SUMMARY OF EXPERIENCE:
More than 19 years of combined experience in Government Health and
Safety Management, Government Security, and Law Enforcement.
Nine years have been in Health and Safety Management on short term
assignments as a trouble-shooter for numerous government and
commercial projects to assist with safety oversight and
implementing corrective actions when needed. The main area of
focus of responsibilities on these short term assignments are
conducting safety audits, project event and incident
investigations, project specific safety training, pre-employment
orientations and drug screening, as well as maintaining equipment
and material accountability data and conducting quality assurance
monitoring. The most recent assignment with Fluor was the Health,
Safety, and Environmental Supervisor for the Fluor ACP Project in
Piketon, OH and before that as the Health and Safety Technician
for the Fluor Government Group's FEMA Individual Assistance Project
in response to the Hurricane Katrina and Rita disaster relief
efforts throughout the state of Louisiana.
Collective experience and responsibilities for over 19 years as a
Government Security Specialist and law enforcement agent have
included law enforcement for Camp Carroll and security escort for
classified material in South Korea, as well as patrol supervisor,
squad leader an investigator with the 260th Military Police
Company. Security assignment at Ft. Eustis, Virginia, included
investigations, narcotics and training officer for new patrolmen.
Also assigned as the Chief of Protective Services in Honduras,
Guatemala, Belize, El Salvador, Nicaragua, and Panama, to handle
security for military officials traveling throughout Central
America.
Current Law Enforcement and Investigative experience in the state
of Ohio and West Virginia consists of criminal, civil, and domestic
investigations, and uniformed security details. Other
responsibilities include monitoring, bodyguard and fugitive
recovery services, as well as providing court testimony on related
cases. Currently licensed as a Private Investigator/ Security
Provider in OH and WV with firearms qualifications.

Provide Safety over site to USACE project. $13 million project from
ground up to build 27 buildings over a 400 acre training area for the
military to use for small arms training. Buildings were CMU block on
concrete foundations. Wrote safety plans and approved sub contractor
safety plans for confined space, fall protection, excavation, emergency
action, etc.. Coordinated with the sub contractors and USACE
management to ensure OSHA and EM 385-1-1 compliance.

Provide on site safety services to Pioneer Pipe Inc at the Alcan project
in Ravenswood, WV as the site safety manager. Perform site audits,
incident/accident investigation, worker's comp management, site specific
training such as the Alcan site orientation, lock out tag out training,
fall protection training, aerial lift training, scaffold training,
respiratory protection training, confined space training, excavation
training, drive safely training, General work permit training ( JSA),

Pipe, Inc., work with onsite supervision to keep crews in compliance,
and conducted safety training was completed on a daily bases to comply
with the site specific as well as OSHA requirements..
Current Class A License holder with Department of Homeland Security,
State of Ohio as a Private Investigator and Security Guard Provider with
firearm qualifications. This license requires 2 background checks
through Ohio BCI and the FBI each year.

Short term assignment as a member of the project start-up Health and
Safety team, Responsibilities included assisting management with
structuring Fluor's policies and procedures to encompass the tremendous
amount of Health and Safety concerns for project personnel, that would
be apart of this project while providing individual assistance to the
victims of Hurricane Katrina and Rita. Actively involved in the day to
day process of enforcing the project safety policies an ensuring that
project personnel were compliant while performing their duties.
Assisted with event investigations and evaluation of incidents that
occurred throughout the six districts across the state of Louisiana.
Prepared daily reports for the Safety Management team and provided
around the clock point of contact emergency assistance for project
personnel. Provided and maintained safety tools and equipment for
project personnel and the project office. Interfaced with District
Safety Technicians to ensure continuity of Health and Safety guide lines

which consisted of building safety, the water treatment plant,
switchyard, cooling water tower, cooling water line and the

GS- 809-06 CONSTRUCTION INSPECTOR
U.S. Army Corps of Engineers
May 1996 - January 1999
Construction Inspector on the $1.3B Olmstead Lock Project and the
$100M Winfield Lock and Dam Project for the U.S. Army Corp of
Engineers. Responsibilities for both projects included overseeing
the Quality Assurance inspections for compliance and accountability,
which also included performing Quality Assurance and Safety audits
on all of the project contractors. Field Supervisor in Public
Relations for the purpose of maintaining project integrity following
Hurricane George. Supervisor for 14 inspectors in 11 cities. As
the government representative I was the supervisor that the
contractor supervisor answered to for safety and quality issues.
MILITARY POLICE/GOVERNMENT SECURITY SPECIALIST

November 1987 - July 1994
Following Military Police training and during three years of Army
Reserves, provided prisoner escorts and served as the NBC-NCO, as
well as conducted training in investigative techniques.
Active Duty status began November 1990, at Ft. Leonardwood,
Missouri, as a Security Specialist in charge of maintaining security
of personnel being released from military duty for unlawful
behavior.
Assigned to the 260th Military Police Company stationed in South
Korea. The company mission was to provide law enforcement for Camp
Carroll and provide military escort of classified material.
Assignments and responsibilities while in South Korea included
patrolman, investigator, squad leader, and patrol supervisor.
Assigned to Ft. Eustis, Virginia as a patrolman. Responsibilities
included general law enforcement duties, but were extended to
investigations and narcotics. While stationed at Ft. Eustis the law
enforcement assignment extended to an international assignment as
the Chief of Protective Services to handle security for military
officials that traveled throughout Central America, such as
Honduras, Guatemala, Belize, El Salvador, Nicaragua, Panama. The
final assignment of a seven year military career was as a Training
Officer for new patrolmen.
