Overview:
Industrial design process innovator. Quality Assurance, Auditor. Ownerships. Have been
certified NDT Level III by exams consistently, then per SNT-TC-1A guide and ISO
overhead reduction no longer am examined, NRC and others have said “overqualified”;
NDT/NDE Testing Level III Ultrasonic, UT, Radiographic, RT, Magnetic Particle, MT, Visual,
VT, Eddy Current, ECT, and Penetrant, PT. Have interacted with US Presidents, yet a
permanent Manager or other position in a factory in my zip code would be splendid,
though will consider other work.
Work History:
1971-1975 Sole employee of CPA Fred Liskowski starting a landscaping company driving
a special truck, then he had me work for other landscapers as he increased CPA
business handling their accounts per the model per company of large earthmoving
equipment, then concrete foundation work and certain other construction with
landscape architect designing, then maintenance, all as a package; examples are
communities, and for an international airport Air Traffic Controller. Fred closed to assume
a distant position of Comptroller of a hospital.
1972-1977 State of Pennsylvania, became head of 50 Security Officers at an institution,
taught Junior High through Adult classes, performed modeling; gratis helped control $
million annual budget while presiding over groups establishing criteria, issuing grades
and credits, Representative of the Distinguished Faculty Awards Committee [1976
Bachelors of Arts & Sciences]; then while a student there, also] became head of the
institution using the Head Dean’s Office, directly serving over the Secretaries and Aides,
also issuing criteria, resolving Faculty and Staff problems, filtering enrollment
Candidates, assigning courses, serving as Proctor over Graduate Students on required
Comprehensive Examinations, and issuing Degrees [the Head Dean was on sabbatical
leave, and his Assistant was often away] as we transformed the institution from
California State Teachers College into the California University of Pennsylvania [1977
Masters of Arts & Sciences] during it’s greatest enrollment and financial growth period.
1977-1978 In charge of major Genesee warehouse directly answering to the Owners,
until they opted to instead employ a person with a tractor-semi-trailer license.
1977-Current. Various positions at times with Frank Melega of the Melega Foundation
and other businesses: Carpenter, Painter, and Internet Representative.
1978-1993 Inspector with progressive responsibilities, many contracts / employers with
lab and field work mostly at nuclear plants and facilities, at NASA and aerospace
facilities, and at factories in USA. PTL UT, RT, MT, VT, PT, Radiographer. X-rayed ocean
floor, relocated West Virginia Capitol Building personnel to use Cobalt 60 to reveal illegal
activities by a company, work in a nuclear plant, NDT such as ultrasonics and
radiography for Westinghouse, DOD military, aerospace, and similar for a multitude of
greater region businesses; until NRC stepped-in and asked me if I wanted to sue PTL due
to evidence and I said no and we agreed to part. NIC in a nuclear plant through
contract. MQS/Peabody/Magnaflux/Geo group similar to PTL work, Quality Assurance,
QA, Control, and Engineer, such as on Space Shuttle work and on the first B&W team to
use the new notebook technology with special design and software to investigate and
map the matter energy interface at power plants, and such as the Instructor including
over Harvard personnel at the Byron Nuclear Plant answering to the QA Manager and
law; taught top Los Alamos personnel on how to control their nuclear bombs; taught
radiation safety for ASNT; Instructor over State of Ohio’s transport Safety Inspectors;
controlled extreme G-forces work; then Geo downsized and cut everyone with 5 years
experience. There was an overlap, AT&F which made nuclear submarine and Cruise
Missile components got rid of MQS Inspectors [except me] and brought in HTL
Inspectors. CBL aerospace inspection, working with it’s President often, until Geo
corporate bought it. PSI, typically head of auto plants projects such as including cranes
and new lines, though also worked on civil projects including an 11’ diameter pipeline
over a river and floodplain; but they started laying off people in other departments so I
sought other more reliable employment. HTL Auditor over all departments, Safety
Coordinator including over Radiation Safety Officers, controlled laser guided multi-
million volt linear accelerators with giant concrete doors, over many more testing
methodologies such as innovatively constructing Vacuum Box devices used in multi-
million gallon fuel tank farms and such as having devices machined for Pneumatic and
Hydrostatic Methods; HTL changed ownership and the new Owner ignored his experts
and started losing accounts, for instance he had electricity wrongly dangerously used
causing the US Navy and others enormous problems at great financial costs, so I gave
notice.
