Project Experience
May 2005 to May 2009, Comforce Technical Services assigned to Boeing
Commercial Airplanes, Project Management Specialist. Project planning, cost
and schedule control, and earned value analysis for Airplane 747 passenger-
to-freighter conversion project. Developed and maintained cost/schedule
baselines, and estimates at completion. Prepared cost/schedule variances
analyses, analyzed program performance. Provided mentoring and training of
personnel.
September 1991 to May 2005, Parsons Corp, Principal Member of Technical
Staff. Various assignments including:
Parsons, Charlotte Light Rail, Project Controls Manager. Developed Work
Breakdown Structure and time-phased budgets and schedules utilizing
resource-loaded CPM schedules for the Engineering, Procurement, and
Construction of the South Corridor rail project. Analyzed project
performance and prepared cost proposals.
Parsons, Inland Feeder Project, Metropolitan Water District of Southern
California, Chief Project Controls Engineer. Responsible for planning and
schedule control of a 43 mile long, 23 foot diameter, combination water
tunnel and buried pipeline. Recommended modifications to the Project
Management Information System to be implemented by the District.
Parsons, Design-Build, AT&T Internet Data Centers, Project Controls
Engineer. Prepared master program schedules for Atlanta and Austin Data
Centers, reviewed contractors resource-loaded schedules, incorporated
approved contractors schedules into master schedule. Provided weekly
schedule maintenance reports and physical percent complete curves. Assisted
in coordinating contractor's work. Atlanta Data Center received the Design-
Build Institutes' project of the year award for 2001.
Parsons, Design-Build, Dept. of Motor Vehicles of New Jersey, Project
Control Engineer. Provided schedules for construction of new stations and
additions, upgrades, and remodel to existing 35 Centralized Motor Vehicle
Inspection Stations. Developed an integrated project schedule, scheduled
subcontractor reviews, updated and published current schedule, developed
contingency schedules for management, reported schedule position data in
meetings.
Parsons, Design-Build, Orleans Parish School Board, Cost and Schedule
Control Specialist. Responsible for developing, maintaining, and updating
the cost-loaded master program schedule for design, renovation, and
construction of 60 school facilities in the Capital Improvement Program.
Parsons, Disney "Magic" Cruise Ship, Venice, Italy, Scheduling Consultant.
Responsible for preparing weekly construction completion schedules and
issuing reports to ensure the ship meets its planned maiden voyage.
Parsons, Idaho National Engineering Laboratory, Idaho Falls, Idaho,
Primavera Expert. Responsible for leading a project controls team to
develop and implement project schedules for the operation of the 900 sq.
mile nuclear facility.
Parsons, Design-Build, EcoCentrum, Manila, Philippines, Scheduling
Consultant. Responsible for establishing project controls systems and
procedures for the design and construction of a 25 hectare theme park
containing three office towers, two hotels, a Cathedral complex, retail
town center, and four thematic villages. Duties included defining the Work
Breakdown Structure (WBS), writing schedule and cost engineering
procedures, and developing resource-loaded CPM schedules.
Parsons, Design-Build, US Virgin Islands Hurricane Recovery Project,
Project Controls Manager.
Established project controls systems and procedures for the repair of
public buildings and
Infrastructure damaged by Hurricane Marilyn. Duties included defining the
WBS, developing the program master schedule and project budgets, developing
a funds tracking program, and document control. Participated in the
selection of Architects, Engineers, and Contractors.
Parsons, Los Angeles MetroRail - Special Assistant to Project Controls
Manager. Revised and established policies and procedures for effective
project controls. Provided training to project controls engineering staff.
As Chief Planner/Scheduler, authored and implemented specifications
requiring contractors to generate monthly requests for payment from an
approved cost and materials resource loaded schedule. Oversaw development
and maintenance of master project schedules, creation of workaround plans
for schedule delays or advancement, and review of contractor prepared plans
and schedules. Provided cross training for cost engineers and schedule
engineers.
September 1988 to September 1991, Hill International, Inc., Los Angeles
Metro Rail, Escondido and Los Angeles, Project Director. Analyzed
contractor and owner prepared schedules, reported findings and made
recommendations to owner, construction manager and the Federal Government,
as well as authored sections of Hill's monthly report. Schedule analyses
included: evaluation of multiple contract schedule integration (including
design and real estate acquisition activities); analysis of monthly
schedule updates; determination of impacts to Revenue Operations resulting
from prioritizing track alignment; review and identification of project
contingency and float; analysis of delay impacts to Revenue Operations;
comparison of Level-4 Schedule information to Level-3 Schedules; and review
monthly Owner report format.
December 1984 to September 1988, Snodgrass Associates, Inc., Project
Management Consultant. Developed and maintained cost and resource-loaded
CPM schedules for building Contractors and Owners. Negotiated cost changes
and time extensions, prepared economic analyses (DCFROR and NPV) and
performed claims evaluation. Authored computer program for performing
economic feasibility studies for proposed commercial development projects.
September 1980 to December 1984, Atlantic-Richfield Company, Senior
Planning and Evaluation Engineer. Supervised the design, construction, and
start-up of an experimental chemical reactor. Responsible for planning, CPM
scheduling, and economic evaluation of all chemical process development
