June – Present 2010: MPRI, Ministry of Defense GSG4 Plans, Operations, and Readiness
Advisor, Kabul (Camp Eggers), Afghanistan
Determine and prioritize plans that will acquire, manage, receive, store, and issue all
classes of supply required to equip and sustain the Afghan National Army (ANA) military
forces. Coordinate supply support among ANA components. Coordinate the overall
logistics preparation of the ANA effort. Advise GSG4 staff to establish authorized
stockage levels for selected critical items and allocation tables. And because the
Movement and Distribution Directorate of the GSG4 has had no mentor in several
months, volunteered to advise this 30-man organization as well.

Corps G4 and G4 Staff Mentor, FOB Lightning, Gardez, Afghanistan
Mentoring and training the ANA 203rd Corps G4 (Colonel/0-6) and his 43-man (Supply,
Maintenance, Transportation, Weapons, Ammunition, and Armament) staff in logistics
operations which includes the planning and sustainment of logistical operations in an
austere and hostile wartime environment. End state: to assist the ANA G4 and his staff to
assume timely responsibility and accountability to fully sustain the ANA forces in times
of war and peace. Given honorary promotion to Colonel in the Afghan National Army
(ANA) by ANA 203d Corps Commander, Major General Khaliq.
November 2005 to November 2008: Millennium Systems Services, Inc., Senior Logistics
Analyst, AMCOM Aviation Reset, Redstone Arsenal, Huntsville, AL.
Facilitate property accountability of designated AMCOM Aviation Reset Government
Furnished Equipment (GFE) IAW both military guidelines and the Federal Acquisition
Regulation (FAR) at 12 Reset sites in CONUS, Hawaii, and Germany. Responsible for
insuring 100% accountability at each site requiring 10% monthly inventories, and have
personally visited each site to conduct 100% inventories. Instrumental in introducing the
Auto-Scan Tracking System (ASTS) to the Aviation Reset PMO. ASTS is the automated,
integrated hardware/software system employed by the AMCOM Aviation Reset PMO to
manage expendable, non-expendable and durable property at each of the sites in the Reset
program. Set up ASTS training for property managers at all sites and provide necessary
guidance on an ongoing basis. Set up a 30,000 square foot warehouse operation off the
Arsenal to receive excess GFE from all sites, and GFE from phasing out sites. Oversaw
fencing and shelving requirements to include establishing property locations; also
determined office space and furnishings for 28 Logistics/Operations Division personnel
who will soon arrive to work at this location. At the PM’s direction, received several
MWO kits used on all aviation platforms that were taking up space at the Reset site in
Germany. Contacted the appropriate platform PMO to determine the appropriate
disposition. Will soon receive several thousand lines of Class 9A aircraft parts from a
phasing out site that will have to be properly stored and managed.
September 2005 – November 2005: Millennium Systems Services, Inc., Senior Logistics
Analyst, AMCOM Theater Aviation Single Manager (TASM), TASM Operations Cell,
Udairi Army Airfield, Camp Buehring, Kuwait
TASM Chief (COL Frank Atkins) asked me to extend two months to act as consultant to
the Third US Army, US Army Forces Central Command (USARCENT), Coalition Forces
Land Component Command (CFLCC) C4 cell and the L3 contract maintenance team to
observe and report on deploying and re-deploying Operation Iraqi Freedom (OIF) surge
aircraft. Main objective was to analyze and solve any logistics challenges to the
downloading and re-issuing of over 800 unit sets of Stay Behind Equipment
(SBE)/Theater-Provided Equipment (TPE) for deploying and re-deploying rotary-wing
aircraft.
August 2004 – September 2005: Millennium Systems, Services, Inc., Senior Logistics
Analyst, AMCOM TASM, Camp Anaconda, Balad, Iraq
Aviation SBE/TPE facilitator for Operation Iraqi Freedom/Operation Enduring Freedom
(OIF/OEF). Facilitated accountability and transfer of designated Aviation and Aircraft
Desert Mission Kits during unit rotations in and out of the theater of operations. At a
minimum, this equipment included aircraft desert kits, designated aircraft special tools,
and ground support equipment. Coordinated with the AMC SBE/TPE teams to provide
assistance in the identification and tracking of aviation desert kits, and SBE MTOE
equipment, Special Tools, and Aviation Ground Support Equipment (AGSE). Received
new SBE from the TASM for issue to units in the theater of operations. Insured 100%
property accountability IAW pertinent US Army supply and logistics regulations.
