(CDHS)

Senior Consultant (TECHNICAL LEAD )

The Colorado Department of Human Services (CDHS), Office of Self Sufficiency (OSS), and

Division of Low-income Energy Assistance Program (LEAP) supports the federally funded

program, which is designed to help income eligible individuals pay their winter home heating,

bills. LEAP is not intend to pay the entire cost of home heating. The LEAP Program eligibility

period rund from November 1st to April 30th. Program administrators use LEAP to determine

eligibility and make payments to individuals and vendors.

LEAP uses mainframe applications developed in-house to maintain historical information for

individuals including incomes, Record Of Contract (ROC), tech notes, household income

calculations, etc. This project will upgrade and enhance the existing mainframe applications

to establish accuracy in chronology of events, which will improve the systems overall data

integrity. Part of a recent Legislative audit finding was to improve the data integrity of the

LEAP system, which will be addressed by this project.

The LEAP mainframe applications are critical to LEAP processing in providing timely and

accurate information regarding the payment of LEAP benefits.

As a S r Programmer Analyst on this project my responsibilities were to total analyze the

system and make perposals based on the finding. Design and code based on new

functionality for Phase I and II release,

and make change to existing code where needed. In many case whole new routines had to be

coded to meet the new requirements were made available. This project required one to be

flexible. There are two phases or releases in this project and it was my responsibility to make

sure that each phase was done correctly. My duities were to make masive edits throughout

the system, Redesign the notes and income calculations screen, allow for paging and make

the screen user frendly.

Senior Consultant (TECHNICAL LEAD )

At this time I’m working on Conversion and new business. In Conversion my duties are to do

PROBLEM SOLVING, CODING and TESTING. Conversion uses a combination of COBOL,

NATURAL, and JCL using ADABAS.

Working on New Business opportunities my duties are, at this time, DESIGNING, MAPPING and

DOCUMENTING, a new and innovative approach to the way the new AUTO TESTING PRODUCT

will perform. It will take under consideration a rules base system and an optimizer process in

order to take advantage of both flexibility and performance. Although we are still in the

Designing stage, data will be stored in, at this time, ADABAS that will be accessed using

COBOL and NATURAL.

Worked on the following:

Real Time look and feel to OMNI – this project gives a Real Time Update look to OMNI Plus – at

this time any update that were entered in OMNI must wait for the batch process to run before

the update could be seen. The Real Time look and feel project – gives OMNI the same

functionality that the legacy system has – a way to pull all to the information together a

present it as if the update took place. I duties were DESINGNING, CODING, TESTING, Writing

the FTD and TDD as well as DOCUMENTING the process. This process used OMNI VBA, OMNI

Script, COBOL, MQSeries.

In the Real Time Contract Issuance my duties included ANALYTICAL, CODING and TESTING

using OMNI VBA, OMNI SCRIPT, NATURAL, JCL, COBOL, MQ, and CICS.

With the OMNI 10B10 Late Letters my duties included ANALYTICAL, CODING and TESTING

using JCL, NATURAL, and COBOL.

In Conversion my duties included ANALYTICAL (for both Problem solving and applying fixes as

needed), CODING new code and TESTING using JCL, NATURAL.

As a senior consultant (SR T ECHN ICAL LEAD ), worked on a legacy system that manages

Millions of dollars in Premiums that are invested by TIAA.

My duties include maintaining the current Premium System by providing real time solution to

customer software problem that occurred in the Batch and On-line processing. Providing

technical and programming support in any enhancements using NATURAL, ADABAS, COBOL II,

JCL, and CICS.

My duties also included providing ANALYTICAL, DATABASE DESIGN, TECHNICAL, and PROBLEM

SOLVING In the company’s efforts to convert legacy data to the sunguard system (omni).

Accomplishments

DIVI DE N D PROCESSING SYSTEM (DPS) – This system was running in a batch for two

weeks at yearend processing. Enhanced the performance getting the run time from the two

weeks to four hours.

CONVERSION DRAW DOWN PROCESS (PCV0320R) – This process was running for thirty six

to forty six hours. Enhanced the performances getting the run time to three to four hours.

As a SR SYSTEM ANALYST, worked on a legacy system that manages the billing of water

processing for Indian land. The billing system was written some years ago with NATURAL,

ADABAS, JCL, and CICS.

My duties were to provide technical, programming support and any enhancements needed.

This would also included ANALYTICAL, DATABASE DESIGN, TECHNICAL DESIGN, and PROBLEM

SOLVING assistance in other areas of the company using NATURAL, JCL, CICS, and ADABAS.

Currently my duties also include helping in the install and setup of N2O, a tool used for the

Project lead

As a P ROJECT LEAD of a technical team on the Shadowing Project, coordinated code

changes, designed a new process to allow the on-lines to be up 24X7, and coded new COBOL

II programs that used DYNAMIC SQL to drop and create aliases. The Shadowing Concept was

designed to use two separate sets of DB2 TABLES – One is used for online processing and the

other set of tables were to be loaded in an off-line mode with current data that would then be

used for the online tables in the next processing cycle. Switching took place in the early

morning hours at the end of the production nightly batch processing and after the load

process had completed providing the most current data to the user. Data would then be

loaded into the off-line DB2 TABLES nightly using batch process (BMCLOADs). After the

loading process is completed switching is done using DYNAMIC SQL to drops and creates new

aliases using the off-line tables as on-line and turning the online to off-line.

