The School District of Palm Beach County, West Palm Beach, FL Apr 2005 - Current
As the 11th largest urban school district in the country, the District operates over 200 schools, serves 176,000 students, and
has 25,000 employees including 12,000 teachers. It is the only school district in Florida to have received an A rating six years
in a row.
Director, Special Projects-Office of the CIO Jul 2008 - Current
Established the Project Management Office (PMO), developed and managed the portfolio of technology projects, and
facilitated District wide collaboration and communications amongst all stakeholders, students, teachers, parents, community,
and administrators.
• Developed the vision and strategy for the PMO implementation including methodology, tools, and training.
Implemented Microsoft Project Server 2007 and designed templates for charter, scope, plans, status, tasks,
risks, issues, resources, and budget tracking. Developed project scorecard for portfolio projects.

• Championed the organizational change towards the acceptance and use of project management best practices and
conducted project management training programs. Directed and mentored project managers to effectively manage
projects including business process analysis, creation of project charters, scope documents, project plans, project
status reports and dashboards, as well as stakeholder communications.
• In collaboration with CIO, technology stakeholders, and the Chief Financial Officer, developed and managed the
portfolio of technology projects. Sample of portfolio projects included Courion Identity Management
implementation, Windows 7 upgrade for 65,000 computers, Disaster Recovery for mission critical applications,
business process analysis and roadmap for mainframe replacement, server virtualization, wireless network for
schools, development of security policies, and Riverdeep Learning Village implementation.
• Directed the technology convergence project to consolidate all decentralized technologies under the CIO’s oversight
for functions, roles and responsibilities, governance, customer support, service level agreements, hardware,
software, and technology acquisitions and contracts. Resulted in $1.5 savings million annually.
• Established and chaired the Technology Clearinghouse Committee consisting of technology stakeholders to
centralize, review, and control technology purchases across the District to eliminate duplicity, determine ROI, and
ensure support and maintenance. Elimination of redundant software resulted in recovery of $2.2 million in 2010.
• Established and chaired the Technology Advisory Committee consisting of technology leaders in the community to
share best practices and leverage economies of scale for common technology purchases and contracts. Partnerships
resulted in $1.75 savings million annually.
• Developed strategy to migrate technology processes and systems to an enterprise architecture and service oriented
architecture frameworks.
• Assisted the new CIO with organizational change and development, including recruiting of director and manager

• Managed project to migrate 32,000 users from the Exchange email system to Google Applications and Postini email
archival/eDiscovery. Developed training and communications programs. Resulted in $1.1 million savings annually.
• Created and delivered presentations to senior leadership. Regularly provided updates to senior leadership

Directed teams of programmers, DBAs, and system administrators in the development and support of all enterprise wide and
custom applications, including the District website.
• Directed application development and technical support functions for PeopleSoft ERP, the Educational Data
Warehouse, records management, TERMS student system and state reporting, school support functions,
facilities applications, school food service system, transportation system, HR state reporting, web and custom
application development, MWBE/SBE (Minority and Small Business) system, and data center operations.
• Collaborated with business owners to perform business process analysis using various techniques such as SWOT
and MOST. Implemented guidelines and procedures for business process analysis, requirements gathering, and
UAT diagrams.
• Implemented Microsoft Team Foundation Server 2005 for streamlining software development and QA. Developed
procedures for functionality definitions, system staging for development/test/production, performance
monitoring, stress/load testing, database and application tuning, application of patches and upgrades, scalability, user
acceptance testing, and release management procedures.
• Collaborated with internal and external stakeholders such as the Health Care District, Children’s Services Council
and Palm Beach County to develop Service Level Agreements that included service levels, issues
reporting/escalation, performance measurement and metrics, and on call procedures.
• Performed needs analysis for replacement of enterprise legacy systems including ERP and student information
systems. Developed and roadmap for migration from legacy to enterprise web based or SaaS solutions.
• Managed the implementation of PeopleSoft ERP v8.9 HR and FIN modules implementation and the post GoLive
support. Implemented performance monitoring tools, QA, and testing processes, and 24/7 on call procedures.
Providing in-house support resulted in $350,000 savings annually.
• As owner of the ITIL change management process, established the Change Advisory Board, implemented
ChangeGear software to track requests for change (RFC, along with a Configuration Management Database
(CMDB) for all hardware and software items. Process eliminated unexpected migrations and system outages.
• Implemented ITIL service management processes complete with a three tier service center, Heat incident reporting
system, and Bugzilla issues reporting system. Reduced backlog and abandonment rates by 55%.

• Implemented Microsoft BizTalk EAI to integrate the District’s applications using a Service Oriented Architecture.
• Compiled and administered an annual budget of $12.0 million, in line with the stakeholder needs and the District’s
5 Year Capital Budget Plan.
• Responsible for day to day administration of 35 staff members to provide guidance and mentoring, career
development paths, establishing best practices in project management and SDLC methodologies, and departmental

Company owns and operates a 365 mile 1440 psig natural gas pipeline beginning at the NY-Canada border, crossing through
central CT, and terminating at South Commack, NY. The pipeline serves over 250 gas and utility companies.
Manager, Telematics and Business Technologies Jan 1999 - Mar 2005
Key management team member overseeing all strategic, technical, operational, and management functions of the Company’s
mission critical systems, to centralize gas operations and automate processes.
• Led all stages of implementation of the Telvent SCADA (Supervisory Control and Data Acquisition) system to
collect data in real time for 300,000 telemetric points from 65 remote locations. The system was built on
Sun OS with Sybase database and later upgraded to the HP-UX platform with a Sybase database.
• Engineered and built the 24-hour Gas Control Center consisting of centralized monitoring and control capability for
entire pipeline and facilities, along with a standby/backup disaster recovery center.
• Developed the SCADA 5 year business plan to support the Company’s rapid growth and increase in gas sales and
new FERC and USDOT regulations.
• Developed Service Level Agreements with customers to ensure zero interruptions in delivery of gas. Conducted
customer workshops on gas operations and pipeline safety systems.
• Implemented the online customer portal as mandated by FERC Order 636. The portal served over 250 customers for
gas nominations, managed customers’ credit worthiness, contracts, types of service, rates charged, quantity of gas
nominated versus taken, produced reports and invoices, and posted annual customer surveys.
• Managed the JD Edwards implementation for financials, procurement, and work orders, through all stages
including business requirements definition, vendor selection, project plan, development, testing, training, and
post implementation support.
• Managed implementation of COBIT standards required for SOX compliance for all technology systems and
functions, including strategy, policies, service level agreements, and standard operating procedures within the four
COBIT domains.
• Developed the Code of Operating Procedures and the Business Continuity Manual for business systems including
SCADA system, JD Edwards ERP System, and online customer portal.
