Supervised a staff that which is responsible for the design and support of
WMATA transit communication systems. Systems include: CCTV, Fire and
Intrusion, Access Control, Public Address, security systems, CRCS and PSRS
radio system with Distributed Antenna System, wireless networks, electronic
message displays, data and voice networks (VOIP Based), and SCADA systems.
Design and support activities include developing specifications, design
criteria, Interface Control Documents, and drawings, review vendor design
and testing submittals, resolve design issues, and interpret codes and
standards. Special project includes the development of a PC/PLC based
SCADA system and Energy Performance Contracting.
Previous responsibilities include senior project/construction engineer
activities on the Brentwood Yard Expansion project where I interpreted
plans and specifications, prepared reports, reviewed submittals, designs,
layouts, etc involved in the construction and commissioning of the assigned
project. Reviewed cost controls and reports. Prepared and reviewed
subcontracts change orders, and contractor claims. Prepare schedules,
coordinate subcontractor activities, interfaced with operations and
coordinate activities with local and state officials.
Additional past responsibilities include the Safety and Security
Certification coordinator and Systems Integration Engineer for the New York
Avenue Infill Station and the Largo Extension as well as preliminary
Security and Safety Certification activities for the Dulles extension. In
this position, I coordinated field testing, startup and commissioning
activities for various systems such as ATC, AFC, AC Power Distribution,
UPS, Lighting, DC Traction Power, Elevators, Elevators/Escalators, HVAC &
chiller systems, pumping and drainage systems as well as water treatment

Graham Engineering Corporation (York, Pa) - Project Manager/Design Engineer
June 1997 to July 2004
Organized and supervised a team of engineers and technicians to develop the
control system for the GEC4 Rotary shuttle. This team designed, developed,
and deployed the PC/PLC control system used for an eleven-unit order of
rotary shuttle machines targeted at the international plastic blow molding
industry. I was responsible for the budget (>$2M), supplier management,
schedule, customer acceptance, software development, and schematic
development. Typical control systems included hydraulic and pneumatic
motion control, electric servo motion control, electrical power
distribution (460 VAC and below), data collection, safety and reliability
analysis, wireless communication, remote diagnostics and real time PC/PLC
monitoring. Major component suppliers included Wonderware, Iconics, KWSoft,
PLC Direct, Indramat, Modicon & Allen-Bradley. Ensured final product
complied with safety standards and design requirements of the international
marketplace as well as resolved problems.
Frank Electric Corporation (York, Pa) - Senior Project Engineer
April 1994 to May 1997
Responsible for the design, testing, installation and project management of
PLC based control systems used primarily in the water and wastewater
industry. Typical design activities include the development of PLC and HMI
software, the design of relay based control panels, the selection of MCC
sections and VFD's; the development of PLC and WonderWare monitoring
(MMI/SCADA) software. Project management activities include the selection
and ordering of components, the preparation of shop drawing submittals,
supplier management, customer acceptance, and the coordination of testing
and manufacturing operations. Additional duties include the preparation
of Operation & Maintenance manuals, conducting training for plant
operators, establishing project schedules and budgets, estimating new
projects and troubleshooting malfunctioning or defective systems.
Specific projects include various pump stations, a Turbine Oil Blending
Facility (Kuwait) and the Ballenger Creek WWTP.
Gannett Fleming (Camp Hill, Pa) - Instrumentation and Control Engineer
August 1992 to April 1994
Responsible for the design of PLC based Supervisory Control And Data
Acquisition (SCADA) systems used for the monitoring and control of new and
existing water and wastewater treatment facilities. Primary duties
include developing computer architecture, generating the instrumentation
section of the specifications, developing and producing Loop Drawings,
Ladder logic, and PID documentation, developing and reviewing MMI and PLC
software, IO and alarm lists, designing control rooms and control panels
and developing Operation and Maintenance (O&M) manuals. Secondary duties
include close coordination with the electrical engineering department to
ensure the proper application of wiring, fiber and conduit, the proper
distribution of emergency and normal power, and the proper selection of
motors, Variable Frequency Drives (VFD) and Motor Control Centers (MCC).
Additional duties include estimating costs, reviewing shop drawings,
troubleshooting and overseeing start up activities.
McDonnell Douglas Corporation - Lead Integration Engineer
September 1986 to February 1992
Long Beach, CA (9/90 - 2/92) supervised the three-member EMC design staff
on the C-17 aircraft. Successfully established the customer approved EMC
and RF design and test program required for aircraft certification.
Generated test procedures, co-ordinate test activities among the many
disciplines and government agencies, performed test, and wrote test report
at the successful completion of test activities. Provided EMI design
guidance and test support to suppliers.
MESA, AZ (4/88-10/90) Responsible for the EMI system design of the Mission
Electronics Package on the LHX helicopter. Performed analysis as required
to establish EMI, lightning, RF compatibility, and fiber optic design
requirements. Provided technical interface with Army on EMI related matters
and prepared EMI related sections of the proposal. Provided cost estimates,
defined submittal requirements and developed EMI related sections of
supplier procurement specifications.
St. Louis, MO (10/86-4/88) Responsible for the EMC system level test
program on the F-15E. Performed tests and generated Test Reports and
Procedures. Provided EMI/C design guidance and testing support to
suppliers. Reviewed proposals and established EMI/C requirements for new
