy.
Negotiated contracts for land purchase, managed transmission, gas,
water supply and discharge, environmental, and public relations
analysis. Additional back-up sites were identified in locations where
necessary, based on due diligence results. Managed the market analysis
for an update of FPL Energy's market models for the WSCC region. FPL
Energy decided not to pursue the projects detailed above.
INDECK ENERGY SERVICES, Sacramento, CA 4/01 - 10/01

. Completed site due diligence for a potential new project in Northern
California for Indeck Energy, including a feasibility and proforma
economic analysis of the gas, transmission, water, and land
availability required to site a 550 MW generating facility. The site
was abandoned due to unfavorable economics, and Indeck subsequently
decided not to pursue the California market.
NAVIGANT CONSULTING, INC. 3/97 - 4/01
Principal Executive Consultant, New York, NY and Sacramento CA
. Worked for the Long Island Power Authority (LIPA) to complete
transactional analysis and due diligence for the partial NY State
takeover of Long Island Lighting Company (LILCO) assets. Total
transaction value was $7.9 billion, representing the largest municipal
financing in history. Specific responsibilities included: merger
contract analysis, the evaluation of generation assets, including
capital and operating budgets, fuel supply to existing generation
facilities, an assessment of the siting options for new power
generation on existing utility sites, and environmental due diligence
for generation, transmission and distribution assets and their
associated liabilities.
. Lead responsibility for the development and management of the resource
solicitation process for new supply and demand-side power resources
required to meet the short, mid and long-term resources needs of the
Long Island Power Authority. This effort included the development of
Request For Proposal (RFP) documents, and management of the
solicitation and proposal evaluation processes for LIPA's short and
mid-term solicitations. Developed contracts for the acquisition of new
power supply from merchant plants and load reduction services from
various entities.
. Provided management and strategic planning services for the High
Desert Power Project in Southern California, primarily for the
engineering, economic and environmental impacts associated with
cooling options for the plant.
. Prepared and assisted in the preparation of proposals, presentations,
and other marketing materials for various clients.

Performed due diligence for a client looking to purchase an interest

brochure, and initiated a marketing program to increase sales of
engineering and environmental services to the independent power

Domestic Project Development, Irvine, CA and Fairfax, VA
Developed strategic plans for, implemented, and managed front-end project
development efforts including siting studies, regulatory and local
approval process and preliminary engineering through financial closing
for three major power projects. Supported business development and
project development efforts on numerous other green field projects in the
WSCC, NPCC, SERC, MAAC, MAIN, and FRCC regions. Led
environmental/technical due diligence effort on two potential power plant
acquisitions in the U.S. Significant accomplishments included the front
end development of:
. $600+ million coal fired power plant in New Jersey developed by
directing engineering, legal and environmental consultants for the
preliminary engineering, permitting, and alternate site analysis.
Assisted with local public relations. The project was successfully
licensed despite significant opposition, and a PSD permit appeal.
. $250 million natural gas fired combined cycle project in Virginia
within 15 km of a National Park proceeded forward based on the
development and implementation of creative technical solutions to
meet utility and environmental requirements, while limiting
intervener intervention opportunity. Managed a cross-functional
team of engineers, lawyers and environmental professionals.
. $150 million natural gas fired combined cycle project in Florida
developed using state-of-the art water treatment equipment.
Negotiated agreement with state regulators to allow time for
implementing a phased BACT compliance plan. Project was
successfully licensed ahead of schedule.
. Developed and implemented guidelines for asset acquisition and new
project site selections. Key participant in start-up of Fairfax
division office with demonstrated entrepreneurial sills and ability
to complete tasks in multiple functional areas; including business
development, marketing, legal, engineering and environmental.