Because much-needed equipment and supplies were being mis-shipped and/or mis-routed
to designated OIF/OEF aviation units in the field, was approached by the AMCOM Air
Warrior Branch to facilitate receipt and onward movement of these supplies and
equipment. As a result, set up an Air Warrior-specific supply point where all equipment
would come to my location where upon proper distribution to the correct site was
ensured. In addition to facilitating the receipt/storage/distribution of SBE/TPE aviation-
specific items of equipment, became the TASM movement facilitator of mis-shipped
items for all services located in the Theater, Europe, and the U.S.
2004 – June 2004: Logistics Environmental Support Services, Inc. (LESCO), Senior
Logistics Analyst, PEO Aviation, Scout/Attack Helicopter (OH-58D)
Provided logistical and analytical support to the Scout/Attack Product Manager’s Office
(PMO). Member of the PEO Automated Logistics IPT involved with facilitating the
interoperability and integration of aviation weapon systems within the Common Logistics
Operating Environment (CLOE). Assisted with developing a Business Case Analysis
and subsequent pursuance of Performance-Based Logistics concept for the Kiowa
Warrior and the Tactical Airspace Integration System (TAIS). Monitored procurement,
delivery and installation of 365 A and B kits that make up the cockpit air bag (CAB) for
the Kiowa Warrior. Was designated as the PEO representative for PEO Aviation Unique
Identification and Automation Identification Technology (UID/AIT). Involved with
monitoring parts requirements for units in Iraq with the intent to clear obstacles within
the pipeline.
2003 – 2004, LESCO: Senior Logistics Analyst, LESCO Headquarters
Developed client-specific proposals and other qualification documents. Gathered
pertinent information, reviewed requests for solicited and unsolicited proposals, prepared
technical and non-technical sections of proposals, responses to proposals; drafted, wrote,
and edited requests for proposals (RFP) IAW the company’s products and technology
services offerings. Wrote content that furthered LESCO’s products and solutions
satisfying client needs. Reviewed RFPs to ensure final product met the guidelines set
forth. Researched and confirmed qualifications and references utilizing company’s
resources, including internal databases and proposal libraries. Created a framework that
could be used by the company to develop future proposals in an effective and efficient
manner. Developed standardized proposals and best practices in the administration of
RFPs. Ensured readability, consistency of messaging and tone in all documents. Executed
assigned tasks within guidelines of the proposals and coordinated the flow of information
from various contributors and ensure all deadlines were met. Delegated tasks when
appropriate. Coordinated document printing, reproduction and binding with appropriate
departments. Participated in post-mortem reviews to collect feedback and uncover areas
for improvement. As the company’s senior supply expert, provided consultancy for and
participated in change of contractor inventories on military installations where all classes
of supplies, special tools, and other commodities were maintained.
2001 – 2002, LESCO: Senior Systems Analyst, Precision Fires Rocket and Missile
Systems (PFRMS)
Primarily involved with analytical support to the PFRMS Multiple Launch Rocket
System Platforms Branch Chief. Conducted analysis on a multitude of platforms and
peripherals (low cost fire control panel [LCFCP], position navigation unit [PNUs],
improved weapon interface unit [IWIUs], line replaceable units [LRUs] various versions
of software, communications systems, and the like) schedules that included contract
award, low rate initial production (LRIP) and delivery, full rate production (FRP) and
delivery, and fielding. Main purpose of analysis was to ensure that platforms and
peripherals came together at the proper time. Attended a multitude of Program Manager
meetings that included the M270A1, High Mobility Artillery and Rocket System
(HIMARS), and the various rockets and missiles, guided in particular by gleaning
pertinent information and providing recommendations that benefited the Branch Chief’s
decision-making processes. From these meetings, built an annual, month-by-month
calendar that the Branch Chief could look at to insure being up to speed on all pertinent
events relevant to his areas of responsibility. Responsible for putting together a quarterly
MLRS Family of Munitions Integrated Working Group (MIWG) meeting, held at Ft. Sill,
OK, that got managers and users together to discuss, coordinate and work out solutions in
their areas of concern.
