RESUME AND WORK EXPERIENCE

I am a technically diverse expert in the design, application, and integration and after sales service and support of

alternative fuels systems. During my work career I have developed the skills sets needed to allow me to develop

the processes, designs, and control methods for second stage manufacturing facilities which install alternative

fuel systems. I have also developed the skills required to provide specialized trouble shooting, special tool

development, service and parts documentation development, warranty management control systems, EPA, and

CARB warranty tracking systems and owner/user documentation. During my career I have traveled extensively

worldwide and visited more than 75 countries and worked extensively in Asia.

BACKGROUND AND EXPERIENCE:

2007 to Present – President Roger Toale LLC:

In 2007 I formed a limited liability corporation to provide consulting services to OEMs and private corporations

around the world. The company provides specialized services which include development of full stand alone

service manuals for alternative fuel systems, parts manual, owner operator manuals, process assembly

documentation, receiving and in process control plans, OEM PPAP document preparation and electronic

warranty system development. In addition the company provides alternative fuel system design, packaging and

validation services, domestic, and international trouble shooting. Key accomplishments:

• Developed and maintain four warranty tracking and electronic claims filing systems to track EPA and

CARB certified fuel system sold in the U.S.

• Completed the design, packaging, validation, calibration, design drawings package, prepared PPAP

documentation, developed service, parts and owner’s manuals and developed the second stage

manufacturing process and established the facility to build the GM Thailand C190 DDF vehicle for the

Thailand market which produced nearly 1000 vehicles.

• Completed the design, packaging, validation, calibration, design drawings package, developed service,

parts and owner’s manuals and developed the second stage manufacturing process for a CNG DDF

system for the Mercedes OM422 series engines

• Completed the concept design and packaging of CNG systems for the GMT Optra, Aveo and Captiva,

Nissan Teana and Teida, GMT C190 DDF Flat deck, Mazda passenger cars, TATA pickups, and Toyota

passengers cars which resulted in the production of 16,000 vehicles over 3 years

2005-2007 – President Hybrid Fuel System: Atlanta GA.

Responsible for all the day-to-day activities of the Atlanta based R&D facility which designed, assembled, and

sold CNG Diesel Duel Fuel (DDF) system. Key accomplishments:

• Organized the R&D facility by implementing day to day controls to maximize the development cost and

timing for engine development programs

• Developed CNG DDF engine system for Detroit Diesel, Isuzu, Weichai, Daewoo, Mercedes, and

General Motors Thailand

• Secured a Tier I contract with GM Thailand to develop, validate, and supply a CNG DDF system for the

GM C-190 pickup truck for use in Thailand

1993-2005 - IMPCO Technologies and subsidiary Quantum Worldwide: Cerritos, Irvine CA. & Detroit

MI.

IMPCO: Technical Service Manager, responsible for resolution of all domestic and international service

issues associated with LPG, CNG, LNG, and Digester gas components and installation. Responsibilities

included release of all service publications, product brochures and technical documentation for all

IMPCO product lines, application engineering, production line support, warranty management, infield

problem resolution, manage all safety certifications of the IMPCO product line and manage a staff of 7

technical service personnel.

Quantum Worldwide: In 1995 IMPCO signed a contract with GM NAO to develop multiple alternative

fuel platforms this activity was spun off into a new venture which was later called Quantum

Worldwide. From 1995 to 1997 I was responsible for the service readiness activities on all platforms,

crash vehicle development and readiness, validation vehicle assembly and repair, development of

second stage manufacturing facilities. From 1997 to 1999 I was assigned to work at the GM facilities

under the direction of GM management to learn the GM vehicle development processes from design

concept to after sales support. From 1999 to 2001 I worked at the Quantum corporate offices in

California. Key accomplishments:

• Developed 5 GM style and format service manual supplements for the alternative fuel vehicles

• Developed and managed 4 second stage manufacturing facilities for installation of CNG and

LPG system on GM vehicles

• Developed and implemented the first on-line build of a CNG vehicle at the GM De Mexico

Ramos assembly plant to build NAO CNG J-cars for the US market

• Managed all the CNG component, sub-system, system and vehicle validation for the CNG and

LPG programs

• Developed alternative fuel system concept vehicles for GM NAO, GM Thailand, Shanghai

GM, GM De Mexico, Toyota, BMW, and other private interest groups

I was reassigned back to IMPCO in 2001 due to economic slowdown at Quantum and took over the

IMPCO Technical Service Group as service manager. Key accomplishments:

• Developed and published 28 engine service manuals to support the IMPCO industrial engine

program

• Developed parts, user instruction and warranty manuals for all IMPCO EPA and CARB

certified engine products

• Developed a EPA and CARB certified warranty tracking system and an electronic warranty

claims submission program

1989-1993 - Consulting on industrial Engine Application and Alternative Fuel System Design

Technical consultant: providing engine application consulting services, to OEM equipment packagers.

Projects included new engine application, engine retrofitting, applications engineering and domestic

and international trouble shooting. Design, integration, validation, and kitting LPG fuel systems for

large forklift OEM manufacturer.

1975-1989 - Material Handling Supply: Buena Park California

One year as a heavy equipment service technician, promoted to shop foreman supervising 35 shop

personnel for 2 years, promoted to service manager supervising 75 service department personnel for 4

Years, laterally transferred to parts manager supervising a staff of 14 people for 4 years, transferred to

manager of industrial engine sales for 3 years. Key accomplishments:

• Increased service technical staff from 26 to 75

• Established a forklift rental fleet of 300 units
