Project Manager - contract at American Airlines
Gathered and documented requirements for modifications for a warehouse
management system using handheld barcode scanners. Met with business
owners, architects, developers and other project managers to ensure all
requirements are included in the documentation and ready for client
approval. The methodology used was agile, including scrum and iterative
development. The major tool used was MS-Project to manage the tasks, and
Rally to document the user stories and organize the feature backlog,
release backlog and burn-down charts in the agile environment.

Led team of architects, developers and QA personnel for development of
systems needed to fulfill Farm Bill obligations by the USDA legislated by
US Congress. Managed the complete SDLC used by the federal government.
The methodology used was agile, including scrum and iterative development.
The major tool used was MS-Project to manage the tasks, and Excel to
document and organize the feature backlog, release backlog and burn-down
charts in the agile environment. The issue tracking system was ClearQuest.
Accomplishments:
. Envisioned and managed the development of a 'core payments team' used
by 6 different payment systems which reduced development work for a
payment system by 60%.
. Interviewed, hired and staffed 20 resources in 3 months for this
successful development effort.

major tool used was Clarity for requirements, approvals, time entry and
reporting. There were several formal toll gates throughout the process.
This business is a leader in the tax preparation industry.
Accomplishments:
. Managed creation of a new process and new systems to prepare 80,000
computers in the tax offices for the next tax year. The methodology
included an agile environment using Clarity as the project management
tool.
. Managed requirements gathering of a command center tool to be used by
remote field technicians to update and trouble-shoot issues remotely.

Volunteered as a project manager for projects undertaken by the KC IT
Professionals user group on Linkedin. This group volunteers their time for
non-profit organizations and charities.

. Established a project management methodology for the group to use for
it's projects. The methodology included setting up the flow of
projects and the templates. This methodology is consistent with the
PMBOK.

Technical Services Manager
IT management of projects, personnel and P&L of the IT team, including
wireless network installations, system development, QA and support. My
goals were to establish and implement a project management methodology
consistent with the PMBOK, make the IT team scalable, remove "barriers"
with the sales team, and improve revenues from the technical services team.
Achieved all goals within 15 months. The methodology used was agile,
including scrum, iterative development, pair programming and just in time
development, WBS, Requirements Traceability Matrix (RTM), MS-Project,
presentations to executives, semi-formal gating between phases and weekly
status reporting with EVM and project forecasting. This small business
(~20 employees) company is the regional sales leader of Motorola scanners.
They also provide wireless network installs and software development for
Windows Mobile barcode scanners for warehouses and field service
operations, such as delivery drivers or utility service workers.
Accomplishments:
. Completed 7 full software development life cycle projects within +/-
10% of budget and on-time. Projects ranged from 300 hours to 2,000
hours. Four of these were concurrent development.
. Developed Work Breakdown Structures (WBS) for the projects.
. Incorporated Scrum methodology, resulting in better time to market and
meeting budgets and timeframes.
. Established and enforced an Agile project methodology following PMI
guidelines.
. Increased customer billing to $150K/month from the IT team for the

Project Manager - Contract at Assurant Employee Benefits
Managed IT projects in a matrix management environment to successful
completion using Assurant's standard practices, EVM, project management
packages and provide accurate reporting and oversight to the oversight
committee. Standard practices included waterfall development using
Requirements Traceability Matrix (RTM), eProject, formal gating between
phases, presentations to the Executive Oversight Committee and weekly
status reporting with EVM. Additional responsibilities included working
with the business analyst in definition, requirements gathering and
developing the business requirements. The company provided insurance for
employee benefit packages.
Accomplishments:
. Managed the full life cycle development and implementation of 3
projects, and managed a 4th that was on-time when my contract ended.
Three of these projects were concurrent development.
. Managed development of a new data warehouse for their life insurance
division, saving the company $4,000,000 a year in consulting fees.
This was estimated at 5,000 hours and 5 months. This was completed on-
time using a team made up to all contractors.
. Oversaw development of a data synchronization effort for the
healthcare insurance division, to synchronize data for the quote and
policy departments. This project was estimated at 9,700 hours, and it
was on-time when my contract ended. I transitioned it to another
project manager.
. Redeveloped the PDLC/SDLC methodology to convert a standard waterfall
project management to an Agile process. This project was completed in
3 months.
. Instituted a security initiative to encrypt hard drive on 10,000
employee laptops using WinMagic's SecureDoc system. This project had
a 1 month span handed down from company executives. It was completed
on time.

Sr. Project Manager
Managed personnel, project, EVM and P&L for a health care system for the IT
early intervention team. Methodologies consisted of agile methodologies,
including scrum, iterative development, just in time development and pair
programming, use cases, MS-Project, formal gating between phases,
presentations to executives and weekly status with EVM. The system
included a provider credentialing section to approve providers that want to
participate, a case management section to enter information about the
patient, a provider assignment section to assign a medical provider to the
patient, a claims entry section where the provider would enter the claims,
a provider payment system to pay the providers for their claims through EFT
or a paper check, a file transfer section that would read and write HIPAA-
compliant EDI files and a fund recovery section where we would interface
with Medicaid, Medicare, insurance companies and other payors to recoup
those funds. The first payor we worked with was Anthem. The Early
Intervention data warehouse contained medical records for 10MM children in
five states, with over 100MM claim transactions every 2-3 months. The
system was fully HIPAA EDI compliant, using BizTalk with the HIPAA
Accelerator. Our clients were the Department of Health and Human Services
Divisions for Indiana, Missouri, West Virginia, New Jersey and Louisiana.
Responsibilities included JAD sessions with the client, requirements
gathering, business requirements development, obtaining client sign-off on
business requirements, WBS creation, development of the project estimate,
EVM management of the projects throughout the software full life cycle
development, and project close-out activities such as the post-mortem
gathering and presentation.
Accomplishments:
. Managed the full life cycle of a migration from a legacy VB system
running on a distributed environment into a 25,000 hour, $1,500,000
budget, web-based, time-sensitive, data warehouse system running on a
server farm with Windows and Linux with full redundancy on time and
under budget . This was a case management and provider payment system
for the State of Missouri's Department of Health and Human Services.
It was fully HIPAA EDI compliant.
. Analyzed and managed the setup of the server farm for this system. It
required migrating all users to a new web system running on all new
hardware consisting of web servers, presentation layer servers,
business layer servers, data servers with full redundancy and "hot
swappable" components.
. Researched ACH formats and prepared technical specifications for
creating the ACH formats for developers.
. Developed budgets ($7.7M per year), revenue forecasting and staffing
requirements for my entire team.
. Converted the companies waterfall approach to use Agile methodologies,
such as Scrum, iterative development, pair programming and just in
time development.
. Managed 15 full development life cycle projects, ranging from 2,000
hours to 25,000 hours.
. Managed 7-8 projects concurrently.
. Managed EDI files in the 837P, 835, 270, 271, 276, 277 and 278
formats.
. Worked with Medicaid, Medicare, and Anthem to accept our HIPAA files
into their claim systems.

Billing department for special claims. The Special Billing department is a
$65M department that interfaces with Medicaid, Medicare and insurance
companies that don't fall within the normal billing guidelines for the
claims.
Accomplishments:
. Worked with the Medicaid and Medicare offices in 30 states to get
medical claims to them in a format they recognized on UB92 or HCFA
1500 forms.
. Designed, developed and tested a new Special Billing system to
accommodate the non-standard claim payors.
