Mr. Gasperini has over twenty years of experience in the areas of project
management, site planning & development, budgeting, feasibility studies,
land development, engineering, construction, permitting, due diligence
investigations and transportation. His experience also includes roadway
and intersection design and permitting; utility design, construction and
permitting; consultant, contractor and attorney coordination for numerous
residential, golf course, high-rise and commercial projects. In addition,
his experience includes coordination with numerous Community Development
Districts, Homeowner Associations and Property Owners, including Sales &
Marketing teams. Representation projects include private, municipal and
state level clients. His experience includes Southeast Pennsylvania and

following is a summary of the skills I've developed over the years to help
you determine if I am a possible candidate for the position at hand. In
short, the following has essentially become my job description over the
past 20+ years. Most of my career has been directed toward site
(horizontal) design, construction, permitting and maintenance, but much of
the same skills and challenges apply to building (vertical) construction,
manufacturing, sales and distribution. Further details can be found below.

A. Project Coordination & Planning
The following skills were necessary for managing and coordinating the
efforts of initial project planning and product development with
engineering, permitting and construction:
. Above average writing skills and personal communication adeptness.
. Ability to coordinate design related issues with others quickly and
precisely in order to keep the project on schedule.
. Willingness to manage the various levels of in-house (or client)
design reviews and approvals necessary to start the project on time
and keep it on schedule.
. Tactful but determined relentlessness in reminding others of their
responsibilities and duties in order to keep the project on schedule
or to remedy design / construction problems.
B. Budget / Finance / Contract Management
Budget approval and fund requisitioning varies by company, but I have found
the following skills essential:
. Ability to accurately investigate and coordinate due diligence
services to assist in determining project feasibility and to minimize
development delays and unanticipated expenditures.
. Ability to estimate sitework costs accurately.
. Ability to process the required forms for initial budget approval and
funds requisition.
. Ability to forecast expenditures in advance for proforma calculations.
. Ability to manage professional services and construction contracts
with regards to percentage of completion payment applications, budget
change orders, contract change orders and overall contract scope
compliance.
. Accurate processing of invoices during and after project completion
for Community Development District (CDD) reimbursements.
. Ability to provide creative solutions to non forecasted financial
responsibilities.
. Assist with the quarterly reforecast of the corporate financial plan
as well as helping to develop each years annual budget.
. Ability to coordinate and communicate independently and effectively
with in-house (or client) accounting personnel with specific regard to
the overall project budget approval process.
C. Zoning, Engineering & Permitting
The process of improving land includes zoning, civil, environmental,
structural and geotechnical engineering of the proposed improvements, and
the permitting of those engineering designs through local, state and
federal regulatory agencies. I have found the following skills necessary
to manage the engineering and permitting process:
. Professional services contract management and strict scope of services
compliance supervision.
. Develop close working relationship with the legal, marketing, sales,
environmental, building and landscape architectural teams to insure
corporate return goals are achieved and to maintain a seamless
continuity between proposed site and building improvements.
. Determining plan design, production and permitting scheduling
timelines, including regular follow ups to assure schedule compliance.
. Provide assistance to team members (or client) with the gathering of
reference materials and legal documents necessary for agency
submittals associated with plan design and production.
. Provide technical assistance and coordination during the agency review
process to facilitate the issuance of permits.
. Ability to communicate effectively with agency personnel to reduce
permitting times where appropriate.
. Make Public presentations as necessary to promote project and
negotiate accordingly. Includes presentations to citizen
organizations, agency staff, hearing examiners and county
commissioners.
. Ability to take the lead in coordinating project close-out, agency
acceptance, certification and turnover. Effectively coordinate with
legal team with regards to providing the legal documents required for
the agency acceptance and turnover procedure.
D. Construction
As the construction process has the most inherent risk of cost overruns, I
have routinely exercised the following skills to adequately manage the
construction process:
. Ability to value engineer construction drawings to provide the most
effective and economical project design and maximize company
profitability.
. Ability to prepare infrastructure bid packages, prepare bid comparison
analysis and decipher contractor submittals with regard to scope and
cost.
. Prepare construction schedules that clearly identify all aspects of
the construction project and effectively manage the construction
process to assure schedule compliance.
. Ability to manage contractors to assure scope compliance, reduction
and/or elimination of change orders, strict adherence to project
schedules, assure quality control and provide coordination between
other contractors and trades to facilitate a smooth transition from
one construction phase to another.
. Coordinate infrastructure activities with building field personnel to
assure schedule compliance of both site development and building
construction as well as providing for a clean, orderly, safe and well
run construction site.
. Ability to make accurate and timely field decisions effecting design
modifications.
. Technical oversight assuring that material and installation
specifications are being adhered to.
. Effective at directing contractor and subcontractors in the field to
provide clarification of drawings, intent of the owner, protection of
adjacent property and public.
. Effective at coordinating electric, phone, cable television, natural
gas and other utility providers with specific regards to schedule of
line installation, coordination with underground utility contractor
and activation deadlines.
. Ability to develop creative solutions to construction problems and
challenges that are both time sensitive and cost prohibitive.
. Effective communication with agency inspection personnel to reduce
downtime associated with compliance issues and to assure contractor
compliance with agency requirements.
. Ability to manage contractor submittals in a timely manner with
specific regards to as-built submittals, testing reports and other
data as may be required for agency acceptance, engineer's
certification and turnover.
. Proper processing of contractor invoices for payment and adherence to
corporate policy.
. Immediate processing of invoices where third party reimbursement is
possible, such as a community development district (CDD)
reimbursement.
. Ability to oversee and direct property association and CDD personnel
with specific regards to maintenance issues, aesthetic or otherwise.