Senior Consultant (SR PROGRAM ANALYST)

As a SR PROGRAM ANALYST member of a technical team, coordinated the software

changes to the testing environment. Executed audits for completion of the change

management process to ensure all components in the packages are migrated. This process

was completed utilizing Audit Process, Compile Process and Promotion Process.

Developed new conversion programs and modified existing programs using COBOL II, DB2

and CICS. Changes were made to existing programs to avoid updates to the software

provider’s VSAM files. Wrote new utilities to update the DB2 tables containing business

codes, utilizing COBOL II, VSAM and API programs. Made improved JCL to incorporate client

system standards.

LUCENT TECHNOLOGI ES 06/1999 – 11/1999

PROJECT LEAD

PROJECT LEAD a team in a PL/1 to COBOL II conversion. Wrote specification addressing

new standard for program documentation, system functionality and enhancements.

Developed a conversion process using COBOL II to migrated data to DB2. Created test scripts

utilizing production data in order to test expected output using the DB2 Copy Utility, Fileaid

and IEBGENER.

Created copybooks using the DCLGEN process under the DB2 I-Panel in TSO/SPF. Consulted

the Y2K conversion project in converting existing VS COBOL to COBOL II. Changed COBOL

code to allow for date windowing and where needed used the LE390 Date Function.

Responsibilities also included adding new columns, adjusting the links to existing columns,

and modifying JCL where need.

SR PROGRAMMER ANALYST

As a SR PROGRAMMER ANALYST member of a technical team working on the Accounts

Receivable Management System (ARMS), wrote the Data Warehousing portion of ARMS using

COBOL II and DB2.

Coordinated and setup the testing environment on the system using ENDEAVOR. Established

the processes, which allowed for entry and exit points of code to be move into the integration

test. Created test scripts that tested the flow and presentation of data from one program to

another using IMS DB/DC and DB2.

Senior Consultant ( SR PROGRAMMER ANALYST)

As a SR PROGRAMMER ANALYST technical lead and was transitioned into a team lead

role as the project progressed working on the Merge In Transit System (MIT), designed and

coded 90% of the MIT System. Development was done using COBOL II, IMS DB/DC, and DB2,

which linked PC clients to the mainframe using ORACLE and the Oracle Listener.

While providing expertise in the MIT System provided technical and programming support for

existing legacy systems using IMS DB/DC, COBOL II, DB2 and BATCH Processing used VSAM.

US WEST 06/1992 – 05/1997

SR TECHNICAL LEAD

As a SR TECHNI CAL LEAD that eventually was promoted to team lead, completed

engagement with a large telecommunications/cable company. Designed and coded a large

system which created service orders that involved separating the data into individual

components in order to communicate the data to appropriate geographic locations.

Wrote program specifications, which allowed for the presentation of data to be appropriate to

the geographic location. This project was completed using COBOL II, DB2, IMS DB/DC, C/C++,

and MQ Series.

As a senior systems analyst completed engagement with a large telecommunications/cable

company, worked on an integrated system that provides purchasing and management of

material throughout the company. Provided technical support and maintenance for legacy

systems.

Utilized PC software (INFRONT) to access mainframe programs written in COBOL and CICS

using DB2.

Wrote Host Process Options to establish the communication link between the mainframe and

the PC. Wrote COBOL II programs to access DB2 database through DYNAMIC SQL.

As a SR PROGRAMMER ANALYST, completed engagement with a large

telecommunications company, developed applications that offer a wide variety of products to

the mobile telecommunications industry. Some of these applications dealt with usage

analysis, exception processing, account establishments and activation. Performed analysis,

technical and programming design, as well as unit and integration testing. Made

enhancements to the program specifications rating and validation applications. Coding was a

combination of COBOL II techniques and proprietary AMS MACROS.

As a T ECHNI CAL LEAD, working on an Oil and Gas Lease Project for the State of Oklahoma,

executed a full life cycle development effort utilizing COBOL II, IMS DB/DC and DB2.

As a technical lead, worked on large oil and gas company’s Commodity Billing System.

Contributed to the design and analysis of new programs and modified existing legacy

systems. Coding was done using COBOL II, CLIST, Dialog Manager, VSAM and CICS.

As a T ECHNI CAL LEAD, responsible for the rewrite of a security system did extensive

analysis and programming using CSP, DB2, QMF and COBOL to accomplish this project.

As a T ECHNI CAL LEAD, installed the CSP and DB2 version of ISI Payroll. Provided CSP and

DB2 technical support as well as wrote CSP and DB2 utilities to make modifications to the ISI

package. Rewrote the time entry system form ADABAS/Natural to CSP – ISI Payroll programs.

As a (SR PROGRAMMER ANALYST), provided system design and programming for a

generic Maintenance Material Management system for oil refineries. Developed this system

using IMS DB/DC, ADF 2, DB2, QMF, COBOL, and REXX.

This system handled inventory control, materials purchasing, disbursement, accounting,

purchase orders, receiving, material restocking, work order material allocation, de-allocation,

processing.

installed new products that used CSP and DB2. Developed productivity aids using CSP, DB2,