May 1997-2001, LESCO: Senior Logistics Analyst, Logistic Support Agency Logistics

Provided technical information and functional descriptions of LIDB Force legacy systems
to ORACLE programmers. Used BPwin to model the LIDB Force legacy system as it
was configured and used by government functionals with a follow-on model of how the
Force legacy system was to be. Developed these models through direct meetings with
LIDB functional and technical personnel. Gathered data necessary and prepared
requirements for Graphical User Interface (GUI) screens to be developed by application
developers.
Project 1
Provided technical information and functional descriptions of LIFMOD, MRDB and
other LIDB-related databases to ORACLE and Model 204 programmers. Designed,
developed, tested and assessed new and upgraded LIFMOD components. Developed
system description and support documentation. Provided configuration management of
DIC groups, program modules and documentation. Developed program guidance
through direct meetings with LOGSA functional and technical personnel.
May 1996-May 1997, SYTEX, INC: Logistics Analyst, Army Materiel Command
Logistics Support Team
Prepared the Army Materiel Command (AMC) Emergency Response Plan. Coordinated
with points of contact in the Federal Emergency Management Agency (FEMA), US
Department of Agriculture (USDA), US Agency for International Development (USAID),
and the US Postal Service. Ultimately became a 130-page implementation plan
addressing all contingencies to which AMC headquarters and its subordinate
organizations would respond.
1994-1995, Joint Task Force in Naples, Italy: US Army: Deputy J-4 for Logistics
Operations
Supervised multiple logistics operations in the Former Republic of Yugoslavia (FRY).
Coordinated the successful transportation of over one million pounds of supplies and
equipment via land, air, air drop, and air-land operations. Involved with daily access and
utilization of data from the Army Central Logistics Data Bank (ACLDB), Major Item
Data Base (MIDB), and other Total Asset Visibility (TAV) systems. Monitored data from
the Unit Movements File (UMF), Airlift Clearance File (ACF), and Movements Master
File (MMF). Performed regular inquiries in Work Order logistics File (WOLF) and LIF.
1993-1994, 21st Theater Army Area Command (Europe) (TAACOM), US Army: Chief of
Current Operations
Supervised a Current Operations staff that received, coordinated, and monitored actions
on logistics issues for the largest forward deployed logistical command in the US Army
covering Germany, Belgium, the Netherlands, Luxembourg, and Italy. Made decisions as
to which TAACOM major organizations would execute actions in Operations Orders and
FRAGOs prepared by me and my staff.
1991-1993, 21st TAACOM (Europe), US Army: Commander, Combat Equipment
Company (CEC) (Maintenance and Storage)
Commanded a CEC site responsible for receiving, configuring, storing, maintaining, and
issuing over $100 million of prepositioned materiel configured to unit sets (POMCUS).
Supervised and provided training to 21 military and 180 German, French, Italian, and
Greek local nationals. Managed an annual cyclic maintenance program of over 1000
pieces of heavy, medium, and light equipment. Responsible for the rapid issue of a
division’s-worth of combat, combat support, and combat service support equipment to
Operations DESERT SHIELD and DESERT STORM.
1990-1991, 21st TAACOM Assistant Chief of Staff for Logistics (ACSLOG), US Army:
Liaison Officer (LNO) for Base Closure and Realignment (BRAC)
Part of a team that assisted BRAC units, i.e. 32d Army Air Defense Command
(AADCOM), 59th Ordnance Brigade, etc., with the logistics of downsizing and/or moving
to a new location outside the Federal Republic of Germany.
1989-1990, Theater Army Materiel Management Center (Europe), US Army: Chief of
Logistics
Chief of the most diversified division in the largest materiel management center (9th
MMC) in the US Army. Division supported over 700,000 intermediate-level supply
(SAILS) transactions monthly for 3,000 customer accounts dispersed over 153,000
square miles in Europe; processed hundreds of customer inquiries concerning asset
balances, authorizations, and various inquiries using CBS-X to debit and credit each
unit's asset inventory, and to keep track of individual unit's RICC 2 A/B items for
materiel readiness reporting; and REQVAL daily to update units’ on-hand balance
records.

the 197th Infantry Brigade, Ft. Benning, Georgia.
Got out of the Army and used my GI Bill to attend college and received a commission as
a second lieutenant via ROTC.
Commanded first company (Supply and Transport) in the 172d Infantry Brigade at Ft.
Richardson, Alaska.
Taught ROTC at Rose-Hulman Institute of Technology, Terre Haute, Indiana; won
distinguished military instructor award two years in a row for 2d Region.