1980-1990 Income Property related works. CII Maintenance Manager over new 64 unit
apartment complex. Then owned Door Company having many multi-unit buildings. Then
started / owned RD&CO, received rare federal government radiation health training with
certification; gave seminars to realty companies on new laws and mitigation to comply
against litigation, until I requested and received a transfer (by HTL see above).
1993-Current Marketing & Market Research for various companies, such as AC Nielsen
representing 100,000 people, using a new type of barcode scanner. Handed out bonus
checks and awards such as if top Best Buy computer personnel knew what they were
doing, checked on cell phone stores, GE appliance stores, fast food chains, and visited
many gas stations to monitor operations and determine eligibility for monthly payroll
quotas. Multi-tasked for Warehouser Steve Poarch [Adam’s Mark, Sheraton Hotels and
elsewhere] as in advance he would agree to purchase the main fad slowed. Yet similarly
for instance I am into certain collectible cars and so have profited fairly above Fair
Market Value, FMV, as evidenced as with having been paid above FMV plus tip. Also as
with Cheryl White’s businesses is gained my insight experience into counterfeits,
traceability, and asset protection coordination.
1993-Current, A Check Exact design processes for factories and warehouses. Help
businesses plan budgets to bid international industrial projects, then organize teams to
process, then approve and bill. Write standards [wrote the book on executive privilege,
for which President Bush mailed thanks]. Serve as final authority, “the expert” as they
stated, and Instructor, over major design mitigation work to thwart litigation involving
Westinghouse Siemens [including 9/11 personnel], New York Electric, Waukesha Electric
Systems, Ryerson Tull [handled their nuclear work], and others at the Doctors University
Of New York At Stoney Brook. Taught SETI experts and makers of the world’s largest
gear. Received a multitude of credits through ASNT programs, achieved [highest] Level
III certifications in Ultrasonics [Ultrasound], Eddy Current, Radiographic [Radiographer],
Magnetic Particle, Penetrant, and Visual Methods; have received similar training with
various certifications in many other Methods and fields such as Navy Nuclear useful in
clearance level federal classified work such as control of aircraft carrier and launch
system projects involving multi-billion dollar company Timken which brought the Board
of Directors to see the improvements to their processes and profitability; am recognized
as the top authority at many businesses. Team leadership for Philip Morris Management
on their largest most important equipment, prepared instructional materials,
coordinated activities of labs; and of contract businesses Flame Refractories and ABC,
for which also oversaw works such as their power generation and such as various
research designing in power plant prototype work. In teamwork as has often been the
case, traced problem causes such as using UT, for what was the second largest stainless
steel business Avesta Sheffield / Polarit [innovated our Portable Automatic Immersion
Ultrasonic System for them for increased quality at reduced overhead] so they no longer
needed higher UT overhead and could switch to Eddy Current helping enable sale of
that location and business. UT, MT [and other] of giant steel bars for Sunbelt Steel, SS,
then served as the final authority for Mellon Bank for approving multi-million dollar sale
of SS, enabling merger to form Sunbelt Turret Steel, STS, increasing inspecting with
business expansion and growth internationally, served as the sole authority over
whether STS would use China or Russia to further USA global competitiveness, resulting
in further immediate STS distribution expansion into every USA state. Memberships
have included AWS, ASQC, on Cleveland ASNT Board, CSCPC Secretary / Treasurer /
Instructor, Secretary York County Mental Health Association / United Way, ICCDBB,
Quality Club International, and Kiwanis. On critical aircraft carrier control a Customer
estimate put my personal value at $110,000 / week. Another Customer virtually only
used me to control two years of construction of the new Charlotte Water Main, their
whole project value was reportedly $19 million to $29 million.
1996-Current, Chief Justice rated A+, top rating. With new authorization per FBI
involvement assumed Director’s Office.
1995 Current [1995-1997 VGC Partnership, then] VGC 501(c)(3) NonProfit Agency [then
Foundation]. Co-Founder in charge. Co-Authored the VGC Act. Addiction treatment
coordination. Received White House commendations, and thanks from US Presidents in
related matters.

Donnie Gainey, GE Worldwide Level II Nuclear Inspector [former student], discussing
training GE Worldwide was “amazed” Donnie said, and they asked Donnie “Who is this
guy?”, when he and the other student at the time each scored 100% on each exam and
so GE Worldwide was asking who gave them their training 203-***-****.
