conditioning equipment operations for the .5 million sq. ft. mid-Atlantic
region's, Veterans Administration Facility.
Facility control established via a Siemens building energy management
arrangement. The central plant is made up of (2) hi-temp hot water heating
boilers, (5) 450-ton motor driven chillers, (21) VFD controlled building
air handlers and all the associated auxiliary support equipment. While
utilizing the data being consistently updated and transmitted to the
central control-room, modifications to system operating parameters result
in improved energy management and decreased utility cost. Included within
the responsibilities of this facility is a critical I.T. environment where
consistent temperatures and humidity control are a must for the numerous
servers and associated equipment in the area.

Start-up engineer (temporarily contracted), for testing, data
collection, and remote operations of the central plant's heating, air
conditioning and auxiliary systems during construction and
commissioning of the new Kaiser Permanente medical center, in Irvine,
CA. Monitored and logged operating parameters over a wide range of
operational simulations for (2) hi-pressure steam boilers, (3) hi-temp
hot water heating boilers, (3) 600 ton motor driven chillers, (1) 500
ton gas engine driven chiller and all the associated auxiliary support
equipment. Verified that control phasing via the energy management
system performed per program design. Simulated abnormal plant
conditions for the purposes of testing audible and visual safety
devices and how they maintained plant safety designs. Modified system
control conditions as needed for various plant operational tests,
which guaranteed availability of emergency back-up power during
critical hospital processes. Performed extensive fire, life safety
equipment tests and verification of mandatory communication with
external monitoring services. Worked closely with in-house

Contracted for management of the engineering department for the North
Philadelphia Health System, through direct interaction with on site
maintenance directors. The primary focus being restructuring and
direction of all aspects required for satisfactory passage of the
scheduled Joint Commission survey. Hired to provide engineering
experience to a department that was lacking adequate structure. Based on
JCAHO standards, numerous requirements were in need of modification and
implementation. Provided specialized organization to maintenance
department personnel for the purposes of complete coverage throughout
various sectors of the facility. Collection of all PFI's identified
throughout their assigned areas were documented, organized by type and
assigned for corrective action. Daily updates of corrective actions were
submitted and master departmental action documents modified. Attended
weekly task force meetings where engineering status reports outlining
completion percentages were submitted. Met periodically with the medical
facility's CEO to discuss and plot strategic actions for priority
deficiencies within the facility. Daily collaboration and fact-finding
sessions with on site directors, for the purposes of improving compliance
status and utilization of qualified crafts more effectively. Provided web
based, computerized, maintenance management program, which was loaded,
programmed and put into service for individual hospitals. Complete

and implemented.
Specialized departmental preventive and corrective maintenance reports in
addition to casualty prevention and financial reports were generated and
submitted to facility administrators, from quarterly to annual
timeframes. Computer based work order program was also developed,
implemented and utilized to track and provide continuous status of day-to-
day trouble calls. Provided direct support and supervision in
organization and revision of medical facility maintenance manuals and
documentation (statement of conditions, utilities management plan and the
7 environments of care), also a major requirement for Joint Commission
Accreditation. In conjunction with preparation for the JCAHO inspection,

Safety inspections also expected during that quarter. Lastly, diagnosed
