Job Title: Environmental Management Coordinator

Hazardous Materials Coordinator

Action Planning Team Leader

Security Operations Center Officer

Lead Transportation Security Officer

Currently detailed to regulatory, compliance, and investigative duties

Employed: December 15, 2002 to Present

Hours Per Week: 40+

Current Pay Band: SV/00-F - Equivalent to GS-7

Supervisor: Dr. Richard Ham 501-***-****

I have been employed with the Transportation Security Administration at Little Rock

National Airport since December 15, 2002. During this time I have performed many

screening functions as a Transportation Security Officer and a Lead Transportation

Security Officer. I have also served as a Supervisory Transportation Security Officer on

many occasions when asked.

Currently I am working in the Regulatory Inspection division at Little Rock National

Airport, Transportation Security Administration. I perform my duties reporting directly

to the Assistant Federal Security Director of Regulatory Inspection, Dr. Ham. Under Dr.

Ham, I am responsible for supervising the Hazardous Materials, Environmental

Management, Voluntarily Abandoned Property, Claims Management, Lost Property, and

Recycling Programs for all airports in the Little Rock Hub and Spoke Organization (eight

total airports). I am responsible for implementing, maintaining, and enforcing all

procedures pertaining to these programs in order to stay in compliance with TSA and

other federal regulations. I am also responsible for conducting investigations regarding

safety concerns and work place injuries. I perform inspections regarding these programs

on a regular basis to include all eight airports. I serve as the Federal Security Director’s

Designee for these programs. I was selected and certified in August, 2004 as the first

Hazardous Materials and Environmental Management Coordinator for Little Rock

National and its spoke airports. At the direction of the Federal Security Director I have

created forms and procedures that are used on a national level for reporting the

accumulation of hazardous materials and voluntarily abandoned property. I also

developed the HAZMAT Field Guide which has been distributed and is in use at airports

nationwide. I have also created other materials such as the LIT Material Safety Data

Sheet Handbook which is in use by other federalized airports. I selected individuals as

points of contact at each of the spoke airports and have taken part in selecting alternate

points of contact at Little Rock National Airport. I utilize my points of contact to

implement, maintain, and enforce all procedures pertaining to my programs. I have

submitted some of these individuals for cash awards, with approval from the Federal

Security Director, for exemplary work.

Currently in the Regulatory Inspection division I am tasked with assisting the

Transportation Security Inspectors (TSI) regarding cargo and general aviation security

testing. As a (TSI) informant I successfully completed a test that only three others have

been able to compete in the history of the Transportation Security Administration. I am

also responsible for conducting inspections and investigations on Independent Air

Carriers ensuring FAA and TSA compliance.

From April 2006 to December 2006 I was detailed to Administration. Here I was tasked

with providing support to the FSD Staff as needed. I headed a committee responsible for

the implementation of the Integrated Conflict Management System at the Little Rock Hub

and Spoke Organization. I serve as the chairman of the HUB Pioneering Committee. I

have constructed a charter that sets forth the guidelines for, and puts into action, the

Integrated Conflict Management System. I also serve on the National Advisory Council

representing the federalized airports in the state of Arkansas. At the direction of the FSD

I am currently constructing the LIT HUB and Spoke Mentoring and Awards Programs. I

have also taken on the task of overseeing the LIT Newsletter.

On August 23rd 2006 I was named the leader of the Action Planning Team (APT) by the

FSD. As the leader of the APT I head a committee of 12 individuals’ from across the

state to analyze data and make recommendations, to the FSD and his staff, seeking

improvements in overall job satisfaction. I work closely with the Administration Officer

to coordinate milestones within the scope of the APT. After reviewing the 147 points of

data we identified issues such as safety. After submitting our plan of action we were able

to bring safety experts in from Washington to help redesign our passenger checkpoint.

Since, we have recorded fewer work related injuries.

In December of 2006 I was selected to serve as a lead in the Security Operations Center.

I was responsible for preparing daily briefings. I also prepared reports and other

paperwork for the FSD and staff before the beginning of business each day.
